Dams, Displacement and the Delusion of Development

Cahora Bassa Dam on the Zambezi River, built in the early 1970s during the final years of Portuguese rule, was the last major infrastructure project constructed in Africa during the turbulent era of decolonization. Engineers and hydrologists praised the dam for its technical complexity and the skills required to construct what was then the world's fifth-largest mega-dam. Portuguese colonial officials cited benefits they expected from the dam - from expansion of irrigated farming and European settlement, to improved transportation throughout the Zambezi River Valley, to reduced flooding in this area of unpredictable rainfall. \"The project, however, actually resulted in cascading layers of human displacement, violence, and environmental destruction. Its electricity benefited few Mozambicans, even after the former guerrillas of FRELIMO (Frente de Libertação de Moçambique) came to power; instead, it fed industrialization in apartheid South Africa.\" (Richard Roberts) This in-depth study of the region examines the dominant developmentalist narrative that has surrounded the dam, chronicles the continual violence that has accompanied its existence, and gives voice to previously unheard narratives of forced labor, displacement, and historical and contemporary life in the dam's shadow.

Building competitiveness in Africa's agriculture : a guide to value chain concepts and applications

Value chain–based approaches offer tremendous scope for market-based improvements in production, productivity, rural economy diversification, and household incomes, but are often covered by literature that is too conceptual or heavily focused on analysis. This has created a gap in the information available to planners, practitioners, and value chain participants. Furthermore, few references are available on how these approaches can be applied specifically to developing agriculture in Africa. 'Building Competitiveness in Africa's Agriculture: A Guide to Value Chain Concepts and Applications' describes practical implementation approaches and illustrates them with scores of real African agribusiness case studies. Using these examples, the 'Guide' presents a range of concepts, analytical tools, and methodologies centered on the value chain that can be used to design, implement, and evaluate agricultural and agribusiness development initiatives. It stresses principles of market focus, collaboration, information sharing, and innovation. The 'Guide' begins by examining core concepts and issues related to value chains. A brief literature review then focuses on five topics of particular relevance to African agricultural value chains. These topics address challenges faced by value chain participants and practitioners that resonate through the many cases described in the book. The core of the book presents methodological tools and approaches that blend important value chain concepts with the topics and with sound business principles. The tools and case studies have been selected for their usefulness in supporting market-driven, private-sector initiatives to improve value chains. The 'Guide' offers 13 implementation approaches, presented within the implementation cycle of a value chain program, followed by descriptions of actual cases. Roughly 60 percent of the examples are from Africa, while the rest come from Europe, Latin America, and Asia. The 'Guide' offers useful guidance to businesspeople, policy makers, representatives of farmer or trade organizations, and others who are engaged in agro-enterprise and agribusiness development. These readers will learn how to use value chain approaches in ways that can contribute to sound operational decisions, improved market linkage, and better results for enterprise and industry development.
Implementation strategy and cost of Mozambique’s HPV vaccine demonstration project

Background
Cost is an important determinant of health program implementation. In this study, we conducted a comprehensive evaluation of the implementation strategy of Mozambique’s school-based HPV vaccine demonstration project. We sought to estimate the total costs for the program, cost per fully immunized girl (FIG), and compute projections for the total cost of implementing a similar national level vaccination program.
Methods
We collected primary data through document review, participatory observation, and key informant interviews at all levels of the national health system and Ministry of Education. We used a combination of micro-costing methods—identification and measurement of resource quantities and valuation by application of unit costs, and gross costing—for consideration of resource bundles as they apply to the number of vaccinated girls. We extrapolated the cost per FIG to the HPV-vaccine-eligible population of Mozambique, to demonstrate the projected total annual cost for two scenarios of a similarly executed HPV vaccine program.
Results
The total cost of the Mozambique HPV vaccine demonstration project was $523,602. The mean cost per FIG was $72 (Credibility Intervals (CI): $62 - $83) in year one, $38 (CI: $37 - $40) in year two, and $54 CI: $49 - $61) for years one and two. The mean cost per FIG with the third HPV vaccine dose excluded from consideration was $60 (CI: $50 - $72) in year one, $38 (CI: $31 - $46) in year two, and $48 (CI: $42 - $55) for years one and two. The mean cost per FIG when only one HPV vaccine dose is considered was $30 (CI: $27 - $33)) in year one, $19 (CI: $15–$23) in year two, and $24 (CI: $22–$27) for both years. The projected annual cost of a two-and one-dose vaccine program targeting all 10-year-old girls in the country was $18.2 m (CI: $15.9 m - $20.7 m) and $9 m (CI: $8 m - $10 m) respectively.
Conclusion
National adaptation and scale-up of Mozambique’s school-based HPV vaccine strategy may result in substantial costs depending on dosing. For sustainability, stakeholders will need to negotiate vaccine price and achieve higher efficiency in startup activities and demand creation.

Sub-Saharan Africa is often considered to be the last global macro-region in the world to go through a rapid urbanization process, leading to the majority of the population living in cities and towns. Despite common misunderstandings to the contrary, the urbanization process in this region has historic roots, and although this has accelerated in the post-colonial era, it continues to display distinctive spaces and forms due to particular political, economic, social, and cultural contexts. This book explores the features of recent urbanization in sub-Saharan Africa through a remarkably detailed and wide-ranging case study of Mozambique's capital city Maputo, including longitudinal physical and socio-economic factors as well as an ethnographic inquiry into cultural attitudes. The findings of this study reflect not only the weakness of state capacity in the region in urban intervention, but also the continued basis for urban development activity by residents, in social and economic terms as well as the importance of culturally constructed identities and social relations. Maputo and cities like it are very much a collective \"urban\" in the making - and the final form that they take remains to be seen in terms of urbanism and urbanity.

Paul Jenkins is an architect, planner, and social researcher who has worked during most of the past 40 years on a wide range of aspects in the built environment: architecture, construction, housing, planning and urban studies. Until recently he was Professor of Architecture Research at the Edinburgh School of Architecture and Landscape Architecture, The University of Edinburgh, UK, and concurrently Professor of Architecture and Human Settlements in the School of the Built Environment, Heriot-Watt University, UK, as well as Visiting Professor at the University of Sao Paulo, Brazil. He is now Head of the School of Architecture & Planning at the University of Witwatersrand, South Africa, and continues as Visiting Professor at Eduardo Mondlane University, Mozambique.

Background
Since 2012 Gavi, the Vaccine Alliance has provided financial support for HPV vaccine introduction in low- and middle-income countries (LMICs); however, funding has been contingent on establishing a demonstration project prior to national scale-up, in order to gauge effectiveness of delivery models. Although by 2016, most beneficiary countries had completed demonstration projects, few have scaled up delivery nationwide. An important barrier was the dearth of published, country-specific implementation recommendations. We employed the Consolidated Framework for Implementation Research (CFIR) as a lens to identify drivers of heterogeneous (dissimilar) implementation performance during Mozambique’s 2-year demonstration project. Mozambique presents a compelling example as the country conducted demonstration projects in three different districts with extremely different economic resources and sociocultural practices.
Methods
A post implementation interpretive evaluation was undertaken. Forty key informant interviews were conducted with district and health facility immunization staff, Ministry of Education managers, and teachers across the three demonstration districts, central level informants from MOH, research institutes, and immunization program partners. We compared valence and strength ratings of CFIR constructs, across diverse implementation sites, so as to explain drivers and barriers to implementation success. Two researchers coded separately, and subsequent content analysis followed pre-defined CFIR construct themes.
Results
Eighteen constructs emerged from informants’ responses as implementation influencers. Adaptability was identified as an important construct because delivery modalities needed to meet differing levels of girls’ school attendance. Expanding outside of school-based delivery was needed in the low-performing district, making the vaccine delivery process more complex. Available resources varied across the three sites, with one site receiving direct Gavi support, while others received primarily state-based support. These latter sites reported considerably more implementation bottlenecks, in part related to weaker infrastructural characteristics and insufficient organizational incentives. Health workers’ beliefs in importance of vaccines and an organizational culture of making personal sacrifice for immunization program activities drove implementation performance. Advocacy and social mobilization through the right opinion leaders and champions generated higher demand.
Conclusion
HPV vaccination presents a pertinent opportunity for the prevention of cervical cancer in Mozambique, sub-Saharan Africa, and other LMICs. However, important barriers to broad-scale implementation exist. We recommend the development of local and global strategies to overcome barriers and facilitate its expanded utilization.

Invisible Losses and the Logics of Resettlement Compensation

The necessity of compensating people negatively affected by conservation and other development projects has been widely acknowledged. It is less widely acknowledged that because conventional compensation assessments focus on material resources and their economic equivalents, many important losses incurred by resettlers are invisible to project authorities. Through ethnographic observations and interviews, we documented losses identified by people facing resettlement from Mozambique's Limpopo National Park. We also examined resettlement planning documents to determine why decision makers’ assessments of natural resource use and value neglect losses residents identified as critical. Identifying, preventing, and mitigating invisible losses in resettlement planning necessitates a better understanding of intangible benefits residents derive from resources, which are often as or more important than their readily apparent material properties. These benefits include but are not limited to decision‐making authority linked to owning land versus having the use of fields; ancestral identity and social belonging linked to gravesites; the importance of tree roots that provide a powerful sense of security because they suppress hunger in periods of scarcity; and the importance of people's location within social networks and hierarchies as they determine the benefits versus risks that will be incurred through resettlement.

Exploring synergies between the 2030 Agenda for sustainable development and involuntary resettlement guidelines: the case of Mozambique’s natural gas project

This paper explores synergies between the 2030 Agenda for Sustainable Development, comprised of 17 Sustainable Development Goals (SDGs) as its roadmap, and existing involuntary resettlement guidelines. On one hand, the 2030 Agenda for Sustainable Development views displacement as a humanitarian problem but fails to address the potential effects of SDG-induced processes of economic and physical displacement and involuntary resettlement. On the other, involuntary resettlement guidelines pay limited attention to the sustainable development of resettled people as well as to the society in which resettlement becomes embedded. This paper explores possibilities to establish synergies between the SDGs and involuntary resettlement by drawing on the case of Mozambique’s liquefied natural gas (LNG) project, which was showcased in the Government of Mozambique’s 2020 Voluntary National Review (VNR) of SDG progress. The paper will critically analyse how Mozambique as a ‘donor darling’ remains silent about displacement and resettlement processes induced by an LNG project that is used to show its commitment to multiple SDGs. The paper shows that there is a misalignment between how SDGs are used to evaluate a development project and how involuntary resettlement guidelines are applied to the same project. The paper argues that, to truly ‘leave no one behind’, the SDGs and involuntary resettlement guidelines need to be realigned by integrating SDG-induced displacement and resettlement into SDG10 on migration and inequality, into SDG16 on conflicts, and SDG17 on global partnerships.

Agriculture accounts for the largest share of anthropogenic methane emissions. Rice paddy fields emit a significant amount of methane gas worldwide. Changing paddy water management practices has an enormous potential to reduce greenhouse gases. The clean development mechanism (CDM) project uses a market mechanism to reduce methane through private participation. There are various risks associated with private investment in CDM projects, although carbon credits as an economic incentive assist in mitigating some of these risks. Farmer participation plays a key role in the success of paddy water management projects in rural areas; however, despite the significant potential to reduce global methane emissions, very few projects have been implemented. When designing a Sustainable Development Mechanism (SDM) system, it is crucial to understand why the market mechanism in the existing CDM projects has failed. This study identifies and categorizes the risks and barriers to paddy water management in CDM projects and analyzes risk management options in CDM projects in India, Indonesia, and Mozambique. The results of this study showed that aside from economic risks, barriers to the application of technology in the field pose critical risks. The lack of knowledge and implementation experiences in rural areas increases barriers to practice. This in turn causes risk of difficulties in technology transfer which can be alleviated by improving awareness and introducing new knowledge through education and training in rural project implementation. Additionally, we highlight the importance of international efforts to build governance between the private and public sectors and promote technology transfers through multi-stakeholder engagement. This study provides specific information to encourage methane reduction worldwide and vitalize rice paddy water management in carbon reduction projects.

Outcomes and Cost-Effectiveness of Integrating HIV and Nutrition Service Delivery: Pilots in Malawi and Mozambique

This paper provides the first estimates of impact and cost-effectiveness for integrated HIV and nutrition service delivery in sub-Saharan Africa. HIV and undernutrition are synergistic co-epidemics impacting millions of children throughout the region. To alleviate this co-epidemic, UNICEF supported small-scale pilot programs in Malawi and Mozambique that integrated HIV and nutrition service delivery. We use trends from integration sites and comparison sites to estimate the number of lives saved, infections averted and/or undernutrition cases cured due to programmatic activities, and to estimate cost-effectiveness. Results suggest that Malawi’s program had a cost-effectiveness of $11–29/DALY, while Mozambique’s was $16–59/DALY. Some components were more effective than others ($1–4/DALY for Malawi’s Male motivators vs. $179/DALY for Mozambique’s One stop shops). These results suggest that integrating HIV and nutrition programming leads to a positive impact on health outcomes and should motivate additional work to evaluate impact and determine cost-effectiveness using an appropriate research design.
