The Power of Ideology
In this prodigiously researched book, Emanuel Adler addresses the hotly contested issue of how developing nations can emerge from the economic and technological tutelage of the developed world. Is the dependence of Third World countries on multinational corporations--especially in the realm of high technology--a permanent fixture of an inherently unequal relationship? Or can it be managed by the developing nations for their benefit? By a masterful comparative study of the development of science and technology in Argentina and Brazil, the author discusses governmental policies that are effective in attaining autonomous technological development. Professor Adler provides a useful corrective to the structural theories of development that have up to now prevailed in the study of international relations by demonstrating that intellectual and technological elites play a far more significant role in the success or failure of such governmental policies than has hitherto been recognized. happiness-income paradox revisited
The striking thing about the happiness-income paradox is that over the long-term --usually a period of 10 y or more--happiness does not increase as a country's income rises. Heretofore the evidence for this was limited to developed countries. This article presents evidence that the long term nil relationship between happiness and income holds also for a number of developing countries, the eastern European countries transitioning from socialism to capitalism, and an even wider sample of developed countries than previously studied. It also finds that in the short-term in all three groups of countries, happiness and income go together, i.e., happiness tends to fall in economic contractions and rise in expansions. Recent critiques of the paradox, claiming the time series relationship between happiness and income is positive, are the result either of a statistical artifact or a confusion of the short-term relationship with the long-term one.
Corporate Social Responsibility in Developing Country Multinationals: Identifying Company and Country-Level Influences
The extant literature on cross-national differences in approaches to corporate social responsibility (CSR) has mostly focused on developed countries. Instead, we offer two inter-related studies into corporate codes of conduct issued by developing country multinational enterprises (DMNEs). First, we analyse code adoption rates and code content through a mixed methods design. Second, we use multilevel analyses to examine country-level drivers of differences in code content—specifically, elements of a country’s National Business System (NBS). We find that DMNEs are much more likely to adopt a code of conduct than their domestic counterparts; however, this does not translate into greater code comprehensiveness. We also find support for the ‘substitute view’ of CSR in developing countries, i.e. that MNEs from poorer countries and from countries with lower governance effectiveness tend to express more comprehensive commitments. However, this dynamic does not extend to a country’s labour system; instead, CSR appears here to match the efficiency of a country’s labour market, thus reflecting the ‘mirror view’ of CSR.
Hierarchical Market Economies and Varieties of Capitalism in Latin America
The extensive scholarship on ‘varieties of capitalism’ offers some conceptual and theoretical innovations that can be fruitfully employed to analyse the distinctive institutional foundations of capitalism in Latin America, or what could be called hierarchical market economies (HMEs). This perspective helps identify four core features of HMEs in Latin America that structure business access to essential inputs of capital, technology and labour: diversified business groups, multinational corporations (MNCs), low-skilled labour, and atomistic labour relations. Overall non-market, hierarchical relations in business groups and MNCs are central in organising capital and technology in Latin America, and are also pervasive in labour market regulation, union representation and employment relations. Important complementarities exist among these features, especially between MNCs and diversified business groups, as well as mutually reinforcing tendencies between these dominant corporate forms and general under-investment in skills and in well-mediated employment relations. These four features of HMEs, their common reliance on hierarchy, and the particular interactions among them add up to a distinct variety of capitalism, different from those identified in developed countries and other developing regions. El extenso debate académico sobre las “variedades del capitalismo” ofrece algunas innovaciones conceptuales y teóricas que pueden ser utilizadas exitosamente para analizar los fundamentos característicos del capitalismo en Latinoamérica, o de lo que se pudieran llamar economías jerárquicas de mercado (EJMs). Esta perspectiva ayuda a identificar cuatro características fundamentales de las EJMs en América Latina que estructuran el acceso de las empresas a las aportaciones esenciales de capital, tecnología y trabajo: grupos económicos; corporaciones multinacionales; trabajo no calificado; y relaciones laborales atomizadas. Sobre todo, las relaciones jerarquizadas en ls grupos económicos y corporaciones multinacionales son esenciales para la organización del capital y la tecnología en Latinoamérica, y también son dominantes en las regulaciones del mercado laboral, la representación sindical y las relaciones laborales. Existen importantes complementariedades entre estas características, especialmente entre las corporaciones multinacionales y los grupos económicos, así como en las tendencias mutuamente reforzadas entre estas formas corporativas dominantes y una pobre inversión general en capacitación y en las relaciones laborales mediadas efectivamente. Estas cuatro características de las EJMs, la dependencia común en las jerarquías y las particulares relaciones entre ellas, conforman distintas variedades del capitalismo, diferente de las identificadas en países desarrollados y en otras regiones en vías de desarrollo. O extensivo leque de estudos que trata das “variedades de capitalismos” nos oferece inovações conceituais e teóricas que podem ser proveitosamente empregadas na análise das distintas fundações institucionais do capitalismo na America Latina, ou no que podem ser chamadas de economias de mercado hierárquicas (HMEs, do inglês hierarchical market economies). Esta perspectiva auxilia na identificação de quatro pontos-chave das HMEs na America Latina que estruturam o acesso dos empreendimentos às fundamentais entradas de capital, tecnologia e mão-de-obra, sendo os pontos: grupos econômicos; corporações multinacionais (MNCs, do inglês multinational corporations); mão-de-obra não qualificada; e relações de trabalho fracionadas. No geral, relações hierárquicas são centrais na organização de capital e tecnologia nos grupos corporativos e nas MNCs. Essas relações permeiam, também, a regulação do mercado de trabalho, a representação sindical e as relações de trabalho. Importantes complementaridades existem dentre estas características, particularmente entre MNCs e grupos econômicos, assim como tendências mutuamente fortalecedoras entre estas formas corporativas dominantes e o baixo investimento em capacitacăo e em relações de trabalho bem mediadas. Estes quatro aspectos de HMEs, sua recorrente dependência de hierarquias, e as interações específicas entre elas somam para produzir uma variedade distinta de capitalismo, divergente daquelas identificadas em países desenvolvidos e em outras regiões em desenvolvimento.
Research topics in occupational medicine, 1990–2022: A text-mining-applied bibliometric study
OBJECTIVE: Occupational health has been influenced by societal and industrial changes. This study aimed to clarify topic trends in occupational health research in 1990–2022. METHODS: We conducted a text-mining-adjusted bibliometric study using research titles in occupational health. Data on research titles and the years of publication were collected from 26 peer-reviewed journals on PubMed. Using morphological and correspondence analyses in text mining, we structured research topics into multiple categories and visualized the relationship between all categories and publication years. Statistical analyses were conducted using the text mining software – KH Coder 3.0. RESULTS: We obtained 48 645 articles containing 714 890 words in their titles. The research topics were classified into 4 categories and 17 subcategories, of which those of occupations; countries; non-intervention; psychosocial factors; lifestyle factors; safety; symptoms; therapy and care; and productivity have recently shown an increasing trend. In contrast, the subcategories of risk, chemical factors, disease, and organ damage showed decreasing trends. Chemical factors, which were the main topics in the 1990s, included risk, organ damage, and disease. Productivity, the main topic in the 2020s, co-occurred with lifestyle factors, symptoms, and intervention. CONCLUSIONS: Focal areas in occupational-health research shift according to societal trends. Occupational-health research has primarily analyzed issues in developed countries with capitalist values and may not have sufficiently covered issues in developing countries. It is imperative for policymakers and public funding bodies to determine priorities for investigation in the field.
Taxes and Fiscal Sociology
This article reviews recent research in fiscal sociology. We specifically examine contributions to the study of taxation that illuminate core issues in the sociology of contemporary capitalism, including the causes of poverty and inequality in rich countries and of inequality between rich and poor countries. Research on developed countries suggests that tax policy changes are important for explaining rising income inequality, tax policies may structure durable inequalities of race and gender, and earnings-conditional tax subsidies may alleviate poverty more effectively and with less stigma than means-tested social spending. Scholars also find the most generous welfare states rely the most heavily on regressive taxes, although there is disagreement over how this association arises. Comparative research on developing countries shows consumption taxes are more conducive to growth than taxes on income, tax-financed spending benefits growth if it is spent on productive investments, and taxation strengthened democracy and state building in medieval and early modern Europe. However, there is disagreement as to whether taxation contributes to state building in contemporary developing countries and whether foreign aid undermines democracy by undermining taxation. These questions are the focus of considerable current research.
At the Roots of The World Health Organization’s Challenges: Politics and Regionalization
The World Health Organization’s (WHO’s) leadership challenges can be traced to its first decades of existence. Central to its governance and practice is regionalization: the division of its member countries into regions, each representing 1 geographical or cultural area. The particular composition of each region has varied over time—reflecting political divisions and especially decolonization. Currently, the 194 member countries belong to 6 regions: the Americas (35 countries), Europe (53 countries), the Eastern Mediterranean (21 countries), South-East Asia (11 countries), the Western Pacific (27 countries), and Africa (47 countries). The regions have considerable autonomy with their own leadership, budget, and priorities. This regional organization has been controversial since its beginnings in the first days of WHO, when representatives of the European countries believed that each country should have a direct relationship with the headquarters in Geneva, Switzerland, whereas others (especially the United States) argued in favor of the regionalization plan. Over time, regional directors have inevitably challenged the WHO directors-general over their degree of autonomy, responsibilities and duties, budgets, and national composition; similar tensions have occurred within regions. This article traces the historical roots of these challenges.
