Aymara Indian perspectives on development in the Andes

Aymara Indians are a geographically isolated, indigenous people living in the Andes Mountains near Chile’s Atacama Desert, one of the most arid regions of the world. As rapid economic growth in the area has begun to divert scarce water to hydroelectric and agricultural projects, the Aymara struggle to maintain their sustainable and traditional systems of water use, agriculture, and pastoralism.
In Aymara Indian Perspectives on Development in the Andes , Amy Eisenberg provides a detailed exploration of the ethnoecological dimensions of the tension between the Aymara, whose economic, spiritual, and social life are inextricably tied to land and water, and three major challenges: the paving of Chile Highway 11, the diversion of the Altiplano waters of the Río Lauca for irrigation and power-generation, and Chilean national park policies regarding Aymara communities, their natural resources, and cultural properties within Parque Nacional Lauca, the International Biosphere Reserve.
Pursuing collaborative research, Eisenberg performed ethnographic interviews with Aymara people in more than sixteen Andean villages, some at altitudes of 4,600 meters. Drawing upon botany, agriculture, natural history, physical and cultural geography, history, archaeology and social and environmental impact assessment, she presents deep, multifaceted insights from the Aymara’s point of view.
Illustrated with maps and dramatic photographs by John Amato, Aymara Indian Perspectives on Development provides an account of indigenous perspectives and concerns related to economic development that will be invaluable to scholars and policy-makers in the fields of natural and cultural resource preservation in and beyond Chile.

Tax evasion and the rule of law in Latin America : the political culture of cheating and compliance in Argentina and Chile

Few tasks are as crucial for the future of democracy in Latin America—and, indeed, in other underdeveloped areas of the world—as strengthening the rule of law and reforming the system of taxation. In this book, Marcelo Bergman shows how success in getting citizens to pay their taxes is related intimately to the social norms that undergird the rule of law. The threat of legal sanctions is itself insufficient to motivate compliance, he argues. That kind of deterrence works best when citizens already have other reasons to want to comply, based on their beliefs about what is fair and about how their fellow citizens are behaving. The problem of \"free riding,\" which arises when cheaters can count on enough suckers to pay their taxes so they can avoid doing so and still benefit from the government's supply of public goods, cannot be reversed just by stringent law, because the success of governmental enforcement ultimately depends on the social equilibrium that predominates in each country. Culture and state effectiveness are inherently linked. Using a wealth of new data drawn from his own multidimensional research involving game theory, statistical models, surveys, and simulations, Bergman compares Argentina and Chile to show how, in two societies that otherwise share much in common, the differing traditions of rule of law explain why so many citizens evade paying taxes in Argentina—and why, in Chile, most citizens comply with the law. In the concluding chapter, he draws implications for public policy from the empirical findings and generalizes his argument to other societies in Africa, Asia, and Eastern Europe.
Education or Indoctrination? The Violent Origins of Public School Systems in an Era of State-Building

Why do modern states regulate and provide mass education? This article proposes a theory of education as a state-building tool that is deployed when mass violence threatens the state’s viability. Experiencing mass violence can heighten national elites’ anxiety about the masses’ moral character and raise concerns about the efficacy of repression or concessions alone to maintain social order. In this context, a mass education system designed to teach obedience can become an attractive policy tool to prevent future rebellion and promote long-term order. Consistent with the theory, I detect a cross-national pattern of primary education expansion following civil wars in Europe and Latin America. In a complementary study of the 1859 Chilean civil war, I show that the central government responded by expanding primary schooling in rebel provinces not as a concession but to teach obedience and respect for authority. The theory helps explain why nondemocracies often expanded mass education.

This paper examines some of the recent literature on the estimation of production functions. We focus on techniques suggested in two recent papers, Olley and Pakes (1996) and Levinsohn and Petrin (2003). While there are some solid and intuitive identification ideas in these papers, we argue that the techniques can suffer from functional dependence problems. We suggest an alternative approach that is based on the ideas in these papers, but does not suffer from the functional dependence problems and produces consistent estimates under alternative data generating processes for which the original procedures do not.

Socioeconomic inequalities in Chile during the COVID-19 pandemic: A regional analysis of income poverty

The COVID-19 pandemic caused an unprecedented economic crisis, intensifying poverty levels in Latin America, particularly in Chile. This study examines the short- and long-term socioeconomic impacts of COVID-19 on income poverty in Chile, focusing on regional disparities, rurality, ethnicity, educational attainment, and immigration. Using data from the Chile National Socioeconomic Characterization Survey (CASEN) for 2017, 2020, and 2022, we analyzed poverty trends across the pre-pandemic, pandemic, and post-pandemic periods. We employed spatial clustering techniques with Local Moran’s I to detect poverty hotspots and applied logistic regression models to identify key sociodemographic factors associated with these hotspots. Our results reveal stark regional disparities, with disproportionately higher poverty rates among rural populations, Indigenous communities, and individuals with lower education levels or immigrant backgrounds. The proportion of individuals in poverty hotspots rose from 6.8% in 2017 to 8.6% in 2020, before slightly declining to 7.7% in 2022. Although emergency monetary subsidies helped reduce overall poverty from 10.8% in 2020 to 6.5% in 2022, these measures were insufficient to address deep-rooted structural inequalities. Our findings underscore the urgent need for targeted, long-term policies that go beyond temporary financial assistance and tackle systemic disparities linked to rurality, ethnicity, education, and immigration. Such measures are essential for achieving sustainable poverty reduction and fostering inclusive economic growth in Chile.

Elite colleges and upward mobility to top jobs and top incomes

This paper asks whether elite colleges help students outside of historically advantaged groups reach top positions in the economy. I combine administrative data on income and leadership teams at publicly traded firms with a regression discontinuity design based on admissions rules at elite business-focused degree programs in Chile. The 1.8 percent of college students admitted to these programs account for 41 percent of leadership positions and 39 percent of top 0.1 percent incomes. Admission raises the number of leadership positions students hold by 44 percent and their probability of attaining a top 0.1 percent income by 51 percent. However, these gains are driven by male applicants from high-tuition private high schools, with zero effects for female students or students from other school types with similar admissions test scores. Admissions effects are equal to 38 percent of the gap in rates of top attainment by gender and 54 percent of the gap by high school background for male students. A difference-in-differences analysis of the rates at which pairs of students lead the same firms suggests that peer ties formed between college classmates from similar backgrounds may play an important role in driving the observed effects.

Banking the Unbanked? Evidence from Three Countries

We experimentally test the impact of expanding access to basic bank accounts in Uganda, Malawi, and Chile. Over two years, 17, 10, and 3 percent of treatment individuals made five or more deposits, respectively. Average monthly deposits in treatment accounts were sizable among users, corresponding to the seventy-ninth, ninety-first, and ninety-sixth percentiles of baseline savings. Survey data show no discernible intention-to-treat effects on savings or any downstream outcomes, though we cannot reject large effect sizes for active users. Results suggest that policies merely focused on expanding access to basic accounts are unlikely to improve welfare noticeably on average.
