Hayek, Local Information, and Commanding Heights: Decentralizing State-Owned Enterprises in China
Hayek (1945) argues that local information is key to understanding the efficiency of alternative economic systems and whether production should be centralized or decentralized. The Chinese experience of decentralizing SOEs confirms this insight: when the distance to the government is farther, the SOE is more likely to be decentralized, and this distance-decentralization link is more pronounced with higher communication costs and greater firm-performance heterogeneity. However, when the Chinese central government oversees SOEs in strategic industries, the distance-decentralization link is muted. We also consider alternative agency-cost-based explanations, and do not find much support.

State-owned MNCs and host country expropriation risk: The role of home state soft power and economic gunboat diplomacy
Expropriation risk has a binding effect on foreign direct investment (FDI). However, state-owned multinational corporations may counter the monopoly power of the host state by leveraging the political influence of their home government. The magnitude of this counter force, we argue, may vary, depending on the strength of political relations between the home and host state, and the level of economic dependence of the host country on the home market. We find supporting evidence of our hypotheses using Chinese firm-level FDI information between 2003 and 2010.

An anatomy of state control in the globalization of state-owned enterprises
Integrating agency theory with institutional analysis in international business, we propose a state-control perspective to analyze government-control mechanisms in emerging economies' globalization of state-owned enterprises (SOEs). We identify two types of state control that influence SOEs' globalization decisions and the degree of globalization (DOG): state ownership control and executives' political connections, both of which are contingent upon the home country's evolving institutional environments. Using a two-step corporate globalization decision model and 17,272 firm -year observations of nonfinancial, Chinese-listed companies, we find a strong impact of both types of state control on SOEs' globalization, although the impacts differ between the periods before and after domestic governance reform and across different globalization decision steps. The diminishing impact of executives' political connections and the increasing impact of state ownership control on firms' DOG demonstrate the evolving relationship between the state and the managers, as well as the dynamics of state control in globalizing SOEs.
Industrial clusters and micro and small enterprises in Africa : from survival to growth
The private sector is the engine of economic growth, stimulating entrepreneurship and innovation and promoting competition and productivity. While many countries in Africa have developed private sector-driven growth strategies, private investment as a proportion of gross domestic product (GDP) is only 13 percent in Africa, significantly lower than in other regions, such as South Asia, with many low-income countries. The public sector still occupies the lion's share of economic activity in Africa. This study addresses how industrial clusters could be a springboard for the development of Africa's micro and small enterprise sector, which constitutes the bulk of the region's indigenous private sector. The successful development of industrial clusters in Asia illustrates how small enterprises can help to drive growth led by market expansion at home and abroad.
Cutting Along the Color Line
Today, black-owned barber shops play a central role in African American public life. The intimacy of commercial grooming encourages both confidentiality and camaraderie, which make the barber shop an important gathering place for African American men to talk freely. But for many years preceding and even after the Civil War, black barbers endured a measure of social stigma for perpetuating inequality: though the profession offered economic mobility to black entrepreneurs, black barbers were obliged by custom to serve an exclusively white clientele. Quincy T. Mills traces the lineage from these nineteenth-century barbers to the bustling enterprises of today, demonstrating that the livelihood offered by the service economy was crucial to the development of a black commercial sphere and the barber shop as a democratic social space.Cutting Along the Color Linechronicles the cultural history of black barber shops as businesses and civic institutions. Through several generations of barbers, Mills examines the transition from slavery to freedom in the nineteenth century, the early twentieth-century expansion of black consumerism, and the challenges of professionalization, licensing laws, and competition from white barbers. He finds that the profession played a significant though complicated role in twentieth-century racial politics: while the services of shaving and grooming were instrumental in the creation of socially acceptable black masculinity, barbering permitted the financial independence to maintain public spaces that fostered civil rights politics. This sweeping, engaging history of an iconic cultural establishment shows that black entrepreneurship was intimately linked to the struggle for equality.
