The diaspora and returnee entrepreneurship : dynamics and development in post-conflict economies

\"This book analyses the role that the diaspora play when returning as entrepreneurs to their homeland. Returnee entrepreneurs are defined as individuals who have moved away from their home country and lived as part of the diaspora, and have later returned home to live, invest or both. With increased movements of people around the world, the role of transnational economic activity is becoming ever more significant, yet little is still understood about the motivations and contribution of those who return to their homeland to undertake entrepreneurial activity. The book examines return to post-conflict economies, with the returnees initially forced to move due to war. In doing so, it examines policy approaches to return, the intentions of returnees and highlights the important role that emotional attachment plays in harnessing return. The book recognises the undoubted potential of diaspora entrepreneurs to benefit their homeland. Yet it also recognises the challenges in doing so. Not all diaspora entrepreneurship will be beneficial. Not all policy interventions will be effective, despite good intentions. Globalization, Brain Drain, and Development

This paper reviews four decades of economics research on the brain drain, with a focus on recent contributions and on development issues. We first assess the magnitude, intensity, and determinants of the brain drain, showing that brain drain (or high-skill) migration is becoming a dominant pattern of international migration and a major aspect of globalization. We then use a stylized growth model to analyze the various channels through which a brain drain affects the sending countries and review the evidence on these channels. The recent empirical literature shows that high-skill emigration need not deplete a country's human capital stock and can generate positive network externalities. Three case studies are also considered: the African medical brain drain, the exodus of European scientists to the United States, and the role of the Indian diaspora in the development of India's information technology sector. We conclude with a discussion of the implications of the analysis for education, immigration, and international taxation policies in a global context.

Life Earnings and Rural‐Urban Migration

This paper is a theoretical study of rural‐urban migration—urbanization—as it has occurred in many low‐income economies in the postwar period. This process is viewed as a transfer of labor from a traditional, land‐intensive technology to a human capital–intensive technology with an unending potential for growth. The model emphasizes the role of cities as places in which new immigrants can accumulate the skills required by modern production technologies.

Marriage Migration and Inequality in India, 1983-2008

Using National Sample Survey data from 1983 to 2007-08, we investigate rising rates of female marriage migration in India. We find little evidence to support the idea that marriage migration is a form of disguised economic migration by women. We hypothesise that it is instead a result of the changing patterns of marriage by socioeconomic status. Regression analysis indicates that poor families are increasingly more likely to have brides who in-migrate, a finding that is robust across a sectoral disaggregation of marriage migration. We also find that urban inequality increases the likelihood of migration by intensifying class stratifications within urban India, increasing the need for poorer urban households to seek migrant brides. Marriage thus serves to reinforce rather than undermine larger patterns of class (and not just caste) inequality.

The Labor Market Impacts of Forced Migration

During the 1990s the Kagera region of Tanzania experienced a forced migration shock. A series of geographical barriers led to a higher concentration of forced migrants in some parts of the region relative to others, resulting in a natural experiment. Using panel data (pre and post forced migration shock), we find that greater exposure to the refugee shock resulted in Tanzanians having a lower likelihood of working outside the household as employees. However, employees more affected by the shock had a higher probability of being in professional occupations and being part of a pensions program.

Economic Migration and Urban Citizenship in China: The Role of Points Systems

The conversion of a hukou (household registration) from one locale to another in China requires official approval, a process subject to conditions set out in numerous regulations. This article examines the role of points systems for selecting economic migrants eligible for an urban hukou in several provinces. Using the points systems, city governments prioritize human resources and capital, which they consider to be the key to economic prosperity, over social objectives. Meanwhile the majority of migrants, who participate in urban employment without official registration, are treated as necessary contributors to the economy but not as qualified beneficiaries of it. It remains to be seen, with a wider application of points systems in more Chinese cities, whether the hukou system will evolve to make urban citizenship less exclusive and more equitable. The article provides detailed examples, at the province and city level, of rating schemes for qualifying for an urban hukou.
