Policing and minority communities : contemporary issues and global perspectives
This insightful book examines the allegations against the professionalism, transparency, and integrity of law enforcement toward minority groups, from a global perspective. It addresses the challenges inherent in maintaining strong ties with members of the community, and draws attention to obstacles in ensuring public confidence and trust in rule of law institutions. Just Authority?
What does it mean to trust the police? What makes the police legitimate in the eyes of the policed? What builds trust, legitimacy and cooperation, and what undermines the bond between police and the public? These questions are central to current debates concerning the relationship between the British police and the public it serves. Yet, in the context of British policing they are seldom asked explicitly, still less examined in depth. Drawing on psychological and sociological explanatory paradigms, Just Authority? presents a cutting-edge empirical study into public trust, police legitimacy, and people's readiness to cooperate with officers. It represents, first, the most detailed test to date of Tom Tyler's procedural justice model attempted outside the United States. Second, it uncovers the social ecology of trust and legitimacy and, third, it describes the relationships between trust, legitimacy and cooperation. This book contains many important lessons for practitioners, policy-makers and academics. As elsewhere the dominant vision of policing in Great Britain continues to stress instrumental effectiveness: the 'fight against crime' will be won by pro-active and even aggressive policing. In line with work from the United States and elsewhere, Just Authority? casts significant doubt on such claims. When people find policing to be unfair, disrespectful and careless of human dignity, not only is trust lost, legitimacy is also damaged and cooperation is withdrawn as a result. Europe's Cold War relations : the EC towards a global role
This thought-provoking collection analyses the European Community's external relations between 1957 and 1992, with a particular focus upon their broader impact and global significance. Reconceptualizing the long arc of the EC's international role, from its inception in the 1950s to the end of the Cold War, the chapters identify and assess the factors that either supported or impeded Europe's international projection within this period. Organized into three parts, the authors investigate the EC's relations with key countries and world regions, discuss its activities within key policy areas, and offer reflections and conclusions on the various arguments that are put forward. Each chapter considers the entire period from 1957-1992 to identify and explain overarching trends, key decisions and historical conjunctions through scholarly literature, key debates and original discussion of each topic or policy issue. A final chapter situates the main findings within wider contexts, situating the EC in Cold War history. Bringing together international history and international relations, this project allows for cross-disciplinary dialogue and the careful discussion of key concepts, analytical approaches, and empirical findings. Power Dynamics in Community-Based Participatory Research
Community-based participatory research has a long-term commitment to principles of equity and justice with decades of research showcasing the added value of power-sharing and participatory involvement of community members for achieving health, community capacity, policy, and social justice outcomes. Missing, however, has been a clear articulation of how power operates within partnership practices and the impact of these practices on outcomes. The National Institutes of Health–funded Research for Improved Health study (2009-2013), having surveyed 200 partnerships, then conducted seven in-depth case studies to better understand which partnership practices can best build from community histories of organizing to address inequities. The diverse case studies represented multiple ethnic–racial and other marginalized populations, health issues, and urban and rural areas and regions. Cross-cutting analyses of the qualitative results focus on how oppressive and emancipatory forms of power operate within partnerships in response to oppressive conditions or emancipatory histories of advocacy within communities. The analysis of power was conducted within each of the four domains of the community-based participatory research conceptual model, starting from how contexts shape partnering processes to impact short-term intervention and research outputs, and contribute to outcomes. Similarities and differences in how partnerships leveraged and addressed their unique contexts and histories are presented, with both structural and relational practices that intentionally addressed power relations. These results demonstrate how community members draw from their resilience and strengths to combat histories of injustice and oppression, using partnership principles and practices toward multilevel outcomes that honor community knowledge and leadership, and seek shared power, policy, and community transformation changes, thereby advancing health equity.

Success in Long-Standing Community-Based Participatory Research (CBPR) Partnerships: A Scoping Literature Review
Background. Community-based participatory research (CBPR) is increasingly used by community and academic partners to examine health inequities and promote health equity in communities. Despite increasing numbers of CBPR partnerships, there is a lack of consensus in the field regarding what defines partnership success and how to measure factors contributing to success in long-standing CBPR partnerships. Aims. To identify indicators and measures of success in long-standing CBPR partnerships as part of a larger study whose aim is to develop and validate an instrument measuring success across CBPR partnerships. Methods. The Joanna Briggs Institute framework and Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guided searches of three databases (PubMed, CINAHL, Scopus) for articles published between 2007 and 2017 and evaluating success in CBPR partnerships existing longer than 4 years. Results. Twenty-six articles met search criteria. We identified 3 key domains and 7 subdomains with 28 underlying indicators of success. Six partnerships developed or used instruments to measure their success; only one included reliability or validity data. Discussion. CBPR partnerships reported numerous intersecting partner, partnership, and outcome indicators important for success. These results, along with data from key informant interviews with community and academic partners and advisement from a national panel of CBPR experts, will inform development of items for an instrument measuring CBPR partnership success. Conclusion. The development of a validated instrument measuring indicators of success will allow long-standing CBPR partnerships to evaluate their work toward achieving health equity and provide a tool for newly forming CBPR partnerships aiming to achieve long-term success.
Do body-worn cameras improve community perceptions of the police? Results from a controlled experimental evaluation
Objectives Outfitting police officers with body-worn cameras (BWCs) has been suggested to improve police-community relations. This study evaluates whether the deployment of BWCs on NYPD officers impacted resident perceptions of the police. Methods A cluster randomized controlled trial design was used to test the influence of BWCs on resident perceptions of the NYPD in treatment precincts relative to control precincts. Dual-frame randomly selected telephone surveys were used to collect pre-intervention and post-intervention resident perception data. Results We find no statistically significant differences between BWC treatment and control precincts in general perceptions of the NYPD or the average assessment of police officer behavior among those who have had recent encounters with the NYPD. Conclusion Strong community support for BWC adoption and citizen expectations for videos of controversial policing events suggests the continued use of this technology. However, BWCs should be implemented with other evidence-based programs to enhance police-community relations.
