Political Violence and Trauma in Argentina
For decades, Argentina's population was subject to human rights violations ranging from the merely disruptive to the abominable. Violence pervaded Argentine social and cultural life in the repression of protest crowds, a ruthless counterinsurgency campaign, massive numbers of abductions, instances of torture, and innumerable assassinations. Despite continued repression, thousands of parents searched for their disappeared children, staging street protests that eventually marshaled international support. Challenging the notion that violence simply breeds more violence, Antonius C. G. M. Robben's provocative study argues that in Argentina violence led to trauma, and that trauma bred more violence. In this work of superior scholarship, Robben analyzes the historical dynamic through which Argentina became entangled in a web of violence spun out of repeated traumatization of political adversaries. This violence-trauma-violence cycle culminated in a cultural war that \"disappeared\" more than ten thousand people and caused millions to live in fear.Political Violence and Trauma in Argentinademonstrates through a groundbreaking multilevel analysis the process by which different historical strands of violence coalesced during the 1970s into an all-out military assault on Argentine society and culture. Combining history and anthropology, this compelling book rests on thorough archival research; participant observation of mass demonstrations, exhumations, and reburials; gripping interviews with military officers, guerrilla commanders, human rights leaders, and former disappeared captives. Robben's penetrating analysis of the trauma of Argentine society is of great importance for our understanding of other societies undergoing similar crimes against humanity.
Assembling agroecological socio-natures: a political ecology analysis of urban and peri-urban agriculture in Rosario, Argentina
Rosario, Argentina, a city of more than one million people strategically located on the Paraná River in the heart of a fertile agricultural region, is home to a significant industrial corridor where ongoing urbanization for industry, including that associated with the port complex and agroexport industries, vies for real estate space with peri-urban and urban farming production. The city is also the site of thriving municipal programs seeking to change food production and consumption outcomes through urban and peri-urban agriculture projects rooted in agroecology. This paper identifies the socio-natures critical for the formation and endurance of these agroecology assemblages. Based on interviews with 30 stakeholders in government, civil society, and agricultural production, we describe the integrated approach to environmental, social, and economic sustainability embedded in Rosario’s institutional agroecology programs. In particular, we discuss the actors and strategies (which seek to preserve land for agricultural uses), discursive renderings of socio-natures (as valuable biodiverse territories and productive diverse bodies), and the marketing of agroecological materialities (through production for public markets) that form and are formed by these assemblages. We also discuss the power dynamics embedded in sustaining urban and peri-urban agroecological projects through institutional means. This research contributes to literature on agroecology, urban agriculture, and the urban metabolism through providing empirical examples of socio-natural entanglements in urban agroecological assemblages.
Between Regulation and Practice: Situated Pesticide Governance in Argentina
Since the 1990s, agribusiness expansion in Argentina involved the exponential growth of pesticide use throughout the country. Pesticide exposure has become a widespread problem in rural areas and farming towns, but protests and conflicts about this issue are the exception rather than the norm. Why? Based on archival work, interviews, and ethnographic observations, in this paper, we scrutinize pesticide governance at the subnational scale to elucidate this puzzle, focusing on a) informal arrangements (face-to-face negotiations between pesticide users and people affected by them), b) juridical conflicts (lawsuits against farmers over exposure of people and crops to herbicides), and c) regulatory challenges (when rural populations and environmentalists push for local ordinances to curb pesticide exposure). We find that local cultural codes encourage informal agreements and that social inequalities prevent conflicts from arising in the public sphere. The interventions of social movements and civil society organizations (or lack thereof) and the mobilization of expertise also shape pesticide governance. Our analysis highlights that pesticide governance is context-dependent or situated, and informed by subtle but significant power asymmetries.
A multi-model approach to explore sustainable food and land use pathways for Argentina
In Argentina, current food and land-use systems are drivers of greenhouse gas emissions, biodiversity loss, nutrient outflows, chemical pollution and water stress, while they fail to produce sustainable livelihoods for farmers and herders. Argentina must transition toward more sustainable food and land-use systems to achieve the sustainable development goals (SDGs) and the objectives of the Paris Agreement. Here, we present mid-century food and land-use system pathways to achieve biodiversity, freshwater use, food production and greenhouse gas emission targets, co-developed with the government, research and civil society stakeholders. We used a multi-model approach, integrating outputs from a food system and land-use accounting tool (FABLE calculator), a land-use allocation model (Dinamica EGO) and a spatially explicit conservation prioritization approach (NatureMap) to construct a carbon neutral, actionable food system and land-use scenario that could also lead to the achievement of biodiversity, freshwater use, food production and carbon storage targets by 2050. Such integrated approaches are rare, despite their high value for helping cross-sectoral experts and policymakers cut through complexity to find pathways to achieve multiple sustainability objectives in tandem. This paper presents a nationally designed transferable methodology to: (1) construct a carbon neutral pathway toward 2050, (2) create spatially explicit land-use projections, (3) detect and assess trade-offs between sustainability goals, (4) modify this pathway to foster co-benefits and (5) work toward concurrent attainment of multiple SDGs. Preliminary results suggest Argentina is well suited to meet multiple SDGs, provided businesses, civil society and government agree to several key commitments, including completely halting deforestation, promoting afforestation and reforestation, and increasing agricultural productivity to spare natural lands.
How can advocates leverage power to advance comprehensive regulation on ultra-processed foods? learning from advocate experience in Argentina
Background The use of corporate power to undermine public health policy processes is increasingly well understood; however, relatively little scholarship examines how advocates can leverage power to promote the successful adoption of public health policies. The objective of this paper is to explore how advocates leveraged three forms of power – structural, instrumental and discursive – to promote the passage of the Promotion of Healthy Eating Law (Ley 27,642) in Argentina, one of the most comprehensive policies to introduce mandatory front-of-package (FOP) warning labels and regulate the marketing and sales of ultra-processed foods (UPFs) adopted to date. Methods We conducted seventeen semi-structured interviews with advocates from different sectors, including civil society, international agencies, and government. Both data collection and analysis were guided by Milsom’s conceptual framework for analyzing power in public health policymaking, and the data was analyzed using hybrid deductive and inductive thematic analysis. Results Advocates harnessed structural power through the leveraging of revolving doors, informal alliances, and formal coalitions, enabling them to convene discussion spaces with decision-makers, make strategic use of limited resources, and cultivate the diverse expertise (e.g., research, nutrition science, advocacy, law, political science, activism and communications) needed to support the law through different phases of the policy process. Advocates wielded instrumental power by amassing an armada of localized evidence to promote robust policy design, building technical literacy amongst themselves and decision-makers, and exposing conflicts of interest to harness public pressure. Advocates exercised discursive power by adopting a rights-based discourse, including of children and adolescents and of consumers to transparent information, which enabled advocates to foster a favorable perception of the law amongst both decision-makers and the public. Key contextual enablers include a political window of opportunity, the COVID-19 pandemic, and the ability to learn from the regional precedent of similar policies. Conclusions Public health policymaking, particularly when encroaching upon corporate interests, is characterized by stark imbalances of power that hinder policy decisions. The strategies identified in the case of Argentina provide important insights as to how advocates might harness and exercise structural, instrumental, and discursive power to counter corporate influence and promote the successful adoption of comprehensive UPF regulation.
Lost in Corporate Translation: How Firms Mediate Between Social Mobilization and Regulatory Intervention in the Extractive Sector
Firms should be considered as actors that potentially mediate between social movement pressures and policy outcomes. This article shows that at the mining project level, social mobilization can generate important changes in corporate practices toward nearby communities, and that these practices can undermine the cohesion of social movement coalitions advocating for regulatory intervention or reform, thus limiting their ability to make compelling claims on the state. In this way, company interpretations of and responses to protest are an important mediating process that conditions civil society efforts to activate state institutions in their favor. This argument extends recent work on the social foundations of regulation in Latin America by including corporate actors. The article is based on a comparative case study of the Pascua Lama/Veladero mining projects in both Argentina and Chile, using both secondary sources and primary field research.
Barriers and Facilitators for the Implementation and Evaluation of Community-Based Interventions to Promote Physical Activity and Healthy Diet: A Mixed Methods Study in Argentina
Background: Obesogenic environments promote sedentary behavior and high dietary energy intake. The objective of the study was to identify barriers and facilitators to the implementation and impact evaluation of projects oriented to promote physical activity and healthy diet at community level. We analyzed experiences of the projects implemented within the Healthy Municipalities and Communities Program (HMCP) in Argentina. Methods: A mixed methods approach included (1) in-depth semi-structured interviews, with 44 stakeholders; and (2) electronic survey completed by 206 individuals from 96 municipalities across the country. Results: The most important barriers included the lack of: adequate funding (43%); skilled personnel (42%); equipment and material resources (31%); technical support for data management and analysis (20%); training on project designs (12%); political support from local authorities (17%) and acceptance of the proposed intervention by the local community (9%). Facilitators included motivated local leaders, inter-sectorial participation and seizing local resources. Project evaluation was mostly based on process rather than outcome indicators. Conclusions: This study contributes to a better understanding of the difficulties in the implementation of community-based intervention projects. Findings may guide stakeholders on how to facilitate local initiatives. There is a need to improve project evaluation strategies by incorporating process, outcome and context specific indicators.
Business Politics and the State in Twentieth-Century Latin America
This is the first systematically comparative and historical analysis of the incorporation of business into politics in Latin America, examining business organizing and political activity over the last century in five of the largest, most developed countries of the region. Why did business end up better organized in Chile, Colombia, and Mexico than in Argentina and Brazil? The explanation for the surprising cross-national variations lays neither in economic characteristics of business nor broader political parameters, but in the cumulative effect of actions of state actors. The book also considers the consequences of these differences in organization and finds that stronger encompassing associations offer government officials opportunities for concerted policy making with business that can enhance policy implementation. The strong hand of the state in organizing business has important implications not only for theories of collective action, but also for our understanding of civil society and its potential to promote democratization.
Legalising Abortion in Argentina: Social Movements and Multi-Party Coalitions
On 30 December 2020, the Argentine Senate legalised abortion on demand until 14 weeks of pregnancy. How was this legal change possible in a region characterised by strong restrictions on reproductive rights? Based on in-depth interviews and participant observation, this article shows how the emergence of a strong social movement around abortion reform was able to shift the negative perceptions associated with this medical practice and build a multi-party coalition to advance the legalisation of abortion in Congress. The secularism espoused by all political parties across the ideological spectrum allowed for the presence of feminist politicians within them, most of whom would become key interlocutors of the movement jointly working towards legalisation. A supportive executive, while helpful, could not ensure the passage of legal abortion alone, making the creation of a multi-party coalition a requirement for success.
