Exporting Services
The book builds on previous research, including that by the World Bank, on trade in services. Such research includes analyses of the effect of liberalizing services in developing countries and sectoral studies on financial, transportation, telecommunication, and professional services, as well as on international negotiations. The conceptual framework for this book is based on the existing literature on the service sector (Francois and Hoekman 2010; Hoekman and Mattoo 2008). Recognizing the heterogeneity in both, economic structure of developing countries and their service exports, this book takes an eclectic approach to identifying successful strategies. Chapter two surveys the literature on determinants of service exports and presents an illustrative empirical model that synthesizes the available models on trade in services. Because trade data on services are scarce and have a number of weaknesses, rigorous econometric analysis has serious limits. The subsequent chapters of the book examine the determinants of trade in services through case studies of the experiences of countries with varying degrees of success. The book analyzes service export performance for the following countries: Brazil, Chile, the Arab Republic of Egypt, India, Kenya, Malaysia, and the Philippines. The countries were selected on the basis of their performance in global trade (especially trade in services), their regional role, and the availability of data and because they have consciously pursued policies to promote service exports.

Connecting landlocked developing countries to markets : trade corridors in the 21st century
The importance of transport corridors for trade and development, including for some of the poorest countries in the world, is widely recognized in this book. A new consensus has also emerged that reducing trade costs and improving access to corridors is not just a matter of building infrastructure. The policies that regulate transport services providers and the movement of goods along corridors are important determinants of the social rate of return on such infrastructure investment. This book avoids optimistic assumptions regarding the prospects for new high-level agreements and decisions to facilitate transit or the possible benefits from increased use of technology. Instead, the authors argue that much can be done through the implementation of readily available existing tools. The use of these tools is often hampered by not only capacity constraints; but, equally if not more important, a lack of commitment. Political economic factors in both the landlocked countries and their transit neighbors must be recognized and addressed. This book offers examples of possible implementation strategies that, while challenging, should in principle help in overcoming these political economic constraints. The main message is that to bring about efficient trade corridors governments and stakeholders should focus on properly implementing the fiscal, regulatory, and procedural principles for international transit that encourage quality-driven logistics services. The various implementation challenges are the primary focus of this book.
Finance and competitiveness in developing countries
Using detailed trade and firm-level financial data, the authors demonstrate, for example, that while links between finance and competitiveness are strong, they are not uniform across sectors and countries. This book examines the link between finance and competitiveness at the macro and sectoral levels in seven different countries: Argentina, Brazil, India, Indonesia, the Philippines, South Africa, and Tunisia, and investigates key international issues, such as the evidence of the impact of exchange rate variability on trade, patterns in bank lending, and trade openness and development.
Evaluation of the International Finance Corporation's Global Trade Finance Program, 2006-12
As part of its strategy to support global trade, the World Bank Group seeks to enhance trade finance in emerging markets. In 2005 the International Finance Corporation (IFC), part of the Bank Group, introduced the Global Trade Finance Program (GTFP) to support the extension of trade finance to underserved clients globally. This IEG evaluation found that overall, the GTFP was a relevant response to the demand to reduce risk in trade finance in emerging markets. The program significantly improved IFC's engagement in trade finance by introducing an open network of banks and a quick, flexible response platform to support the supply of trade finance. IEG's evaluation covers the program's operations from its inception in 2005 through FY2012. The program grew from a $500 million annual commitment to $5 billion in FY12. It accounted for 39 percent of total IFC commitments and has low costs. It accounted for 2.4 percent of IFC's capital use and 1.2 percent of its staff costs and has had no claims to date. It is profitable as well, although not to the extent originally expected, accounting for 0.6 percent of IFC's net profit. IEG found that the GTFP has particular additionality among higher-risk countries. In its early years, it was concentrated in these countries, particularly in Africa. During the global crisis, the program risk-mitigation instrument became relevant in much broader markets. Client feedback on the program has been positive. In its evaluation IEG does offer several recommendations to enhance its effectiveness, including on issues of transparency and reporting methods, as well as expanding the share of the program in needier markets. For development professionals, the lessons in this evaluation can be applied to private sector development situations, particularly mitigation of financing risks in emerging markets.
