Islam and economic performance: historical and contemporary links

This essay critically evaluates the analytic literature concerned with causal connections between Islam and economic performance. It focuses on works since 1997, when this literature was last surveyed comprehensively. Among the findings are the following: Ramadan fasting by pregnant women harms prenatal development; Islamic charities mainly benefit the middle class; Islam affects educational outcomes less through Islamic schooling than through structural factors that handicap learning as a whole; Islamic finance has a negligible effect on Muslim financial behavior; and low generalized trust depresses Muslim trade. The last feature reflects the Muslim world’s delay in transitioning from personal to impersonal exchange. The delay resulted from the persistent simplicity of the private enterprises formed under Islamic law. Weak property rights reinforced the private sector’s stagnation by driving capital from commerce to rigid waqfs. Waqfs limited economic development through their inflexibility and democratization by keeping civil society embryonic. Parts of the Muslim world conquered by Arab armies are especially undemocratic, which suggests that early Islamic institutions were particularly critical to the persistence of authoritarian patterns of governance. States have contributed to the persistence of authoritarianism by treating Islam as an instrument of governance. As the world started to industrialize, non- Muslim subjects of Muslim-governed states pulled ahead of their Muslim neighbors, partly by exercising the choice of law they enjoyed under Islamic law in favor of a Western legal system.

Islam, secularism, and liberal democracy : toward a democratic theory for Muslim societies

This book analyzes the relationship between religion, secularism, and liberal democracy—historically, theoretically, and in the context of the contemporary Muslim world. The central issue is: liberal democracy requires a form of secularism, yet simultaneously the main cultural and intellectual resources that Muslim democrats can draw upon are religious. A paradox, therefore, confronts the democratic theorist. Challenging the popular belief that religious politics and democratic development are structurally incompatible, three arguments are advanced: In societies where religion is a key marker of identity, the road to liberal democracy must traverse the gates of religious politics. The primary theoretical implication that emerges from this claim is that the process of democratization cannot be de-linked from debates about the normative role of religion in government. While liberal democracy requires secularism, religious traditions are not born with an inherent secular conception of politics. These ideas must be socially constructed. In the context of an emerging democracy, how secularism becomes indigenized as political value is topic that this work explores. An intimate relationship exists between religious reformation and political development. While the first often precedes the second, the processes are interlinked. Democratization does not require a privatization of religion but it does require a reinterpretation of religious ideas that are conducive to liberal democracy. By engaging in this reinterpretation, religious groups can play an important role in the development and consolidation of democracy. Overall, this book argues for a rethinking of democratic theory so that it incorporates the variable of religion in the development and social construction of liberal democracy.

Civil Society and Democratization in the Arab World

The transition paradigm has traditionally viewed civil society activism as an essential condition for the establishment of democracy. The democracy promotion strategies of Western policy-makers have, therefore, been based on strengthening civil society in authoritarian settings in order to support the development of social capital -to challenge undemocratic regimes.
This book questions the validity of the link between an active associational life and democratization. It examines civil society in the Arab world in order to illustrate how authoritarian constraints structure civil society dynamics in the region in ways that hinder transition to democracy. Building on innovative theoretical work and drawing on empirical data from extensive fieldwork in the region, this study demonstrates how the activism of civil society in five different Arab countries strengthens rather than weakens authoritarian practices and rule. Through an analysis of the specific legal and political constraints on associational life, and the impact of these on relations between different civic groups, and between associations and state authorities, the book demonstrates that the claim that civil society plays a positive role in processes of democratic transformation is highly questionable.
Offering a broad and alternative vision of the state of civil society in the region, this book will be an important contribution to studies on Middle Eastern politics, democratization and civil society activism.
Francesco Cavatorta is Senior Lecturer in International Relations and Middle East Politics at the School of Law and Government, Dublin City University. His research interests lie in processes of democratisation in the Arab world, the political role of Islamist movements and civil society activism. He has published his research in a number of journals and has previously authored a book on failed transition in Algeria.
Vincent Durac is a Lecturer in Middle East Politics and Politics of Development in the School of Politics and International Relations, University College Dublin. He is interested in political reform, the role of civil society and the impact of external actors on the Middle East He is also a visiting lecturer in Middle East Politics at Bethlehem University in Palestine.

How do international observers decide whether to criticize or condone electoral fraud in a country? We argue that this decision depends on the identity of the victims of electoral fraud. A monitoring organization is more likely to overlook fraud committed against groups that are deemed dangerous by its sponsor. Based on this insight, we hypothesize that in the post-Cold War era election monitors are more tolerant of fraud against Islamic challengers, especially when Islamic movements are perceived as a threat to political stability. In support of our hypothesis, we find that outside monitors are more likely to endorse an election in countries with an Islamic opposition party and an ongoing Islamist terrorist campaign. Furthermore, we find that the effect is driven by Western monitoring organizations and becomes stronger after the September 11 attacks. Our findings provide a simple yet powerful insight: the calculus of outside observers depends not only on who they wish to see in power, but also who they want to keep from power.

What determines the emergence and survival of democracy? The authors apply extreme bounds analysis to test the robustness of fifty-nine factors proposed in the literature, evaluating over three million regressions with data from 165 countries from 1976 to 2002. The most robust determinants of the transition to democracy are gross domestic product (GDP) growth (a negative effect), past transitions (a positive effect), and Organisation for Economic Co-operation and Development membership (a positive effect). There is some evidence that fuel exporters and Muslim countries are less likely to see democracy emerge, although the latter finding is driven entirely by oil-producing Muslim countries. Regarding the survival of democracy, the most robust determinants are GDP per capita (a positive effect) and past transitions (a negative effect). There is some evidence that having a former military leader as the chief executive has a negative effect, while having other democracies as neighbors has a reinforcing effect.

Why do Indonesian politicians promote shari'a laws? An analytic framework for Muslim-majority democracies

Taking the discussion in the existing literature on the adoption of shari'a laws in democratising Muslim-majority countries as a starting point, we posit that there are two broad motivations for democratically-elected politicians to adopt shari'a laws and regulations: ideological conviction on the one hand and response to the expressed or perceived preference of constituents on the other hand. The 'demand side' can be further divided into the preferences of individual voters, and the interests of groups which act as power brokers, influencing the voting choices of individual citizens. These groups may be economic, religious, or other actors. These motivations are not mutually exclusive; the passage of a given shari'a regulation may fulfil two or all three of them simultaneously. However, we posit that the interaction between the place, timing, and content of shari'a laws passed in a nation as a whole will vary in various predictable ways, according to the dominant motivations. The dominant motivation may also affect the vigour with which the law is implemented.
