A Reinforcement Learning Model of Multiple UAVs for Transporting Emergency Relief Supplies

In large-scale disasters, such as earthquakes and tsunamis, quick and sufficient transportation of emergency relief supplies is required. Logistics activities conducted to quickly provide appropriate aid supplies (relief goods) to people affected by disasters are known as humanitarian logistics (HL), and play an important role in terms of saving the lives of those affected. In the previous last-mile distribution of HL, supplies are transported by trucks and helicopters, but these transport methods are sometimes not feasible. Therefore, the use of unmanned aerial vehicles (UAVs) to transport supplies is attracting attention due to their convenience regardless of the disaster conditions. However, existing transportation planning that utilizes UAVs may not meet some of the requirements for post-disaster transport of supplies. Equitable distribution of supplies among affected shelters is particularly important in a crisis situation, but it has not been a major consideration in the logistics of UAVs in the existing study. Therefore, this study proposes transportation planning by introducing three crucial performance metrics: (1) the rapidity of supplies, (2) the urgency of supplies, and (3) the equity of supply amounts. We formulated the routing problem of UAVs as the multi-objective, multi-trip, multi-item, and multi-UAV problem, and optimize the problem with Q-learning (QL), one of the reinforcement learning methods. We performed reinforcement learning for multiple cases with different rewards and quantitatively evaluated the transportation of each countermeasure by comparing them. The results suggest that the model improved the stability of the supply of emergency relief supplies to all evacuation centers when compared to other models.

The U.S. government supports programs to combat global HIV/AIDS through an initiative that is known as the President's Emergency Plan for AIDS Relief (PEPFAR). This initiative was originally authorized in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 and focused on an emergency response to the HIV/AIDS pandemic to deliver lifesaving care and treatment in low- and middle-income countries (LMICs) with the highest burdens of disease. It was subsequently reauthorized in the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Lantos-Hyde Act).
Evaluation of PEPFAR makes recommendations for improving the U.S. government's bilateral programs as part of the U.S. response to global HIV/AIDS. The overall aim of this evaluation is a forward-looking approach to track and anticipate the evolution of the U.S. response to global HIV to be positioned to inform the ability of the U.S. government to address key issues under consideration at the time of the report release.

Purpose: The purpose of this paper is to propose and compare the performance of the “two” robust mathematical models, the Robust Integer Facility Location (RIFL) and the Robust Continuous Facility Location (RCFL) models, to solve the emergency response facility and transportation problems in terms of the total logistics cost and robustness.
Design/methodology/approach: The emergency response facilities include distribution warehouses (DWH) where relief goods are stored, commodity distribution points (CDP), and neighborhood locations. Authors propose two robust models: the Robust Integer Facility Location (RIFL) model where the demand of a CDP is covered by a main DWH or a backup CDP; the Robust Continuous Facility Location (RCFL) model where that of a CDP is covered by multiple DWHs. The performance of these models is compared with each other and to the Regular Facility Location (RFL) model where a CDP is covered by one main DWH. The case studies with multiple scenarios are analyzed.
Findings: The results illustrate that the RFL outperforms others under normal conditions while the RCFL outperforms others under the emergency conditions. Overall, the total logistics cost and robustness level of the RCFL outperforms those of other models while the performance of RFL and RIFL is mixed between the cost and robustness index.
Originality/value: Two new emergency distribution approaches are modeled, and evaluated using case studies. In addition to the total logistics cost, the robustness index is uniquely presented and applied. The proposed models and robustness concept are hoped to shed light to the future works in the field of disaster logistics management.

Reductions in state spending have put significant strain on communities during disasters. When hurricanes, floods and earthquakes hit, the responsibility for emergency relief is shifted from the state onto civil society. Disasters and Social Reproduction builds upon Marxist-Feminist elaborations of unwaged forms of labour, arguing that social reproduction theory is best understood as a dynamic between the state, the market and civil society. Following the long economic crisis of the 1970s, disaster relief has become increasingly reliant on the unwaged reproductive labour of ordinary people, allowing the US state to cut back on social spending, a shift that has fundamentally reconfigured the responsibilities of the state and civil society. As sea levels rise, climate change worsens and we see an increase in disaster relief led by communities, this analysis of the interrelations between state, society and grassroots initiatives, including Occupy Sandy and the American Black Cross, will prove indispensable.
