The queen of America goes to Washington city : essays on sex and citizenship
In The Queen of America Goes to Washington City, Lauren Berlant focuses on the need to revitalize public life and political agency in the United States. Delivering a devastating critique of contemporary discourses of American citizenship, she addresses the triumph of the idea of private life over that of public life borne in the right-wing agenda of the Reagan revolution. By beaming light onto the idealized images and narratives about sex and citizenship that now dominate the U.S. public sphere, Berlant argues that the political public sphere has become an intimate public sphere. She asks why the contemporary ideal of citizenship is measured by personal and private acts and values rather than civic acts, and the ideal citizen has become one who, paradoxically, cannot yet act as a citizen—epitomized by the American child and the American fetus. As Berlant traces the guiding images of U.S. citizenship through the process of privatization, she discusses the ideas of intimacy that have come to define national culture. The border crossed us : rhetorics of borders, citizenship, and Latina/o identity
The Border Crossed Us explores efforts to restrict and expand notions of US citizenship as they relate specifically to the US-Mexico border and Latina/o identity. Borders and citizenship go hand in hand. Borders define a nation as a territorial entity and create the parameters for national belonging. But the relationship between borders and citizenship breeds perpetual anxiety over the purported sanctity of the border, the security of a nation, and the integrity of civic identity. In The Border Crossed Us , Josue David Cisneros addresses these themes as they relate to the US-Mexico border, arguing that issues ranging from the Mexican-American War of 1846–1848 to contemporary debates about Latina/o immigration and border security are negotiated rhetorically through public discourse. He explores these rhetorical battles through case studies of specific Latina/o struggles for civil rights and citizenship, including debates about Mexican American citizenship in the 1849 California Constitutional Convention, 1960s Chicana/o civil rights movements, and modern-day immigrant activism. Cisneros posits that borders—both geographic and civic—have crossed and recrossed Latina/o communities throughout history (the book’s title derives from the popular activist chant, “We didn’t cross the border; the border crossed us!”) and that Latina/os in the United States have long contributed to, struggled with, and sought to cross or challenge the borders of belonging, including race, culture, language, and gender. The Border Crossed Us illuminates the enduring significance and evolution of US borders and citizenship, and provides programmatic and theoretical suggestions for the continued study of these critical issues.
Buddha Is Hiding
Fleeing the murderous Pol Pot regime, Cambodian refugees arrive in America as at once the victims and the heroes of America's misadventures in Southeast Asia; and their encounters with American citizenship are contradictory as well. Service providers, bureaucrats, and employers exhort them to be self-reliant, individualistic, and free, even as the system and the culture constrain them within terms of ethnicity, race, and class. Buddha Is Hiding tells the story of Cambodian Americans experiencing American citizenship from the bottom-up. Based on extensive fieldwork in Oakland and San Francisco, the study puts a human face on how American institutions-of health, welfare, law, police, church, and industry-affect minority citizens as they negotiate American culture and re-interpret the American dream. In her earlier book,Flexible Citizenship,anthropologist Aihwa Ong wrote of elite Asians shuttling across the Pacific. This parallel study tells the very different story of \"the other Asians\" whose route takes them from refugee camps to California's inner-city and high-tech enclaves. InBuddha Is Hidingwe see these refugees becoming new citizen-subjects through a dual process of being-made and self-making, balancing religious salvation and entrepreneurial values as they endure and undermine, absorb and deflect conflicting lessons about welfare, work, medicine, gender, parenting, and mass culture. Trying to hold on to the values of family and home culture, Cambodian Americans nonetheless often feel that \"Buddha is hiding.\" Tracing the entangled paths of poor and rich Asians in the American nation, Ong raises new questions about the form and meaning of citizenship in an era of globalization.
Citizenship in Cold War America
In the wake of 9/11, many Americans have deplored the dangers to liberty posed by a growing surveillance state. In this book, Andrea Friedman moves beyond the standard security/liberty dichotomy, weaving together often forgotten episodes of early Cold War history to reveal how the obsession with national security enabled dissent and fostered new imaginings of democracy. The stories told here capture a wideranging debate about the workings of the national security state and the meaning of American citizenship. Some of the participants in this debate—women like war bride Ellen Knauff and Pentagon employee Annie Lee Moss—were able to make their own experiences compelling examples of the threats posed by the national security regime. Others, such as Ruth Reynolds and Lolita Lebrón, who advocated an end to American empire in Puerto Rico, or the psychiatrist Fredric Wertham, who sought to change the very definition of national security, were less successful. Together, however, they exposed the gap between democratic ideals and government policies. Friedman traverses immigration law and loyalty boards, popular culture and theoretical treatises, U.S. courtrooms and Puerto Rican jails, to demonstrate how Cold War repression made visible in new ways the unevenness and limitations of American citizenship. Highlighting the ways that race and gender shaped critiques and defenses of the national security regime, she offers new insight into the contradictions of Cold War political culture.
Immigrant Ambassadors
The Tibetan diaspora began fifty years ago when the current Dalai Lama fled Lhasa and established a government-in-exile in India. For those fifty years, the vast majority of Tibetans have kept their stateless refugee status in India and Nepal as a reminder to themselves and the world that Tibet is under Chinese occupation and that they are committed to returning someday. In the 1990s, the U.S. Congress passed legislation that allowed 1,000 Tibetans and their families to immigrate to the United States; a decade later the total U.S. population includes some 10,000 Tibetans. Not only is the social fact of the migration-its historical and political contexts-of interest, but also how migration and resettlement in the U.S. reflect emergent identity formations among members of a stateless society. Immigrant Ambassadors examines Tibetan identity at a critical juncture in the diaspora's expansion, and argues that increased migration to the West is both facilitated and marked by changing understandings of what it means to be a twenty-first-century Tibetan-deterritorialized, activist, and cosmopolitan.

Punishment and Inclusion: Race, Membership, and the Limits of American Liberalism
At the start of the twenty-first century, 1 percent of the U.S. population is behind bars. An additional 3 percent is on parole or probation. In all but two states, incarcerated felons cannot vote, and in three states felon disenfranchisement is for life. More than 5 million adult Americans cannot vote because of a felony-class criminal conviction, meaning that more than 2 percent of otherwise eligible voters are stripped of their political rights. Nationally, fully a third of the disenfranchised are African American, effectively disenfranchising 8 percent of all African Americans in the United States. In Alabama, Kentucky, and Florida, one in every five adult African Americans cannot vote. Punishment and Inclusion gives a theoretical and historical account of this pernicious practice of felon disenfranchisement, drawing widely on early modern political philosophy, continental and postcolonial political thought, critical race theory, feminist philosophy, disability theory, critical legal studies, and archival research into state constitutional conventions. It demonstrates that the history of felon disenfranchisement, rooted in postslavery restrictions on suffrage and the contemporaneous emergence of the modern \"American\" penal system, reveals the deep connections between two political institutions often thought to be separate, showing the work of membership done by the criminal punishment system and the work of punishment done by the electoral franchise. Felon disenfranchisement is a symptom of the tension that persists in democratic politics between membership and punishment. This book shows how this tension is managed via the persistence of white supremacy in contemporary regimes of punishment and governance.
Between citizens and the state
This book tracks the dramatic outcomes of the federal government's growing involvement in higher education between World War I and the 1970s, and the conservative backlash against that involvement from the 1980s onward. Using cutting-edge analysis, Christopher Loss recovers higher education's central importance to the larger social and political history of the United States in the twentieth century, and chronicles its transformation into a key mediating institution between citizens and the state. Framed around the three major federal higher education policies of the twentieth century--the 1944 GI Bill, the 1958 National Defense Education Act, and the 1965 Higher Education Act--the book charts the federal government's various efforts to deploy education to ready citizens for the national, bureaucratized, and increasingly global world in which they lived. Loss details the myriad ways in which academic leaders and students shaped, and were shaped by, the state's shifting political agenda as it moved from a preoccupation with economic security during the Great Depression, to national security during World War II and the Cold War, to securing the rights of African Americans, women, and other previously marginalized groups during the 1960s and '70s. Along the way, Loss reappraises the origins of higher education's current-day diversity regime, the growth of identity group politics, and the privatization of citizenship at the close of the twentieth century. At a time when people's faith in government and higher education is being sorely tested, this book sheds new light on the close relations between American higher education and politics.
Immigrants raising citizens
An in-depth look at the challenges undocumented immigrants face as they raise children in the U.S. There are now nearly four million children born in the United States who have undocumented immigrant parents. In the current debates around immigration reform, policymakers often view immigrants as an economic or labor market problem to be solved, but the issue has a very real human dimension. Immigrant parents without legal status are raising their citizen children under stressful work and financial conditions, with the constant threat of discovery and deportation that may narrow social contacts and limit participation in public programs that might benefit their children. Immigrants Raising Citizens offers a compelling description of the everyday experiences of these parents, their very young children, and the consequences these experiences have on their children’s development. Immigrants Raising Citizens challenges conventional wisdom about undocumented immigrants, viewing them not as lawbreakers or victims, but as the parents of citizens whose adult productivity will be essential to the nation’s future. The book’s findings are based on data from a three-year study of 380 infants from Dominican, Mexican, Chinese, and African American families, which included in-depth interviews, in-home child assessments, and parent surveys. The book shows that undocumented parents share three sets of experiences that distinguish them from legal-status parents and may adversely influence their children’s development: avoidance of programs and authorities, isolated social networks, and poor work conditions. Fearing deportation, undocumented parents often avoid accessing valuable resources that could help their children’s development — such as access to public programs and agencies providing child care and food subsidies. At the same time, many of these parents are forced to interact with illegal entities such as smugglers or loan sharks out of financial necessity. Undocumented immigrants also tend to have fewer reliable social ties to assist with child care or share information on child-rearing. Compared to legal-status parents, undocumented parents experience significantly more exploitive work conditions, including long hours, inadequate pay and raises, few job benefits, and limited autonomy in job duties. These conditions can result in ongoing parental stress, economic hardship, and avoidance of center-based child care — which is directly correlated with early skill development in children. The result is poorly developed cognitive skills, recognizable in children as young as two years old, which can negatively impact their future school performance and, eventually, their job prospects. Immigrants Raising Citizens has important implications for immigration policy, labor law enforcement, and the structure of community services for immigrant families. In addition to low income and educational levels, undocumented parents experience hardships due to their status that have potentially lifelong consequences for their children. With nothing less than the future contributions of these children at stake, the book presents a rigorous and sobering argument that the price for ignoring this reality may be too high to pay.
