Climate action planning : a guide to creating low-carbon, resilient communities

How to confront climate denial : literacy, social studies, and climate change

Climate action upsurge : the ethnography of climate movement politics
In the late 2000s, climate action became a defining feature of the international political agenda. Evidence of global warming and accelerating greenhouse gas emissions created a new sense of urgency and, despite consensus on the need for action, the growing failure of international climate policy engendered new political space for social movements. By 2007 a 'climate justice' movement was surfacing and developing a strong critique of existing official climate policies and engaging in new forms of direct action to assert the need for reduced extraction and burning of fossil fuels. Climate Action Upsurge offers an insight into this important period in climate movement politics, drawing on the perspectives of activists who were directly engaged in the mobilisation process. Through the interpretation of these perspectives, the book illustrates important lessons for the climate movement today. In developing its examination of the climate action upsurge, the book focuses on individual activists involved in direct action 'Climate Camps' in Australia, while drawing comparisons and highlighting links with climate campaigns in other locales. URBAN DEVELOPMENT TOOLKIT FOR CLIMATE CHANGE: CRITICAL REVIEW OF STATE INTERVENTION IN PRAXIS
This paper aims to review the various forms of state intervention in urban planning, and its purpose is to reconsider guidelines for solving problems in cities, caused by climate change.After World War II, urban planning was guided by centralized state management, in the scope of progress and social justice. State intervention was recognized as an instrument for creating new models of the city spatial organization. However, because of the new market conditions arising, the policies about Urban Development came in the focus again, in order to control global influences, mainly climate change (the costs of construction, environmental pollution and hazards). It is therefore necessary to return again to the public intervention in urban planning. This will not be easy, because it has to be consistent with democratic freedoms; some of them should be strengthened, and some limited to ameliorate the effects of climate change.In conclusion, the set of general guidelines is expected, in order to translate the policy measures for climate change mitigation, into the instruments urban development is controlled by. Therefore, the changes in defining of building codes are expected, as well as the standards for energy conservation and land-use control (zoning, taxes and urban regulations, etc.).
Ranking local climate policy: assessing the mitigation and adaptation activities of 104 German cities
Climate mitigation and climate adaptation are crucial tasks for urban areas and can involve synergies as well as trade-offs. However, few studies have examined how mitigation and adaptation efforts relate to each other in a large number of differently sized cities, and therefore we know little about whether forerunners in mitigation are also leading in adaptation or if cities tend to focus on just one policy field. This article develops an internationally applicable approach to rank cities on climate policy that incorporates multiple indicators related to (1) local commitments on mitigation and adaptation, (2) urban mitigation and adaptation plans and (3) climate adaptation and mitigation ambitions. We apply this method to rank 104 differently sized German cities and identify six clusters: climate policy leaders, climate adaptation leaders, climate mitigation leaders, climate policy followers, climate policy latecomers and climate policy laggards. The article seeks explanations for particular cities’ positions and shows that coping with climate change in a balanced way on a high level depends on structural factors, in particular city size, the pathways of local climate policies since the 1990s and funding programmes for both climate mitigation and adaptation.
Adaptation to Climate Change
The impacts of climate change are already being felt. Learning how to live with these impacts is a priority for human development. In this context, it is too easy to see adaptation as a narrowly defensive task – protecting core assets or functions from the risks of climate change. A more profound engagement, which sees climate change risks as a product and driver of social as well as natural systems, and their interaction, is called for. Adaptation to Climate Change argues that, without care, adaptive actions can deny the deeper political and cultural roots that call for significant change in social and political relations if human vulnerability to climate change associated risk is to be reduced. This book presents a framework for making sense of the range of choices facing humanity, structured around resilience (stability), transition (incremental social change and the exercising of existing rights) and transformation (new rights claims and changes in political regimes). The resilience-transition-transformation framework is supported by three detailed case study chapters. These also illustrate the diversity of contexts where adaption is unfolding, from organizations to urban governance and the national polity. This text is the first comprehensive analysis of the social dimensions to climate change adaptation. Natural climate solutions
Better stewardship of land is needed to achieve the Paris Climate Agreement goal of holding warming to below 2 °C; however, confusion persists about the specific set of land stewardship options available and their mitigation potential. To address this, we identify and quantify “natural climate solutions” (NCS): 20 conservation, restoration, and improved land management actions that increase carbon storage and/or avoid greenhouse gas emissions across global forests, wetlands, grasslands, and agricultural lands. We find that the maximum potential of NCS—when constrained by food security, fiber security, and biodiversity conservation—is 23.8 petagrams of CO₂ equivalent (PgCO₂e)y−1 (95% CI 20.3–37.4). This is ≥30% higher than prior estimates, which did not include the full range of options and safeguards considered here. About half of this maximum (11.3 PgCO₂e y−1) represents cost-effective climate mitigation, assuming the social cost of CO₂ pollution is ≥100 USD MgCO₂e−1 by 2030. Natural climate solutions can provide 37% of cost-effective CO₂ mitigation needed through 2030 for a >66% chance of holding warming to below 2 °C. One-third of this cost-effective NCS mitigation can be delivered at or below 10 USD MgCO₂−1. Most NCS actions—if effectively implemented—also offer water filtration, flood buffering, soil health, biodiversity habitat, and enhanced climate resilience. Work remains to better constrain uncertainty of NCS mitigation estimates. Nevertheless, existing knowledge reported here provides a robust basis for immediate global action to improve ecosystem stewardship as a major solution to climate change.
