Adapting to climate change is not a new phenomenon for the Arab world. For thousands of years, the people in Arab countries have coped with the challenges of climate variability by adapting their survival strategies to changes in rainfall and temperature. Their experience has contributed significantly to the global knowledge on climate change and adaptation. But over the next century global climatic variability is predicted to increase, and Arab countries may well experience unprecedented extremes in climate. Temperatures may reach new highs, and in most places there may be a risk of less rainfall. Under these circumstances, Arab countries and their citizens will once again need to draw on their long experience of adapting to the environment to address the new challenges posed by climate change. This report prepared through a consultative process with Government and other stakeholders in the Arab world assesses the potential effects of climate change on the Arab region and outlines possible approaches and measures to prepare for its consequences. It offers ideas and suggestions for Arab policy makers as to what mitigating actions may be needed in rural and urban settings to safeguard key areas such as health, water, agriculture, and tourism. The report also analyzes the differing impacts of climate change, with special attention paid to gender, as a means of tailoring strategies to address specific vulnerabilities. The socioeconomic impact of climate change will likely vary from country to country, reflecting a country's coping capacity and its level of development. Countries that are wealthier and more economically diverse are generally expected to be more resilient. The report suggests that countries and households will need to diversify their production and income generation, integrate adaptation into all policy making and activities, and ensure a sustained national commitment to address the social, economic, and environmental consequences of climate variability. With these coordinated efforts, the Arab world can, as it has for centuries, successfully adapt and adjust to the challenges of a changing climate.

Climate change, disaster risk, and the urban poor : cities building resilience for a changing world

Poor people living in slums are at particularly high risk from the impacts of climate change and natural hazards. They live on the most vulnerable land within cities, typically areas deemed undesirable by others and thus affordable. This study analyzes the key challenges facing the urban poor, given the risks associated with climate change and disasters, particularly with regard to the delivery of basic services, and identifies strategies and financing opportunities for addressing these risks. The main audience for this study includes mayors and other city managers, national governments, donors, and practitioners in the fields of climate change, disaster-risk management, and urban development. The work is part of a broader program under the Mayor's task force on climate change, disaster risk and the urban poor. The study is organized in four chapters covering: 1) a broad look at climate change and disaster risk in cities of the developing world, with particular implications for the urban poor; 2) analysis of the vulnerability of the urban poor; 3) discussion of recommended approaches for building resilience for the urban poor; and 4) review of the financing opportunities for covering investments in basic services and other needs associated with climate and disaster risk.

The era of eco-crises signified by the Anthropocene trope is marked by rapidly intensifying levels of complexity and unevenness, which collectively present unique regulatory challenges to environmental law and governance. This volume sets out to address the currently under-theorised legal and consequent governance challenges presented by the emergence of the Anthropocene as a possible new geological epoch. While the epoch has yet to be formally confirmed, the trope and discourse of the Anthropocene undoubtedly already confront law and governance scholars with a unique challenge concerning the need to question, and ultimately re-imagine, environmental law and governance interventions in the light of a new socio-ecological situation, the signs of which are increasingly apparent and urgent. This volume does not aspire to offer a univocal response to Anthropocene exigencies and phenomena. Any such attempt is, in any case, unlikely to do justice to the multiple implications and characteristics of Anthropocene forebodings. What it does is to invite an unrivalled group of leading law and governance scholars to reflect upon the Anthropocene and the implications of its discursive formation in an attempt to trace some initial, often radical, future-facing and imaginative implications for environmental law and governance.
