Examining the concept from a historical perspective, Davide Rodogno explores the understudied cases of European interventions and noninterventions in the Ottoman Empire and brings a new view to this international practice for the contemporary era.
Colonialists, Fascists, and Gender in Interwar France
This article argues that the Union Nationale des Anciens Combattants Coloniaux (UNACC) was the premier organization in a broader colonialist movement. Colonialists sought to transpose the racialized and patriarchal hierarchies that drove colonial conquest to the metropole for authoritarian and fascist purposes. The first case study of the UNACC, this article traces its creation, ideology, and activities in order to show that the group appropriated the Republican label for its own anti-democratic agenda. UNACC newspapers reveal that colonialists believed that they had a mission to civilize the metropolitan Republic by destroying anti-French forces of disorder, which included leftists, pacifists, immigrants, and feminists. To do so, the UNACC crafted a colonialist identity and organized white colonial veterans into a political force.
Taming Cannibals
InTaming Cannibals, Patrick Brantlinger unravels contradictions embedded in the racist and imperialist ideology of the British Empire. For many Victorians, the idea of taming cannibals or civilizing savages was oxymoronic: civilization was a goal that the nonwhite peoples of the world could not attain or, at best, could only approximate, yet the \"civilizing mission\" was viewed as the ultimate justification for imperialism. Similarly, the supposedly unshakeable certainty of Anglo-Saxon racial superiority was routinely undercut by widespread fears about racial degeneration through contact with \"lesser\" races or concerns that Anglo-Saxons might be superseded by something superior-an even \"fitter\" or \"higher\" race or species. Democratic imperialism and Risorgimento colonialism: European legionnaires on the Argentine Pampa in the 1850s
In the wake of the Revolutions of 1848 in Europe, democratic nationalism promoted the liberation of oppressed peoples from the shackles of absolutist empires and prophesied the emergence of a cosmopolitan brotherhood of nation states. From a global perspective, however, this political culture could be imperial. The governors of State of Buenos Aires modelled plans for the White colonization of the pampas on French Algeria. They sent a Military-Agricultural Legion to the enclave of Bahía Blanca, near the Patagonian frontier, to participate in the war against the Indians. Launched as the successor to Garibaldi’s Italian Legion of Montevideo, its leaders promised to bring civilization to savage lands in the spirit of Columbus and in the name of the Risorgimento. This case study offers a window into the cross-pollination of ideas concerning conquest and colonization between Latin America and Europe. Expansion and secession, empire and nation, mestizaje and racial hierarchies, cosmopolitanism and adventurism, all coexisted within an entangled republican universe.

Local Histories/Global Designsis an extended argument about the \"coloniality\" of power by one of the most innovative Latin American and Latino scholars. In a shrinking world where sharp dichotomies, such as East/West and developing/developed, blur and shift, Walter Mignolo points to the inadequacy of current practices in the social sciences and area studies. He explores the crucial notion of \"colonial difference\" in the study of the modern colonial world and traces the emergence of an epistemic shift, which he calls \"border thinking.\" Further, he expands the horizons of those debates already under way in postcolonial studies of Asia and Africa by dwelling in the genealogy of thoughts of South/Central America, the Caribbean, and Latino/as in the United States. His concept of \"border gnosis,\" or sensing and knowing by dwelling in imperial/colonial borderlands, counters the tendency of occidentalist perspectives to manage, and thus limit, understanding. Beyond ‘Black Turks’ and ‘White Turks’ – The Turkish Elites’ Ongoing Mission to Civilize a Colourful Society
This article undertakes a conceptual enquiry into the history of the Ottoman/Turkish concept of civilization. It shows how the concept of civilization became one of the key elements of political and intellectual thought in the late Ottoman Empire and the Turkish Republic. Beginning with the adaption of the idea of civilization in the nineteenth century, the desire to be recognized as civilized has moulded the thinking of Ottoman and Turkish elites regardless of their political orientation. From the early Ottoman modernizers to the present-day AKP government the pursuit of (Turkish for ‘civilization’) has united radical reformers and religious conservatives. The article analyses how these succeeding imperial and republican elites understood the concept of civilization, how they transformed it into a specific Ottoman and Turkish civilizing mission, and how they approached those groups of the population who were regarded as ‘backward’ and ‘uncivilized’. Thereby has maintained its dominance until today, making ‘civilization’ the most influential ideological concept of modern Turkish history besides the idea of the nation.
Placement agencies for care-domestic labour: Everyday mediation, regimes of punishment, civilizing missions, and training in globalized India
Survey data on Indian labour points to a rapid expansion of the care-domestic economy, currently the main employment avenue for urban women. Hitherto, studies on domestic service portray the unequal class structures of master–servant relationships and the escalating phenomenon of live-out and part-time hired help. This article shifts the focus to under-researched, yet increasingly visible, placement agencies, which regulate care-domestic markets and provide diverse services, from specialized ‘patient care’ to the training of subaltern communities. The article discusses how these service providers denote prominent shifts in skill sets, intra-household care arrangements, forms of medical assistance, and new (and old) mechanisms of authority. The ethnography expands our knowledge of everyday mediations around hiring and training between agencies, employers, and care-domestic workers in New Delhi. The article puts forward innovative conceptualizations of service provider approaches through juxtaposing the informal practices of local (or Indian) agencies with formalized and ‘civilizing’ agendas developed by Euro-American intermediaries. The formal–informal dichotomized framework of service provider relationships adds to critical scholarship that contrived dualisms which need historical scaffolding and nuanced engagement. I argue that, while informal and formal approaches appear markedly different for the care-domestic economy, they also overlap. Significantly, both approaches are unjustly weighted against the workers who lack the potential to democratize labour relations. Local agencies reinforce exploitative care-domestic relationships, while Euro-American intermediaries, who espouse modern values, formalization, and civilizing experiments, promulgate punitive regimes and stigmatized futures for their Indian subjects.
Faith in Empire
Faith in Empire is an innovative exploration of French colonial rule in West Africa, conducted through the prism of religion and religious policy. Elizabeth Foster examines the relationships among French Catholic missionaries, colonial administrators, and Muslim, animist, and Christian Africans in colonial Senegal between 1880 and 1940. In doing so she illuminates the nature of the relationship between the French Third Republic and its colonies, reveals competing French visions of how to approach Africans, and demonstrates how disparate groups of French and African actors, many of whom were unconnected with the colonial state, shaped French colonial rule. Among other topics, the book provides historical perspective on current French controversies over the place of Islam in the Fifth Republic by exploring how Third Republic officials wrestled with whether to apply the legal separation of church and state to West African Muslims.
The Civilizing Mission in the Metropole
France, which has the largest Muslim minority community in Europe, has been in the news in recent years because of perceptions that Muslims have not integrated into French society. The Civilizing Mission in the Metropole explores the roots of these debates through an examination of the history of social welfare programs for Algerian migrants from the end of World War II until Algeria gained independence in 1962. After its colonization in 1830, Algeria fought a bloody war of decolonization against France, as France desperately fought to maintain control over its most prized imperial possession. In the midst of this violence, some 350,000 Algerians settled in France. This study examines the complex and often-contradictory goals of a welfare network that sought to provide services and monitor Algerian migrants' activities. Lyons particularly highlights family settlement and the central place Algerian women held in French efforts to transform the settled community. Lyons questions myths about Algerian immigration history and exposes numerous paradoxes surrounding the fraught relationship between France and Algeria—many of which echo in French debates about Muslims today.
