A commentary predicts the outcome of the current federal budget battle. Through 2002, discretionary caps will be cut about$150 billion more than Clinton's June 1995 proposal. Congress will get maybe $ 5 billion a year more in both Medicaid and Medicare savings than Clinton offered. Republicans who have insisted on balancing the budget before cutting taxes will blame Clinton for proposing tax cuts of his own and say they had to comprise within their party to cut the deficit as much as they did.
