Potential consequences of discard reform for seabird communities

1. Upcoming reform of the European Union (EU) Common Fisheries Policy will be the biggest change in European fisheries management for a generation. A central plank of this reform is a proposed ban on discards, to aid the creation of economically and environmentally sustainable fisheries. This, together with a global trend for declining discards, may have unforeseen knock-on consequences for the large number of scavenging seabirds that consume this plentiful subsidy. 2. Discards have shaped many aspects of seabird foraging, distribution and population dynamics. Here, we review these effects and consider the potential for both negative and positive impacts of discard reforms for seabirds, with particular focus on the EU, and propose recommendations for ongoing research and conservation. 3. EU seabird scavengers are dominated by a relatively small number of large generalist taxa. Many of these occur at globally significant numbers within the EU, but may be able to buffer a decline in discards by switching to feed on alternative foods. 4. A discard ban may have negative consequences by creating a food shortage for scavenging birds. Some species may offset this by feeding more on other birds, with potentially negative population-level impacts, or by moving into novel environments. 5. Benefits of a discard ban may be a reduction in seabird bycatch in fishing gears, as well as a reduction in populations of large generalist species that currently dominate some seabird communities. 6. Synthesis and applications. Reform of the Common Fisheries Policy and global discard declines are essential components towards creating sustainable fisheries, but may have both detrimental and beneficial effects on seabird communities. The nature of these impacts is still poorly understood, highlighting the need for detailed long-term seabird monitoring, as well as building resilience into populations through policy measures that incorporate remedial action on major seabird conservation priorities. Research should focus on understanding how seabird foraging, in terms of functional responses and searching behaviour, is influenced by both changing discards and natural fish prey availability, and how they impact upon fitness. It is also essential to link individual-level responses with population-, community- and ecosystemlevel change. Understanding these links is fundamental to ongoing seabird management and conservation, and an ecosystem-based approach to fisheries management.

The European Parliament and the Layered Politicization of the External Dimension of the Common Fisheries Policy

When the Lisbon Treaty entered into effect, the European Parliament became a core player in the decision-making processes of the EU’s Common Fisheries Policy (CFP) and its external dimensions. This new role suggested a shift towards stronger politicization in what had previously been a rather technocratic policy field. However, the CFP is not yet marked by a clear and consistent level of politicization. I use the concept of ‘layered politicization’ to explain this pattern. Although it is not comparable to the degree of political controversy shaping fully politicized policy fields, some similar political dynamics can be observed. Among them is a transformation in the policy process due to higher ratification requirements; a higher likelihood of political deadlock resulting from an increasing number of veto-players; and a strengthening of the contested legitimacy of EU decision-making. An empirical test of these theoretical propositions is provided here in the form of two case studies; the negotiation of Fisheries Partnership Agreements with Morocco and Mauritania.

Navigating transformations in governance of Chilean marine coastal resources

Marine ecosystems are in decline. New transformational changes in governance are urgently required to cope with overfishing, pollution, global changes, and other drivers of degradation. Here we explore social, political, and ecological aspects of a transformation in governance of Chile's coastal marine resources, from 1980 to today. Critical elements in the initial preparatory phase of the transformation were (i) recognition of the depletion of resource stocks, (ii) scientific knowledge on the ecology and resilience of targeted species and their role in ecosystem dynamics, and (iii) demonstration-scale experimental trials, building on smaller-scale scientific experiments, which identified new management pathways. The trials improved cooperation among scientists and fishers, integrating knowledge and establishing trust. Political turbulence and resource stock collapse provided a window of opportunity that triggered the transformation, supported by new enabling legislation. Essential elements to navigate this transformation were the ability to network knowledge from the local level to influence the decision-making processes at the national level, and a preexisting social network of fishers that provided political leverage through a national confederation of artisanal fishing collectives. The resultant governance scheme includes a revolutionary national system of marine tenure that allocates user rights and responsibilities to fisher collectives. Although fine tuning is necessary to build resilience of this new regime, this transformation has improved the sustainability of the interconnected social—ecological system. Our analysis of how this transformation unfolded provides insights into how the Chilean system could be further developed and identifies generalized pathways for improved governance of marine resources around the world.

Further chapters consider the Mediterranean Sea, aquaculture and the reforms of the CFP. A concluding chapter looks at what's next for the CFP.
The Common Fisheries Policy is an essential reference for all fisheries managers and fisheries scientists throughout the world, and provides a huge wealth of important information for fish biologists, conservation biologists, marine biologists, environmental scientists and ecologists in academia, governmental and non-governmental organizations and commercial operations. Libraries in all universities and research establishments where fisheries and/or biological sciences are studied and taught should have copies on their shelves.
The Dynamic Efficiency Costs of Common-Pool Resource Exploitation

We conduct the first empirical investigation of common-pool resource users' dynamic and strategic behavior at the micro level using real-world data. Fishermen's strategies in a fully dynamic game account for latent resource dynamics and other players' actions, revealing the profit structure of the fishery. We compare the fishermen's actual and socially optimal exploitation paths under a time-specific vessel allocation policy and find a sizable dynamic externality. Individual fishermen respond to other users by exerting effort above the optimal level early in the season. Congestion is costly instantaneously but is beneficial in the long run because it partially offsets dynamic inefficiencies.

Resilience and Recovery of Overexploited Marine Populations

Recovery of overexploited marine populations has been slow, and most remain below target biomass levels. A key question is whether this is due to insufficient reductions in harvest rates or the erosion of population resilience. Using a global meta-analysis of overfished stocks, we find that resilience of those stocks subjected to moderate levels of overfishing is enhanced, not compromised, offering the possibility of swift recovery. However, prolonged intense overexploitation, especially for collapsed stocks, not only delays rebuilding but also substantially increases the uncertainty in recovery times, despite predictable influences of fishing and life history. Timely and decisive reductions in harvest rates could mitigate this uncertainty. Instead, current harvest and low biomass levels render recovery improbable for the majority of the world's depleted stocks.

Combining the IAD and SES frameworks

Elinor Ostrom’s IAD (Institutional Analysis and Development) and SES (Social-Ecological Systems) frameworks are widely used by social scientists and policy analysts, but many applications fail to take full advantage of the potential utility of either framework. The IAD framework lacks detail regarding the specific variables that influence social interactions and neglects questions of asymmetric power and collective evaluation. The SES framework, meanwhile, supports detailed variable-oriented analyses of social-ecological systems, but rarely addresses the dynamic processes that lie at the heart of the IAD framework. We outline a Combined IAD-SES (CIS) Framework that remedies these problems by combining them in a format suited both to social-ecological systems and other policy settings. Institutional analysts using this combined framework should start their analysis by identifying a set of focal action situations, learning how the relevant collective and constitutional choice arenas shaped their structures, and then thinking deeply about the processes through which those conditions have been (or might be) changed. We demonstrate the potential utility of CIS by applying it to previous research on Maine’s lobster fishery.

Fish Traders as Key Actors in Fisheries: Gender and Adaptive Management

This paper fills an important gap towards adaptive management of small-scale fisheries by analyzing the gender dimension of fish trade in Zanzibar, Tanzania. We hypothesize that gender-based differences are present in the fish value chain and to test the hypothesis interviews were performed to analyze: (i) markets, customers, and mobility, (ii) material and economic resources, (iii) traded fish species, (iv) contacts and organizations, and (v) perceptions and experiences. Additionally, management documents were analyzed to examine the degree to which gender is considered. Results show that women traders had less access to social and economic resources, profitable markets, and high-value fish, which resulted in lower income. These gender inequalities are linked, among others, to women’s reproductive roles such as childcare and household responsibilities. Formal fisheries management was found to be gender insensitive, showing how a crucial feedback element of adaptive management is missing in Zanzibar’s management system, i.e., knowledge about key actors, their needs and challenges.

Public awareness, concerns, and priorities about anthropogenic impacts on marine environments

Numerous international bodies have advocated the development of strategies to achieve the sustainability of marine environments. Typically, such strategies are based on information from expert groups about causes of degradation and policy options to address them, but these strategies rarely take into account assessed information about public awareness, concerns, and priorities. Here we report the results of a pan-European survey of public perceptions about marine environmental impacts as a way to inform the formation of science and policy priorities. On the basis of 10,106 responses to an online survey from people in 10 European nations, spanning a diversity of socioeconomic and geographical areas, we examine the public’s informedness and concern regarding marine impacts, trust in different information sources, and priorities for policy and funding. Results show that the level of concern regarding marine impacts is closely associated with the level of informedness and that pollution and overfishing are two areas prioritized by the public for policy development. The level of trust varies greatly among different information sources and is highest for academics and scholarly publications but lower for government or industry scientists. Results suggest that the public perceives the immediacy of marine anthropogenic impacts and is highly concerned about ocean pollution, overfishing, and ocean acidification. Eliciting public awareness, concerns, and priorities can enable scientists and funders to understand how the public relates to marine environments, frame impacts, and align managerial and policy priorities with public demand.
Significance We report the results of a 10,106-person pan-European survey of public awareness, concerns, and priorities about marine anthropogenic impacts as a way to inform both science and policy initiatives in achieving marine sustainability. Results enable scientists and policymakers to understand how the public relates to the marine environment and how they frame impacts and can help make managerial, scientific, and policy priorities more responsive to public values.

The ocean provides food, economic activity, and cultural value for a large proportion of humanity. Our knowledge of marine ecosystems lags behind that of terrestrial ecosystems, limiting effective protection of marine resources. We describe the outcome of 2 workshops in 2011 and 2012 to establish a list of important questions, which, if answered, would substantially improve our ability to conserve and manage the world's marine resources. Participants included individuals from academia, government, and nongovernment organizations with broad experience across disciplines, marine ecosystems, and countries that vary in levels of development. Contributors from the fields of science, conservation, industry, and government submitted questions to our workshops, which we distilled into a list of priority research questions. Through this process, we identified 71 key questions. We grouped these into 8 subject categories, each pertaining to a broad component of marine conservation: fisheries, climate change, other anthropogenic threats, ecosystems, marine citizenship, policy, societal and cultural considerations, and scientific enterprise. Our questions address many issues that are specific to marine conservation, and will serve as a road map to funders and researchers to develop programs that can greatly benefit marine conservation.
