Kenya's Independence Constitution: Constitution-Making and End of Empire is a narrative of the evolution of the constitution that was put into effect as Kenya's history as a colonial possession came to an end. It details the attempts of the colony's political elite and the British Colonial Office to find a constitutional means to move Kenya to the status of independent state. As this process moved forward, political ethnicity assumed central significance. This produced an environment in which demands for a federal constitution, popularly termed majimbo, came to dominate constitutional discourse. Deep disagreement among Kenya's political elite over this issue marked the remainder of the colonial period. That elite, now represented by the Kenya African National Union (KANU) and the Kenya African Democratic Union (KADU), advocated different constitutional paths to independence. KADU's demands for a majimbo constitution dominated discourse during 1962 and early 1963, but deep disagreement characterized the constitutional negotiations. This resulted in a constitution for self-government (introduced on June 1, 1963) that was regional in character but fell short of a federal system. Almost as soon as it came into existence, this constitution faced pressure for substantial change from KANU, the party that won the 1963 general election. As a result, the British government was forced to make alterations in what became the independence constitution. The latter proved a prelude to the destruction of majimbo a year later. Kenya's Independence Constitution provides the first in-depth description of the final stage of colonial Kenya's constitutional evolution. This book not only provides a detailed account of the process of constitution-making, including definitive treatments of the final two constitutional conferences of 1962 and 1963. ‘The unofficial curriculum is where the real teaching takes place’: faculty experiences of decolonising the curriculum in Africa

This paper analyses faculty experiences tackling global knowledge asymmetries by examining the decolonisation of higher education in Africa in the aftermath of the 2015 ‘Rhodes Must Fall’ student uprising. An overview of the literature reveals a rich debate on defining ‘decolonisation’, starting from a critique of Eurocentrism to propositions of alternate epistemologies. These debates are dominated by the Global North and South Africa and their experiences of curriculum reform. Our focus is on the experiences of political scientists in Botswana, Ghana, Kenya, and Zimbabwe. These countries share the same Anglophone political science traditions but represent different political trajectories that constitute a significant condition for the discipline. The 26 political scientists we interviewed acted toward increasing local content and perspectives in their teaching, as promoted in the official strategies of the universities. They noted that what was happening in lecture halls was most important. The academic decolonisation debate appeared overambitious or even as patronising to them in their own political context. National politics affected the thematic focus of the discipline both as far as research topics and students’ employment opportunities were concerned. Although university bureaucracies were slow to respond to proposed curricula changes, new programmes were approved if there was a market-based demand for them. International programs tended to be approved fastest. Political economy of higher education plays a role: dependency on foreign funding, limited national resources to conduct research and produce publications vis-à-vis international competition, and national quality assurance standards appeared to be most critical constraints for decolonising the curriculum.

Human Rights in the Shadow of Colonial Violence

Human Rights in the Shadow of Colonial Violence explores the relationship between the human rights movement emerging after 1945 and the increasing violence of decolonization. Based on material previously inaccessible in the archives of the International Committee of the Red Cross and the United Nations Human Rights Commission, this comparative study uses the Mau Mau War (1952-1956) and the Algerian War (1954-1962) to examine the policies of two major imperial powers, Britain and France. Historian Fabian Klose considers the significance of declared states of emergency, counterinsurgency strategy, and the significance of humanitarian international law in both conflicts.Klose's findings from these previously confidential archives reveal the escalating violence and oppressive tactics used by the British and French military during these anticolonial conflicts in North and East Africa, where Western powers that promoted human rights in other areas of the world were opposed to the growing global acceptance of freedom, equality, self-determination, and other postwar ideals. Practices such as collective punishment, torture, and extrajudicial killings did lasting damage to international human rights efforts until the end of decolonization.Clearly argued and meticulously researched, Human Rights in the Shadow of Colonial Violence demonstrates the mutually impacting histories of international human rights and decolonization, expanding our understanding of political violence in human rights discourse.
Another World? East Africa, Decolonisation, and the Global History of the Mid-Twentieth Century

This article proposes that there is a gap in our current understanding of the globalising and deglobalising dynamics of mid-twentieth-century East Africa, one that might be addressed by consolidating and taking forward recent developments in the historiography of decolonisation. Recent work by international historians has recovered the connected world of the 1940s to 1960s: the era of new postcolonial states, the ‘Bandung moment’, pan-African cooperation, and the early Cold War. Yet East Africa is less prominent in these histories than we might expect, despite the vibrancy of current work on this period in Kenya, Uganda, and Tanzania. Bringing these two fields into dialogue, through an explicitly regional East African framework and with a particular focus on individual lives, expands our understanding not only of the ‘globalisation of decolonisation’ but also of the deglobalising dynamics of the following decades that are frequently reduced to a history of global economic crisis.

African Internationalisms and the Erstwhile Trajectories of Kenyan Community Development

This article sheds new light on the relationship between internationalism, decolonisation and ideas about development through a reassessment of an overlooked period in the life of Joseph Murumbi (1911—90), cultural collector and Kenya’s second vice-president. It follows Murumbi’s engagement with three internationalist spaces during the 1950s: in the Afro-Asian worlds of India and Egypt he honed his vision for community development and the practical coordination of internationalism; in London he pushed British activists to take a more internationalist approach to anti-colonialism in a case of ‘reverse tutelage’; disillusioned with the British Left, in Scandinavia and Israel he questioned the translatability of community development and the practical role of external sympathisers as Kenyan independence approached. Murumbi’s trajectory confirms the inseparability of internationalism and nationalism in 1950s Africa, reinserting internationalist thought into narratives of Kenyan freedom struggles and suggesting how alternative visions for post-colonial Kenya were lost. Moreover, we argue, this reassessment of Murumbi’s life advances the burgeoning scholarship on internationalisms in the decolonising world by showing that Murumbi’s internationalist practices and his interest in the supposedly ‘local’ question of community development drove one another. Murumbi thus shows us a particular set of entanglements between the ‘local’ and the ‘global’.

Decolonising Conservation Policy: How Colonial Land and Conservation Ideologies Persist and Perpetuate Indigenous Injustices at the Expense of the Environment

The livelihoods of indigenous peoples, custodians of the world’s forests since time immemorial, were eroded as colonial powers claimed de jure control over their ancestral lands. The continuation of European land regimes in Africa and Asia meant that the withdrawal of colonial powers did not bring about a return to customary land tenure. Further, the growth in environmentalism has been interpreted by some as entailing conservation ahead of people. While this may be justifiable in view of devastating anthropocentric breaching of planetary boundaries, continued support for “fortress” style conservation inflicts real harm on indigenous communities and overlooks sustainable solutions to deepening climate crises. In reflecting on this issue from the perspective of colonial land tenure systems, this article highlights how ideas—the importance of individualised land ownership, cultivation, and fortress conservation—are intellectually flawed. Prevailing conservation policies, made possible by global non-governmental organisations (NGOs) and statutory donors, continue to harm indigenous peoples and their traditional territories. Drawing from the authors’ experience representing the Batwa (DRC), the Ogiek and Endorois (Kenya) and Adivasis (India) in international litigation, this paper examines the human and environmental costs associated with modern conservation approaches through this colonial lens. This article concludes by reflecting on approaches that respect environmental and human rights.

Like Kenya, Namibia, and South Africa, Zimbabwe was one of the countries that the imperial mission had targeted to establish as a settler economy. The objective of creating a white settler colony was evident in the entire colonial system, including place naming. Generally, place naming served political functions of declaring power and authority over the entire colony. While white minority rule ended in 1980, it, however, left some symbolic imprints on the cultural landscape of the independent nation, Zimbabwe. Given that colonialism entrenched white identity on the cultural landscape, this article interrogates efforts by the Mnangagwa government, which assumed political office in November 2017, to dislodge Rhodesian memory from the cultural landscape. This article demonstrates that decolonisation is not an event but an ongoing process that political elites execute whenever they want to serve present political purposes. It interrogates the dialectics of political power and remembering the past in Zimbabwe during the aftermath of the military-induced political change of November 2017. The re-inscription of the landscape that the Mnangagwa regime executed specifically targeted military cantonments throughout the country. This decolonisation process was ostensibly done to dismantle white identities from the cultural landscape. However, this article argues that the place renaming exercise served to write back the liberation war legacy into mainstream history, symbolically declared the regime’s political power, and served to legitimise the political status quo. These political purposes had roots in the succession race and the internal party politics within the Zimbabwe African National Union- Patriotic Front (ZANU- PF) that preceded the political transition.
