The Bermuda Principles for DNA sequence data sharing are an enduring legacy of the Human Genome Project (HGP). They were adopted by the HGP at a strategy meeting in Bermuda in February of 1996 and implemented in formal policies by early 1998, mandating daily release of HGP-funded DNA sequences into the public domain. The idea of daily sharing, we argue, emanated directly from strategies for large, goal-directed molecular biology projects first tested within the \"community\" of C. elegans researchers, and were introduced and defended for the HGP by the nematode biologists John Sulston and Robert Waterston. In the C. elegans community, and subsequently in the HGP, daily sharing served the pragmatic goals of quality control and project coordination. Yet in the HGP human genome, we also argue, the Bermuda Principles addressed concerns about gene patents impeding scientific advancement, and were aspirational and flexible in implementation and justification. They endured as an archetype for how rapid data sharing could be realized and rationalized, and permitted adaptation to the needs of various scientific communities. Yet in addition to the support of Sulston and Waterston, their adoption also depended on the clout of administrators at the US National Institutes of Health (NIH) and the UK nonprofit charity the Wellcome Trust, which together funded 90% of the HGP human sequencing effort. The other nations wishing to remain in the HGP consortium had to accommodate to the Bermuda Principles, requiring exceptions from incompatible existing or pending data access policies for publicly funded research in Germany, Japan, and France. We begin this story in 1963, with the biologist Sydney Brenner's proposal for a nematode research program at the Laboratory of Molecular Biology (LMB) at the University of Cambridge. We continue through 2003, with the completion of the HGP human reference genome, and conclude with observations about policy and the historiography of molecular biology.

Participatory approaches within development programs involving common-pool resources are intended to revive a community’s role in managing these resources. Certainly, to ensure the successful and equitable use of such resources, community participation is essential. However, in many cases, attempts at applying a participatory approach often fail to genuinely engage all subgroups within a community due to assumptions of homogeneity and a lack of understanding of the deep socio-political divisions between people. As a result, development programs can be plagued by these pre-existing power relations, potentially resulting in tokenistic community participation and the continuation of elite capture of natural resources to the same extent or worse than before a development program has begun. This in turn can negatively impact good governance and the fair distribution of a common pool resource. This paper explores the use of participatory approaches in water projects, assessing to what degree power relationships impact water management programs. Using a qualitative approach, the paper identifies key challenges of participatory water governance through case studies from Turkey, India, and Sri Lanka, exploring: lack of social trust, elite capture of participatory processes, power heterogeneity and imbalances at the micro-level, and a lack of inclusive participation in decision-making. Based on the analysis of these case studies, this paper argues that it is essential for participatory development interventions to understand socio-political power relations within a community—an inherently complex and contested space. The so-called “exit strategy” of a community project play a key role to decide the project sustainability that grants the “community ownership” of the project. Such an understanding can bring about greater success in development interventions attempting to address water-related issues.

How national context, project design, and local community characteristics influence success in community-based conservation projects

Community-based conservation (CBC) promotes the idea that conservation success requires engaging with, and providing benefits for, local communities. However, CBC projects are neither consistently successful nor free of controversy. Innovative recent studies evaluating the factors associated with success and failure typically examine only a single resource domain, have limited geographic scope, consider only one outcome, or ignore the nested nature of socioecological systems. To remedy these issues, we use a global comparative database of CBC projects identified by systematic review to evaluate success in four outcome domains (attitudes, behaviors, ecological, economic) and explore synergies and trade-offs among these outcomes. We test hypotheses about how features of the national context, project design, and local community characteristics affect these measures of success. Using bivariate analyses and multivariate proportional odds logistic regressions within a multilevel analysis and model-fitting framework, we show that project design, particularly capacity-building in local communities, is associated with success across all outcomes. In addition, some characteristics of the local community in which projects are conducted, such as tenure regimes and supportive cultural beliefs and institutions, are important for project success. Surprisingly, there is little evidence that national context systematically influences project outcomes. We also find evidence of synergies between pairs of outcomes, particularly between ecological and economic success. We suggest that well-designed and implemented projects can overcome many of the obstacles imposed by local and national conditions to succeed in multiple domains.

Protected area staff and local community viewpoints: A qualitative assessment of conservation relationships in Zimbabwe

With the increase in illegal resource harvesting in most protected areas (PAs), the need to understand the determinants and relationships between PAs and local communities to enhance wildlife conservation is increasingly becoming important. Using focus group discussions and interviews, we established the determinants of PA staff-community relationship from both PA staff and local communities' viewpoints, and assessedperceptions of their relationship with each other. The study was guided by the following main research question, 'What is the nature of the relationship between PA staff and local communities and what are the main factors influencing the relationship?' Data were collected through focus group discussions and interviews from four PAs and their adjacent communities in Zimbabwe between July 2013 and February 2014. Our results showed that a total of seven determinants were identified as influencing PA staff-community relationship, i.e., benefit-sharing, human-wildlife conflict, compensation for losses from wildlife attacks, communication between PA staff and local communities, community participation in the management of CAMPFIRE projects, lack of community participation in tourism in PAs, and community perceptions of PA staff or PA staff perceptions of the community. Of the seven, only one determinant, benefit-sharing, was recorded as the main factor that differentially influencesthe perceptions of community and PA staff on their relationship. Furthermore, both the communities and PA staff reported mixed perceptions on their relationship with each other. We conclude that both communities' and PA staff's views on determinants are largely similar in all studied PAs irrespective of PA ownership, management and/or land use. Our findings could be relevant in policy making especially in developing countries in developing PA-community relationship framework in natural resource conservation.

Success Factors for Community-Based Natural Resource Management (CBNRM): Lessons from Kenya and Australia

Recent concerns over a crisis of identity and legitimacy in community-based natural resource management (CBNRM) have emerged following several decades of documented failure. A substantial literature has developed on the reasons for failure in CBNRM. In this paper, we complement this literature by considering these factors in relation to two successful CBNRM case studies. These cases have distinct differences, one focusing on the conservation of hirola in Kenya on community-held trust land and the other focusing on remnant vegetation conservation from grazing pressure on privately held farm land in Australia. What these cases have in common is that both CBNRM projects were initiated by local communities with strong attachments to their local environments. The projects both represent genuine community initiatives, closely aligned to the original aims of CBNRM. The intrinsically high level of “ownership” held by local residents has proven effective in surviving many challenges which have affected other CBNRM projects: from impacts on local livelihoods to complex governance arrangements involving non-government organizations and research organizations. The cases provide some signs of hope among broader signs of crisis in CBNRM practice.

Putting stakeholder engagement in its place: how situating public participation in community improves natural resource management outcomes

Stakeholders in natural resource management decisions are also multifaceted individuals and members of communities; as such, they bring complex histories, experiences, values, aspirations, and relationships to public participation processes. When these processes fail to take this social context into account, multiple problems can result, including a perceived lack of process trustworthiness; perceived focus on issues that seem immaterial or irrelevant; failure to equitably represent and take account of diverse voices; and failure to engage participants in productive dialogue. In this article we evaluate the Community Voice Method (CVM) as a way of addressing those problems by better situating public participation in place. CVM is a mixed-method approach to public participation in which stakeholders are interviewed and the interview data is presented through a film, which is then screened at public meetings to catalyze dialogue. We draw on 14 years of CVM projects addressing natural resource management issues in the United States, the United Kingdom, and the Caribbean. Through an overview of nine projects and their results, and more in-depth consideration of three, we elucidate how this method fosters trustworthy, relevant, representative, and productive public participation that has resulted in community capacity-building, institutional capacity-building, and stakeholder-guided policymaking.

Review: Groundwater resource potential and status of groundwater resource development in Ethiopia

The groundwater resources potential of Ethiopia is estimated to be about 40 billion cubic meters. Groundwater has been used as the main source of water supply since the 1970s for the main cities, towns and dispersed rural communities across the country, where provision of reticulated surface-water schemes is often expensive because of initial project construction costs and poor water quality. The exponential growth of the urban population and agriculture-led industrial development have resulted in greater attention to groundwater as the potentially cost-effective water supply source. As part of the growing focus on the use of groundwater, the Ethiopian government is currently implementing irrigation projects. One plan involves nine irrigation projects covering an estimated area of 8,000 ha, being developed on a pilot scale, with 9,000 test wells, 28,000 monitoring wells and 14,657 spring improvements. If this unprecedented Ethiopian groundwater-centred development plan is implemented successfully at such a scale, it is highly likely that its success will persuade other Sub-Saharan developing nations to put in place the necessary policies, regulations and investment for infrastructure and capacity development for exploring, exploiting and managing their groundwater resources.

Members of the public participate in scientific research in many different contexts, stemming from traditions as varied as participatory action research and citizen science. Particularly in conservation and natural resource management contexts, where research often addresses complex social–ecological questions, the emphasis on and nature of this participation can significantly affect both the way that projects are designed and the outcomes that projects achieve. We review and integrate recent work in these and other fields, which has converged such that we propose the term public participation in scientific research (PPSR) to discuss initiatives from diverse fields and traditions. We describe three predominant models of PPSR and call upon case studies suggesting that—regardless of the research context—project outcomes are influenced by (1) the degree of public participation in the research process and (2) the quality of public participation as negotiated during project design. To illustrate relationships between the quality of participation and outcomes, we offer a framework that considers how scientific and public interests are negotiated for project design toward multiple, integrated goals. We suggest that this framework and models, used in tandem, can support deliberate design of PPSR efforts that will enhance their outcomes for scientific research, individual participants, and social–ecological systems.

Identifying Effective and Sustainable Measures for Community-Based Environmental Monitoring

Resource development projects typically result in monitoring programs that fail to fully consider the values and participation of surrounding communities. Also, monitoring protocols for single environmental values can be insufficient for addressing the cumulative impacts of resource development. Community-based environmental monitoring (CBEM) has emerged as a way to meaningfully include local citizens in the decision-making process and assessment of the development of natural resources. Our research explored how to develop effective and sustainable CBEM. Interviews were conducted with staff from 15 CBEM programs established across Canada to identify criteria of what constitutes effective CBEM. Results demonstrate that CBEM offers an effective, locally adapted, and culturally applicable approach to facilitate community participation in natural resource management and to track environmental change. Benefits of CBEM include: locally relevant monitoring protocols, inclusion of cumulative impacts, better informed decision-making, and increased awareness and collaboration amongst community, governments, and proponents. Challenges associated with CBEM are cost, capacity, longevity, distribution of results, and establishing credibility. This research validates the use of CBEM for improving resource management.
