Reassuring the Reluctant Warriors

Why did American leaders work hard to secure multilateral approval from the United Nations or NATO for military interventions in Haiti, Bosnia, and Kosovo, while making only limited efforts to gain such approval for the 2003 Iraq War? InReassuring the Reluctant Warriors, Stefano Recchia draws on declassified documents and about one hundred interviews with civilian and military leaders to illuminate little-known aspects of U.S. decision making in the run-up to those interventions. American leaders, he argues, seek UN or NATO approval to facilitate sustained military and financial burden sharing and ensure domestic support. However, the most assertive, hawkish, and influential civilian leaders in Washington tend to downplay the costs of intervention, and when confronted with hesitant international partners they often want to bypass multilateral bodies. In these circumstances, America's senior generals and admirals-as reluctant warriors who worry about Vietnam-style quagmires-can play an important restraining role, steering U.S. policy toward multilateralism.
Senior military officers are well placed to debunk the civilian interventionists' optimistic assumptions regarding the costs of war, thereby undermining broader governmental support for intervention. Recchia demonstrates that when the military expresses strong concerns about the stabilization burden, even hawkish civilian leaders can be expected to work hard to secure multilateral support through the UN or NATO-if only to reassure the reluctant warriors about long-term burden sharing. By contrast, when the military stays silent, as it did in the run-up to the 2003 Iraq War, the most hawkish civilians are empowered; consequently, the United States is more likely to bypass multilateral bodies and may end up shouldering a heavy stabilization burden largely by itself. Recchia's argument that the military has the ability to contribute not only to a more prudent but also to a more multilateralist U.S. intervention policy may be counterintuitive, but the evidence is compelling.

Recent years have seen a growing role for private military contractors in national and international security. To understand the reasons for this, Elke Krahmann examines changing models of the state, the citizen and the soldier in the UK, the US and Germany. She focuses on both the national differences with regard to the outsourcing of military services to private companies and their specific consequences for the democratic control over the legitimate use of armed force. Tracing developments and debates from the late eighteenth century to the present, she explains the transition from the centralized warfare state of the Cold War era to the privatized and fragmented security governance, and the different national attitudes to the privatization of force.

America's debate over whether and how to invade Iraq clustered into civilian versus military camps. Top military officials appeared reluctant to use force, the most hawkish voices in government were civilians who had not served in uniform, and everyone was worried that the American public would not tolerate casualties in war. This book shows that this civilian-military argument--which has characterized earlier debates over Bosnia, Somalia, and Kosovo--is typical, not exceptional. Indeed, the underlying pattern has shaped U.S. foreign policy at least since 1816. The new afterword by Peter Feaver and Christopher Gelpi traces these themes through the first two years of the current Iraq war, showing how civil-military debates and concerns about sensitivity to casualties continue to shape American foreign policy in profound ways.
Arms and the University

Alienation between the U.S. military and society has grown in recent decades. Such alienation is unhealthy, as it threatens both sufficient civilian control of the military and the long-standing ideal of the 'citizen soldier'. Nowhere is this issue more predominant than at many major universities, which began turning their backs on the military during the chaotic years of the Vietnam War. Arms and the University probes various dimensions of this alienation, as well as recent efforts to restore a closer relationship between the military and the university. Through theoretical and empirical analysis, Donald Alexander Downs and Ilia Murtazashvili show how a military presence on campus in the form of ROTC (including a case study of ROTC's return to Columbia and Harvard universities), military history and national security studies can enhance the civic and liberal education of non-military students, and in the process help to bridge the civil-military gap.

This study aims to analyze the effects of democratic transition on alliance commitment, focusing on political leaders’ types and civil–military relations. This work expects to find that democratizers are more likely to be faithful to their existing alliance partner when their political leaders are old elites who are reluctant to initiate drastic domestic reforms and when their political leaders try to reduce military’s influence on domestic affairs. By tracing the process of three US allies’ participation (or nonparticipation) in the US-led multinational coalition against Iraq during the Persian Gulf War period, this study explores whether and how the domestic conditions affect alliance policies. The case studies on South Korea, Turkey, and the Philippines provide some support for the nexus approach which links domestic circumstances to foreign conditions.

The topic of civil-military relations has high significance for academics, for policy makers, for military commanders, and for serious students of public policy in democratic and other societies. The post-Cold War and post-9-11 worlds have thrown up traditional as well as new challenges to the effective management of armed forces and defense establishments. Further, the present century has seen a rising arc in the use of armed violence on the part of non-state actors, including terrorists, to considerable political effect. Civil-military relations in the United States, and their implications for US and allied security policies, is the focus of most discussions in this volume, but other contributions emphasize the comparative and cross-national dimensions of the relationship between the use or threat of force and public policy. Authors contributing to this study examine a wide range of issues, including: the contrast between theory and practice in civil-military relations; the role perceptions of military professionals across generations; the character of civil-military relations in authoritarian or other democratically-challenged political systems; the usefulness of business models in military management; the attributes of civil-military relations during unconventional conflicts; the experience of the all-volunteer force and its meaning for US civil-military relations; and other topics. Contributors include civilian academic and policy analysts as well as military officers with considerable academic expertise and experience with the subject matter at hand.
Civilian Monitoring of U.S. Military Operations in the Information Age

Recent research on U.S. civil-military relations has applied principal-agent logic to analyze the post–cold war friction between civilian authorities and top military commanders. This article proposes a greater emphasis on bargaining to focus on the effects of new monitoring technologies available to the civilian principal in the information age. As monitoring capabilities increase and military agents perceive their autonomy disappearing, tacit bargaining over the president’s level of resource commitment to a crisis should become more prevalent. This idea receives support from a comparison across case studies of the limited use of force taken from different technological eras. A new style of civilmilitary bargaining presents both challenges and opportunities to the traditional conception of military professionalism.
