Fortifying Citizenship: Policy Strategies for Civic Integration in Western Europe
Why have European states introduced mandatory integration requirements for citizenship and permanent residence? There are many studies comparing integration policy and examining the significance of what has been interpreted as a convergent and restrictive “civic turn,” a “retreat from multiculturalism,” and an “inevitable lightening of citizenship.” None of these studies, however, has puzzled over the empirical diversity of integration policy design or presented systematic, comparative explanations for policy variation. This article is the first to develop an argument for what, in fact, amounts to a wealth of variation in civic integration policy (including scope, sequencing, and difficulty). Using a historical institutionalist approach, the author argues that states use mandatory integration to address different membership problems, which are shaped by both existing citizenship policy (whether it is inclusive or exclusive) and political pressure to change it (in other words, the politics of citizenship). She illustrates this argument by focusing on three case studies, applying the argument to a case of unchallenged restrictive retrenchment and continuity (Denmark), to a case of negotiated and thus moderated restriction (Germany), and to a case that recently exhibited both liberal continuity (the United Kingdom, 2001–6) and failed attempts at new restriction (the United Kingdom, 2006–10). These cases show that although states may converge around similar mandatory integration instruments, they may apply them for distinctly different reasons. As a result, new requirements augment rather than alter the major contours of national citizenship policy and the membership association it maintains.

Temporary Disenfranchisement: Negative Side Effects of Lowering the Voting Age
How does losing one’s right to vote again after having been eligible to vote before affect political fundamentals such as political efficacy? We draw attention to the hitherto neglected phenomenon “temporary disenfranchisement,” which, for instance, occurs regularly in states that extended the franchise to underage citizens in some but not all elections. If an election with voting age 16 is closely followed by an election with voting age 18, underage voters who are eligible for the former will have no right to vote in the latter. Using original panel data on young citizens in Germany and a differences-in-differences design, we find that temporary disenfranchisement results in a decrease in external efficacy, which remains even after regaining eligibility. Our findings highlight an important side effect of selective voting rights extensions and bear insights that are relevant to other cases of temporary disenfranchisement due to residential mobility, citizenship, or felony disenfranchisement.
Understanding and Acceptance of Smart City Policies: Practitioners’ Perspectives on the Malaysian Smart City Framework
Whilst a plethora of research exists on the smart cities and project performance evaluations, only few studies have focused on the smart city policy evaluation from the perspective of its acceptance by practitioners. This paper aims to generate insights by evaluating the smart city policy through a developing country case study—i.e., Malaysia. This study employed a questionnaire survey method for data collection and analyzed the data by using Fuzzy Delphi analysis. A group of 40 practitioners was gathered in a focus group discussion through purposive sampling. The main objectives of this survey were to identify the understanding and acceptance levels of the seven smart city domains and respective strategies that are outlined in the Malaysian Smart City Framework. The results disclosed that the practitioners possessed divergent levels of understanding and acceptance in terms of smart city domains. The study participant practitioners accepted all understanding and acceptance objectives of smart economy, living, people, and governance domains (expert agreement 75–92% and threshold d value 0.123–0.188), but rejected all objectives for both smart environment and digital infrastructure domains (expert agreement 55–74% and threshold d value 0.150–0.212). Along with this, acceptance of smart mobility was also rejected (expert agreement 56% and threshold d value 0.245). The findings reveal that considering all opinions expressing dissensus is essential when building more inclusive smart city strategies. This study contributes to the smart city discourse as being one of the first in capturing professional practitioners’ understanding and acceptance on a national level smart city policy by applying the Delphi method in the smart city context. Most importantly, the study informs urban policymakers on how to capture the voices and perspectives of the general public on national and local smart city strategy and initiatives.
Claiming Food Ethics as a Pillar of Food Security
This article explores the integration of food ethics as a proposed fifth and emerging pillar of food security, complementing the four dimensions established by the FAO 1996 framework (availability, accessibility, utilization, and stability). Using Romania as a case study, the research combines descriptive statistical analysis, legislative review, and conceptual interpretation to examine how moral responsibility, social equity, and food citizenship shape sustainable food systems. Quantitative data from Eurostat (2020–2022) reveal that Romania generates over 3.4 million tons of food waste annually, with households accounting for more than half of the total. This wasted abundance coexists with persistent food insecurity, affecting 14.7% of the population who cannot afford a protein-based meal even once every second day. Given the short time series (n = 3), including the entire data that was reported to date and the exclusive use of secondary data, the statistical results are interpreted descriptively and, where applicable, exploratorily. In this context, the findings demonstrate that food waste is not merely an issue of economic inefficiency, but rather a profound ethical and social imbalance. This research argues for the conceptual recognition of an ethical pillar within the food security framework linking moral awareness, responsible consumption, and equitable access to food. By advancing food ethics as a normative and societal foundation of sustainable food systems, this article offers a framework relevant for policy design, civic engagement, and collective responsibility, reframing food security beyond a purely technical objective.
Regulating Mixed Marriages through Acquisition and Loss of Citizenship
Mixed marriages have always had an ambiguous and often problematic relationship with the law. On one hand, mixed marriages have been seen as a key indicator of sociocultural integration into mainstream society. In terms of the law, this perception has been expressed, for example, as privileged access to citizenship status for immigrant family members of citizens. On the other hand, mixed marriages have been seen as a threat to society and social cohesion. In this article, I argue that these contradictory perceptions of mixed relationships have informed the development of citizenship law over time. Building on literature on the regulation of mixed marriages in law, as well as gender and citizenship law, I use the Netherlands as a case study to demonstrate how citizenship law has been used as a tool to prevent certain types of \"undesirable\" mixed couples and how this approach has informed Dutch citizenship law until today.
Ethnic Politics in Europe
This detailed account of ethnic minority politics explains when and how European institutions successfully used norms and incentives to shape domestic policy toward ethnic minorities and why those measures sometimes failed. Going beyond traditional analyses, Kelley examines the pivotal engagement by the European Union, the Organization for Security and Cooperation in Europe, and the Council for Europe in the creation of such policies. Following language, education, and citizenship issues during the 1990s in Latvia, Estonia, Slovakia, and Romania, she shows how the combination of membership conditionality and norm-based diplomacy was surprisingly effective at overcoming even significant domestic opposition. However, she also finds that diplomacy alone, without the offer of membership, was ineffective unless domestic opposition to the proposed policies was quite limited. As one of the first systematic analyses of political rather than economic conditionality, the book illustrates under what conditions and through what mechanisms institutions influenced domestic policy in the decade, preparing the way for the historic enlargement of the European Union. This thoughtful and thorough discussion, based on case studies, quantitative analysis, and interviews with nearly one hundred policymakers and experts, tells an important story about how European organizations helped facilitate peaceful solutions to ethnic tensions--in sharp contrast to the ethnic bloodshed that occurred in the former Yugoslavia during this time. This book's simultaneous assessment of soft diplomacy and stricter conditionality advances a long overdue dialogue between proponents rational choice models and social constructivists. As political requirements increasingly become part of conditionality, it also provides keen policy insights for the strategic choices made by actors in international institutions.
Postdoctoral Life Scientists and Supervision Work in the Contemporary University: A Case Study of Changes in the Cultural Norms of Science
This paper explores the ways in which postdoctoral life scientists engage in supervision work in academic institutions in Austria. Reward systems and career conditions in academic institutions in most European and other OECD countries have changed significantly during the last two decades. While an increasing focus is put on evaluating research performances, little reward is attached to excellent performances in mentoring and advising students. Postdoctoral scientists mostly inhabit fragile institutional positions and experience harsh competition, as the number of available senior positions is small compared to that of young scientists striving for an academic career. To prevail in this competition, publications and mobility are key. Educational work is rarely rewarded. Nevertheless, postdocs play a key role in educating PhD students, as overburdened senior scientists often pass on practical supervision duties to their postdoctoral fellows. This paper shows how under these conditions, postdocs reframe the students they supervise as potential resources for co-authored publications. What might look like a mutually beneficial solution at a first glance, in practice implies the subordination of the values of education to the logic of production, which marginalizes spaces primarily devoted to education. The author argues that conflicts like this are indicative of broader changes in the cultural norms of science and academic citizenship, rendering community-oriented tasks such as education work less attractive to academic scientists. Since education and supervision work are central cornerstones of any functioning higher education and research system, this could have negative repercussions for the long-term development of academic institutions.
Locating Central and Eastern European emerging welfare regimes: is the youth welfare citizenship typology useful?
PurposeThe authors’ aim is to establish the variance of youth welfare citizenship regimes in Central and Eastern Europe (CEE) and to revisit the applicability of the regime approach to the emerging welfare regimes (EWRs).Design/methodology/approachThe empirical analysis follows the descriptive case study strategy aiming to discover diversity of youth welfare citizenship patterns. The case selection is made within the CEE country group, which includes countries in Central Europe, the Baltics, Eastern Europe and Southeast Europe, all sharing the communist past. The subdivision of these countries in reference to the welfare states can be made via the European Union (EU) membership based on the assumption that EU social policy frameworks and recommendations have an important effect on domestic policies. We included countries which are in the EU, i.e., with a similar political and economic transition path. There were three waves of accession to the EU in CEE countries. In the first wave (2004), all the Baltic countries, Czech Republic, Slovakia, Poland, Hungary and Slovenia joined. In the second wave (2007), Romania and Bulgaria joined. Finally, Croatia joined the EU in 2013. Altogether 11 CEE countries are the EU members today, the remaining CEE countries are non-EU members and thus are excluded from the current research. Those countries which are part of the EU share similarities in social and economic reforms during the pre-accession period and after in order to reach a comparatively similar system with other member states. So, in terms of casing strategy these six countries can be named as emerging welfare regimes (EWRs) evolving transformations across different public policy areas. Handpicking of six countries out of 11 relies on the assumption that the Anglo-Saxon welfare system characteristics are more evident in the Baltic countries (Aidukaite, 2019; Aidukaite et al., 2020; Ainsaar et al., 2020; Rajevska and Rajevska, 2020) and Slovenia, while in Bulgaria and Croatia certain outcomes reflect the Bismarckian principles of social security (Hrast and Rakar, 2020; Stoilova and Krasteva, 2020; Dobrotić, 2020). This brings important variety into our analysis logic. Last but not least, we juxtapose six CEE EWR countries under analysis with six mature welfare regime countries representing different welfare regime types. Those mature welfare regime countries (Finland, Sweden, France, Germany, Italy, UK) are not an explicit object of the study but help to put analysed CEE EWR cases into larger context and thus, reflect upon theoretical claims of the welfare regime literature.FindingsThe authors can confirm that the EWR countries can be rather well explained by the welfare citizenship typology and complement the existing knowledge on youth welfare regime typology clusters in the Western Europe. Estonia is clustered close to the Nordic countries, whereas Latvia, Lithuania, Croatia and Slovenia are close to the Bismarckian welfare model despite rather flexible, non-restricted educational path, universal child and student support. Bulgaria is an outlier; however, it is clustered together with mature Mediterranean welfare regimes. Former intact welfare regime clusters are becoming more diverse. The authors’ findings confirm that there is no any intact cluster of the “post-communist” welfare regime and Eastern European countries are today “on move”.Research limitations/implicationsAltogether 11 CEE countries are the EU members today. The remaining CEE countries are non-EU members and thus are excluded from the current research. Those countries which are part of the EU share similarities in social and economic reforms during the pre-accession period and after in order to reach a comparatively similar system with other member states. At least one CEE country was chosen based on existing theoretical knowledge on the welfare regime typology (Anglo Saxon, Beveridgean, Bismarckian) for the Post-communist country groups.Practical implicationsIn the social citizenship dimension we dropped social assistance schemes and tax-relief indices and included poverty risk and housing measures. Youth poverty together with housing showed rather clear distinction between familialized and individualised countries and thus, made the typology stronger. In the economic dimension the preliminary picture was much fuzzier, mainly due to the comprehensive education in the region and intervention of the EU in domestic ALMPs (and VET) reforms. The authors added a new indicator (pro-youth orientation of ALMP) in order better to capture youth-sensitivity of policy.Social implicationsThe authors included a working poverty measure (in-work poverty rate) in order to reflect labour market insecurity as an increasing concern. Yet, the analysis results were still mixed and new indicators did not help locating the regime types.Originality/valueIn order to improve the validity of the youth welfare citizenship regime economic dimension, Chevalier's (2020) model may also be worth revisiting. The authors argue that this dichotomy is not sufficient, because inclusive type can have orientation towards general skills or occupational skills (i.e. monitored or enabling citizenship clusters), which is currently ignored. Chevalier (2020) furthermore associates inclusive economic citizenship with “coordinated market economies” (referring to Hall and Soskice, 2001), which seems hardly hold validity in the Nordic and at least some CEE countries.
