Punctuated equilibrium and progressive friction in socialist autocracy, democracy and hybrid regimes
The analysis of public policy agendas in comparative politics has been somewhat limited in terms of geography, time frame and political system, with studies on full-blown autocracies and hybrid regimes few and far between. This article addresses this gap by comparing policy dynamics in three Hungarian regimes over 73 years. Besides our theoretical contribution related to policy-making in Socialist autocracy and illiberal democracy, we also test hypotheses related to non-democratic regimes. We find that – similarly to developed democracies – policy agendas in autocracies are mostly stable with occasional but large-scale “punctuations”. Our data also confirms that these punctuations are more pronounced in non-democratic polities. However, based on our results, illiberal political systems, such as the hybrid regime of Viktor Orbán, are difficult to pin down on such a clear-cut continuum between democracy and autocracy as the level of punctuation differs by policy agendas from parliamentary debates to budgets.
Institutional Characteristics and Regime Survival: Why Are Semi-Democracies Less Durable Than Autocracies and Democracies?
Previous studies report that semi-democratic regimes are less durable than both democracies and autocracies. Still, mixing democratic and autocratic characteristics need not destabilize regimes, as three highly plausible alternative explanations of this correlation remain unaccounted for: (a) semi-democracies emerge under conditions of political instability and social turmoil; (b) other regime characteristics explain duration; and (c) extant democracy measures do not register all regime changes. We elaborate on and test for these explanations, but find strikingly robust evidence that semi-democracies are inherently less durable than both democracies and autocracies. \"Semi-democracies are particularly unstable political regimes\" should thus be considered a rare stylized fact of comparative politics. The analysis yields several other interesting results. For instance, autocracies and semi-democracies are equally likely to experience \"liberalizing\" regime changes more specifically, and once accounting for differences in degree of democracy, there is no robust evidence of differences in duration between military and single-party regimes.
China, Autocratic Patron? An Empirical Investigation of China as a Factor in Autocratic Survival
Critics frequently accuse China of acting as a patron for autocratic states. But does Chinese engagement actually increase the stability of authoritarian clients? This article demonstrates that Chinese bilateral interactions have little effect on the longevity of autocratic regimes. Analyses of different forms of Chinese bilateral engagement between 1993 and 2008—including state visits, arms trading, aid projects, economic cooperation, and trade dependence—show that only export dependence on China may increase the likelihood of survival for autocratic regimes while doing little to stabilize their democratic counterparts.
Inequality and Regime Change: Democratic Transitions and the Stability of Democratic Rule
Recent work by Carles Boix and Daron Acemoglu and James Robinson has focused on the role of inequality and distributive conflict in transitions to and from democratic rule. We assess these claims through causal process observation, using an original qualitative dataset on democratic transitions and reversions during the “third wave” from 1980 to 2000. We show that distributive conflict, a key causal mechanism in these theories, is present in just over half of all transition cases. Against theoretical expectations, a substantial number of these transitions occur in countries with high levels of inequality. Less than a third of all reversions are driven by distributive conflicts between elites and masses. We suggest a variety of alternative causal pathways to both transitions and reversions.
The democratic transition
Over the last two centuries, many countries experienced regime transitions toward democracy. We document this democratic transition over a long time horizon. We use historical time series of income, education and democracy levels from 1870 to 2000 to explore the economic factors associated with rising levels of democracy. We find that primary schooling, and to a weaker extent per capita income levels, are strong determinants of the quality of political institutions. We find little evidence of causality running the other way, from democracy to income or education.
When Is the Pen Truly Mighty? Regime Type and the Efficacy of Naming and Shaming in Curbing Human Rights Abuses
Does naming and shaming states affect respect for human rights in those states? This article argues that incentives to change repressive behaviour when facing international condemnation vary across regime types. In democracies and hybrid regimes – which combine democratic and authoritarian elements – opposition parties and relatively free presses paradoxically make rulers less likely to change behaviour when facing international criticism. In contrast, autocracies, which lack these domestic sources of information on abuses, are more sensitive to international shaming. Using data on naming and shaming taken from Western press reports and Amnesty International, the authors demonstrate that naming and shaming is associated with improved human rights outcomes in autocracies, but with either no effect or a worsening of outcomes in democracies and hybrid regimes.
January 6sup.th and De-Democratization in the United States
The events of January 6[sup.th] were a clear example of threats to American democracy. De-democratization is a process that preceded Trump’s election and that can still be seen in the United States and around the world. Social theorist Charles Tilly wrote about how becoming a democracy is not a unidirectional, one-time event or goal, but a non-linear process. This paper analyzes developments in the United States that signal rises and falls in the level of democracy over the last several decades. It discusses Donald Trump’s rise to power, the insurrection on January 6[sup.th] , 2021, and the state of inclusion of ethnoracial minorities in the United States. It uses Tilly’s proposed processes of democratization and de-democratization. This more nuanced understanding of democracy and state–society relations helps avoid celebratory stances about the promise of electoral politics as well as pessimistic assessments about the imminent arrival of fascism and authoritarianism.
Diffusion-Proofing: Russian and Chinese Responses to Waves of Popular Mobilizations against Authoritarian Rulers
Do authoritarian leaders take preemptive actions to deter their citizens from joining cross-national waves of popular mobilizations against authoritarian rulers? Are they more likely to engage in such behavior when these uprisings appear to be more threatening—in particular, when they take place in neighboring countries and in regimes that resemble their own? We provide answers to these questions by comparing the responses of the Russian and Chinese leadership to two such waves: the color revolutions and the Arab uprisings. We conclude that, despite differences in the ostensible threats posed by these two waves, they nonetheless prompted the leaders of both of these countries to introduce similar preemptive measures in order to “diffusion-proof” their rule from the color revolutions and the Arab upheavals. These findings have some important implications for our understanding of authoritarian politics and diffusion processes. One is to reinforce the emphasis in many recent studies on the strategic foundations of authoritarian resilience. That recognized, however, we would add that the authoritarian toolkit needs to be expanded to include policies that preempt international, as well as domestic threats. The other is to provide further confirmation, in this case derived from the behavior of authoritarian rulers, of how scholars have understood the drivers of cross-national diffusion. At the same time, however, we counsel students of diffusion to pay more attention to the role of resisters, as well as to adopters. In this sense, the geographical reach of diffusion is much broader than many analysts have recognized.
The Origins of Positive Judicial Independence
A number of comparative judicial scholars have argued that assertions of judicial authority are a function of the level of fragmentation/competition in the formal political sphere. Accordingly, in authoritarian or one-party settings, judges should be deferential to power holders, and in places where political power is divided between branches and/or parties, one would expect to see greater levels of judicial assertiveness. Through a longitudinal, qualitative analysis of one most-likely case (Chile) and one least-likely case (Franco-era Spain) and drawing on a half-dozen other cases from the comparative judicial literature, this article argues that political fragmentation is neither sufficient nor necessary for judges to challenge powerful actors. Instead, it argues that assertive or “positively independent” judicial behavior requires ideational support, in the form of a role conception/professional ideology that gives judges motivation for such behavior. Such professional attitudes are socially and institutionally constituted in a dynamic process that itself shapes judges' perceptions of the opportunities for and obstacles to judicial assertiveness, both within and outside the judiciary.
The Strength to Concede: Ruling Parties and Democratization in Developmental Asia
Authoritarian ruling parties are expected to be exceptionally resistant to democratization. Yet some of the strongest authoritarian parties in the world have not resisted democratization, but have embraced it. This is because their raison d'etre is to continue ruling, not necessarily to remain authoritarian. Democratization requires that ruling parties hold free and fair elections, but not that they lose them. Authoritarian ruling parties can thus be incentivized to concede democratization from a position of exceptional strength as well as extreme weakness. This “conceding-to-thrive” scenario is most likely to unfold when regimes (1) possess substantial antecedent political strengths and resource advantages, (2) suffer ominous setbacks signaling that they have passed their apex of domination, and (3) pursue new legitimation strategies to arrest their incipient decline. We illustrate this heretofore neglected alternative democratization pathway through a comparative-historical analysis of three Asian developmental states where ruling parties have democratized from varying positions of considerable strength: Taiwan, South Korea, and Indonesia. We then consider the implications of our analysis for three “candidate cases” in developmental Asia where ruling parties have not yet conceded democratization despite being well-positioned to thrive were they to do so: Singapore, Malaysia, and the world's most populous dictatorship, China.
