(Un)Civil Society and Political Change in Indonesia
(Un) Civil Society and Political Change in Indonesia provides critical analysis of Indonesia's civil society and its impact on the country's democratization efforts that does not only take the classical, pro-democratic actors of civil society into account but also portrays uncivil groups and their growing influence on political processes. Beittinger-Lee offers a revised categorization of civil society, including a model to define the sphere of 'uncivil society' more closely and to identify several subcategories of uncivil society. This is the first book to portrays various uncivil groups in Indonesia, ranging from vigilantes, militias, paramilitaries, youth groups, civil security task forces and militant Islamic (and other religious) groups, ethnonationalist groups to terrorist organizations and groups belonging to organized crime. Moreover, it provides the reader with an overview of Indonesia's history, its political developments after the democratic opening, main improvements under the various presidents since Suharto's fall, constitutional amendments and key reforms in human rights legislation. This book will be of interest to upper level undergraduates, postgraduates and academics in political science and Southeast Asian studies.
Regime Change and Ethnic Politics in Indonesia
When the Indonesian New Order regime fell in 1998, regional politics with strong ethnic content emerged across the country. In West Kalimantan the predominant feature was particularly that of the Dayaks. This surge, however, was not unprecedented. After centuries of occupying a subordinate place in the political and social hierarchy under the nominal rule of the Malay sultanates, Dayaks became involved in an enthusiastic political emancipation movement from 1945. The Dayaks secured the governorship as well as the majority of the regional executive head positions before they were shunned by the New Order regime. This book examines the development of Dayak politics in West Kalimantan from the colonial times until the first decade of the 21st century.
Civil Islam
Civil Islamtells the story of Islam and democratization in Indonesia, the world's largest Muslim nation. Challenging stereotypes of Islam as antagonistic to democracy, this study of courage and reformation in the face of state terror suggests possibilities for democracy in the Muslim world and beyond. Democratic in the early 1950s and with rich precedents for tolerance and civility, Indonesia succumbed to violence. In 1965, Muslim parties were drawn into the slaughter of half a million communists. In the aftermath of this bloodshed, a \"New Order\" regime came to power, suppressing democratic forces and instituting dictatorial controls that held for decades. Yet from this maelstrom of violence, repressed by the state and denounced by conservative Muslims, an Islamic democracy movement emerged, strengthened, and played a central role in the 1998 overthrow of the Soeharto regime. In 1999, Muslim leader Abdurrahman Wahid was elected President of a reformist, civilian government. In explaining how this achievement was possible, Robert Hefner emphasizes the importance of civil institutions and public civility, but argues that neither democracy nor civil society is possible without a civilized state. Against portrayals of Islam as inherently antipluralist and undemocratic, he shows that Indonesia's Islamic reform movement repudiated the goal of an Islamic state, mobilized religiously ecumenical support, promoted women's rights, and championed democratic ideals. This broadly interdisciplinary and timely work heightens our awareness of democracy's necessary pluralism, and places Indonesia at the center of our efforts to understand what makes democracy work.
American Visions of the Netherlands East Indies/Indonesia
The authors of this book challenge the view that was current among many people in the Netherlands during the period 1945-1949 that the American government and its foreign policymakers unequivocally backed the Indonesian Republic's struggle for independence. The same myth of America's political endorsement of Indonesians' quest for independence continues to reverberate in the United States itself. In fact, ex-President Clinton repeated the story as recently as 1995 when he wrote to ex-President Suharto that in the post-World War II era, President Truman and the U.S. Congress had actively supported Indonesia 'as the nation was being born'. On the basis of research in American, Indonesian, Dutch, and Australian diplomatic records and in the archives of the United Nations, Gouda and Brocades Zaalberg describe and analyze American visions of the Dutch East Indies/Indonesia from the 1920s to December 1949, when the Kingdom of the Netherlands relinquished its sovereignty over the archipelago in southeast Asia to the United States fo Indonesia. Their historical analysis suggests that the American diplomatic establishment was not as ignorant of conditions in the Indonesian archipelago as many Dutch people assumed, both before and after World War II. They also chronicle the unfolding of America's steady but tactic backing of its faithful Dutch ally in northern Europe until early 1949, when U.S. assessments of the regions in the world where the Cold War might ignite into a 'Hot War' began to incorporate the anti-colonial, nationalist struggles in Indonesia and Vietnam. Faith and the State
Faith and the State offers a comprehensive historical development of Islamic philanthropy--zakat (almsgiving), sedekah (donation) and waqf (religious endowment)-- from the time of the Islamic monarchs, through the period of Dutch colonialism and up to contemporary Indonesia. It shows a rivalry between faith and the state: between efforts to involve the state in managing philanthropic activities and efforts to keep them under control of Muslim civil society.Philanthropy is an indication of the strength of civil society. When the state was weak, philanthropy developed powerfully and was used to challenge the state. When the state was strong, Muslim civil society tended to weaken but still found ways to use philanthropic practices in the public sphere to promote social change.
Decentralization and Adat Revivalism in Indonesia
This book examines the dynamic process of political transition and indigenous ( adat ) revival in newly decentralized Indonesia. The political transition in May 1998 set the stage for the passing of Indonesia’s framework decentralization laws. These laws include both political and technocratic efforts to devolve authority from the centre (Jakarta) to the peripheries. Contrary to expectations, enhanced public participation often takes the form of adat revivalism - a deliberate, highly contested and contingent process linked to intensified political struggles throughout the Indonesian archipelago. The author argues adat is aligned with struggles for recognition and remedial rights, including the right to autonomous governance and land. It cannot be understood in isolation, nor can it be separated from the wider world. Based on original fieldwork and using case studies from Sulawesi to illustrate the key arguments, this book provides an overview of the key analytical concepts and a concise review of relevant stages in Indonesian history. It considers struggles for rights and recognition, focusing on regulatory processes and institutional control. Finally, Tyson examines land disputes and resource conflicts. Regional and local conflicts often coalesce around forms of ethnic representation, which are constantly being renegotiated, along with resource allocations and entitlements, and efforts to preserve or reinvent cultural identities. Gauging the Effects of Social Accountability on Services, Governance, and Citizen Empowerment
Engaging citizens in holding public officials and service providers accountable, referred to as social accountability, is a popular remedy for public sector performance weaknesses, figuring prominently in many international donor-funded projects and leading to widespread replication. However, the contextual factors that influence the successful transfer of social accountability are debated. Demand-side factors (civil society and citizens) are overemphasized in much of the literature. Yet supply-side factors (state structures and processes) and the nature of state—society relations are also important. This article examines four projects in developing countries to explore how these contextual factors influenced social accountability aims and outcomes. The salience of supply factors in enabling social accountability for service delivery and government performance stands out, particularly the degree of decentralization and the availability of space for citizen engagement. The capacity and motivation of citizens to occupy the available space, aggregate and voice their concerns, and participate with state actors in assessing service delivery performance and problems are critical.
Authoritarianism, Democracy, Islamic Movements and Contestations of Islamic Religious Ideas in Indonesia
Since independence, Islamic civil society groups and intellectuals have played a vital role in Indonesian politics. This paper seeks to chart the contestation of Islamic religious ideas in Indonesian politics and society throughout the 20th Century, from the declaration of independence in 1945 up until 2001. This paper discusses the social and political influence of, and relationships between, three major Indonesian Islamic intellectual streams: Modernists, Traditionalists, and neo-Modernists. It describes the intellectual roots of each of these Islamic movements, their relationships with the civil Islamic groups Muhammadiyah and Nahdlatul Ulama (NU), their influence upon Indonesian politics, and their interactions with the state. The paper examines the ways in which mainstream Islamic politics in Indonesia, the world’s largest majority Muslim nation, has been shaped by disagreements between modernists and traditionalists, beginning in the early 1950s. Disagreements resulted in a schism within Masyumi, the dominant Islamic party, that saw the traditionalists affiliated with NU leave to establish a separate NU party. Not only did this prevent Masyumi from coming close to garnering a majority of the votes in the 1955 election, but it also contributed to Masyumi veering into Islamism. This conservative turn coincided with elite contestation to define Indonesia as an Islamic state and was a factor in the party antagonizing President Sukarno to the point that he moved to ban it. The banning of Masyumi came as Sukarno imposed ‘guided democracy’ as a soft-authoritarian alternative to democracy and set in train dynamics that facilitated the emergence of military-backed authoritarianism under Suharto. During the four decades in which democracy was suppressed in Indonesia, Muhammadiyah and Nahdlatul Ulama, and associated NGOs, activists, and intellectuals were the backbones of civil society. They provided critical support for the non-sectarian principles at the heart of the Indonesian constitution, known as Pancasila. This found the strongest and clearest articulation in the neo-Modernist movement that emerged in the 1980s and synthesized key elements of traditionalist Islamic scholarship and Modernist reformism. Neo-Modernism, which was articulated by leading Islamic intellectual Nurcholish Madjid and Nahdlatul Ulama Chairman Abdurrahman Wahid, presents an open, inclusive, progressive understanding of Islam that is affirming of social pluralism, comfortable with modernity, and stresses the need for tolerance and harmony in inter-communal relations. Its articulation by Wahid, who later became president of Indonesia, contributed to Indonesia’s transition from authoritarianism to democracy. The vital contribution of neo-Modernist Islam to democracy and reform in Indonesia serves to refute the notion that Islam is incompatible with democracy and pluralism.
Political will has been critical for protecting forests in the Brazilian Amazon and Indonesia
Deforestation remains a prominent contributor to climate change and biodiversity loss. Yet while 76 million hectares of primary tropical forest have been lost since 2000, two thirds of tropical forests remain. What factors have been most important for protecting these forests? Unlike policies, which often have clearly defined spatial and temporal boundaries, the roles played by dynamic underlying political and economic structures, and their interactions with policies and emergent factors, can be challenging to identify. Expert knowledge can bridge this gap by revealing the full range of factors needed to achieve forest protection. Here, we conducted a Delphi study with 36 experts, focusing on the Brazilian Amazon and Indonesia. Our results highlight the importance of political will, civil society advocacy, and intergovernmental diplomacy, and shifts in the importance of different factors over time. These findings illuminate the interactions between international and national structures and policies in generating the conditions for forest protection.
