The evolution of electronic procurement : transforming business as usual
This book responds to the increasing speed with which the domain of electronic procurement has been evolving, as well to the significant advances predicted to take place in the near future. Covering the fundamentals of electronic procurement as well as advanced applications, the main focus is on the critical importance of information technology for modern supply management professionals. Tracing the evolution of electronic procurement over the last 20 years, the book illustrates how the concept has evolved from a novel idea into a standard approach that cannot be neglected, fundamentally transforming business as usual. The transformation is highlighted by the evolution of online reverse auctions, as well as the ensuing expansion of technology to virtually all aspects of strategic sourcing in the form of integrated electronic sourcing suites. Several advances and new applications of electronic procurement are presented, with an emphasis on how social media can be leveraged for supply management and its associated significant potential.
Electronic procurement adoption and procurement performance: does institutional quality matter?
PurposeElectronic procurement has received primacy as one of the significant reforms to help fight corruption and inefficiencies in the public sector across countries. The purpose of this paper is to examine the effect of electronic procurement adoption on procurement performance. Additionally, the paper examines the moderating role of institutional quality in the relationship between electronic procurement and procurement performance.Design/methodology/approachThe study applied an explanatory design and a quantitative research approach. Also, the study relied on UTAUT and institutional theory to develop a test research model using 121 responses from public entities in Ghana. Hypothesised paths were investigated using structural equation modelling.FindingsThe findings revealed that electronic procurement adoption positively and significantly affects procurement performance. Also, the findings indicated that institutional quality positively and significantly affects electronic procurement adoption and procurement performance, respectively. Lastly, the findings proved that institutional quality moderates the relationship between electronic procurement adoption and procurement performance.Research limitations/implicationsThe study focused on public procurement entities in the Greater Accra Region – Ghana. The study contributes to adopting electronic procurement, institutional quality, and procurement performance literature. The study also extends the UTAUT and the institutional theory to African public entities. The study reechoes the importance of institutional quality in developing economies to enhance electronic procurement adoption.Originality/valueTo the best of the researcher’s knowledge, this is the first study that examines the moderating role of institutional quality in the relationship between electronic procurement adoption and procurement performance.
Modeling the influence patterns of barriers to electronic procurement technology usage in construction projects
PurposeThis study aims to investigate the dynamic influences of clustered barriers that hinder electronic procurement technology (EPT) implementation in construction procurement, using the neuro-fuzzy system.Design/methodology/approachA comprehensive literature review was conducted and 21 barriers to EPT implementation within construction projects were identified. Based on an expert survey, 121 datasets were gathered for this study. Using mean and normalization analysis for the datasets, 15 out of the 21 barriers were deemed to have critical influences in EPT barriers phenomenon. Subsequently, the critical barriers were classified into five groups: human-related; technological risk-related; government-related; industry growth-related; and financial-related. The relationships and influence patterns between the groups of barriers to EPT implementation were analyzed using the neuro-fuzzy system. Furthermore, sensitivity analysis was performed to examine the dynamic influence levels of the barriers within the hindrance level composition.FindingsThe results reveal that addressing one barrier group does not reduce the high levels of hindrances experienced in EPT implementation. However, addressing at least two barrier groups mostly tends to reduce the hindrance levels for EPT implementation. Further, this study revealed that addressing some barrier group pairings, such as technological risk-related and government-related barriers, while other barrier groups remained at a high level, still resulted in high levels of hindrances to EPT implementation in construction procurement.Research limitations/implicationsThis study provides insights for researchers to help them contribute to the development of theory with contemporary approaches based on the influence patterns of barrier interrelationships.Practical implicationsThis study provides a model that would help practitioners and decision makers in construction procurement to understand and effectively determine the complex and dynamic influences of barrier groups to EPT uptake, for the development of suitable mitigation strategies.Originality/valueThis study provides novel insights into the complex influence patterns among grouped barriers concerning EPT adoption in the construction industry. Researchers and practitioners are equipped with knowledge on the influence patterns of barriers. This knowledge aids the development of effective strategies that mitigate the combined groups of barriers, and promote the wider implementation of EPT in the construction industry.
Organizational Assimilation of Electronic Procurement Innovations
We investigate the assimilation of electronic procurement innovations (EPIs) and its impact on procurement productivity in buyer organizations. We identify online reverse auctions, electronic catalog management, electronic order fulfillment, and electronic payment and settlement as moderate complements for the performance of the procurement process. We develop a theoretical model that is informed by the literature on innovation assimilation and by structuration theory to explain the aggregated assimilation of EPIs. Our empirical study is based on survey data collected about EPIs from 166 buyer firms. Based on our analysis, we isolate the organizational, technological, and interorganizational factors that shape the meta-structures for the aggregated assimilation of EPIs. Our results also provide evidence of a substantial impact of the assimilation of these innovations on procurement productivity. Our post hoc analysis provides insights on differences across stages and across EPIs on the factors and meta-structures that enable assimilation.
Critical success factors and implementation strategies for B2B electronic procurement systems in the travel industry
Purpose Internet-based business-to-business electronic procurement (B2B e-procurement) systems are rapidly becoming the primary platform for interorganizational transactions and the delivery of products and services in the travel and tourism industries. Therefore, the purpose of this study is to investigate the critical success factors (CSFs) and implementation strategies for B2B e-procurement systems in travel agency supply chains. Design/methodology/approach This study developed a multifaceted evaluation framework that draws on the relevant literature and the technology–organization–environment framework. The CSFs underlying B2B e-procurement adoption were identified using hybrid criteria decision-making methods. Purposive sampling was used, and 49 valid questionnaires were obtained from retail travel agencies in Taiwan. Findings The results reveal that the top four CSFs are system stability, system reliability, sales dynamics and product line availability. By focusing on these CSFs, travel wholesalers can most effectively allocate their limited resources to provide an extensive range of products and services to their clients, improve e-procurement services and enhance interorganizational collaboration in travel agency supply chains. Electronic procurement adoption, usage and performance: a literature review
PurposeDespite the substantial research in the domain of electronic procurement adoption, usage and performance (EP AUP), there is no structured review of these studies and most of the literature is in fragmented form. Therefore, the purpose of this paper is to investigate and synthesize EP AUP research in the past two decades and map key research approaches, prevailing theories and antecedents used by researchers to study EP AUP at the individual user and organizational level.Design/methodology/approachTo evaluate and comprehend past and current patterns/themes in the EP AUP research area, a systematic literature review is undertaken. Significant peer-reviewed studies covering three categories – adoption, usage and performance and seven classification criteria are critically reviewed.FindingsThe findings reveal that most investigators mainly used “technology acceptance model,” “technology–organization–environment” framework and their extensions, demonstrating that “perceived ease of use,” “perceived usefulness,” “trust,” “organizational size,” “organizational readiness” and “behavioral intentions” are the most critical drivers of EP AUP.Research limitations/implicationsFor researchers and practitioners, the review highlights a taxonomy of contextual factors to be considered for successful EP AUP. It further makes suggestions for future research meeting challenges of Industry-4.0.Originality/valueTo the best of the authors’ knowledge, this is the first systematic literature review undertaken in the field of EP that studies it from three different perspectives. It further builds on the determinants of EP AUP and classifies them in four distinct categories: organizational, individual, information system level and environmental.
Social Influences' Effects on Malaysia's SMEs' Public Electronic Procurement Usage
The objective of this paper is to investigate the acceptance of public electronic procurement (PEP) in the post introduction phase. The PEP introduced in the year 2000 and served to link up stakeholder of public procurement from various government agencies with Malaysia's private company. The research set out to examine factors including performance expectancy, effort expectancy, facilitating conditions, social influences, and hesitation with direct relationship of perception in using public e-procurement. Unified technology acceptance and use of technology (UTAUT) variables were used. This study tends to have a direct relationship from the four factors in using PEP as modified original UTAUT set-up. To advance contribution in theory and future research, this study trying to refine the original UTAUT model from behavioural intention to actual usage of information system (IS) into a direct measure of the small and medium enterprises (SMEs) perception in using PEP. This study formalised an alternative theoretical model for explaining UTAUT framework using Smartpls 3. Hence, the studies of technology acceptance are a major stream of research in the information system. This paper found that social influences together with performance expectancy and effort expectancy are influencing usage of PEP among Malaysian's SMEs. The findings suggest that social influences play the highest influences in the Malaysia's SMEs perception in using PEP.
The Electronization of Procurement in Russia: The Implementation Results and Barriers to Development
Introduction: the level of digitalization of the Russian economy achieved so far contributes to the formation of a digital platform for the public administration, whose further improvement will undoubtedly accelerate and simplify the interaction of the state with business. In recent years, the procurement sector has also been reformed in this direction: its electronization has been carried out, whose important stage has been the creation of a Unified Information System. The relevance of studying the results of these reforms lies in the need to identify the barriers to the development of electronic procurement, whose transformation into digitalization will certainly contribute to improving the efficiency of Russia’s economic development. The purpose of the study is to assess the effectiveness of the electronic procurement system in Russia and to identify the factors hindering its development to develop proposals for its improvement. Methods: the methodological framework for the study is statistical and theoretical analysis, synthesis, comparison. Results: the paper presents the assessment results of the effectiveness of the electronic procurement system in Russia, its role in the country’s economy, as well as the factors hindering its development. In the course of the analysis, the main characteristic features of the modern procurement system are highlighted; the relative savings in procurement are investigated. Conclusions: among the key shortcomings, the instability of the legislation in procurement and the wrong orientation of efforts to improve the functioning of the Russian procurement system are identified. The results obtained can serve as a basis for the development of proposals for its further development.
Success Factors and Impacts of Mobile Business Applications: Results from a Mobile e-Procurement Study
Based on the concept of task/technology fit, a research framework and exploratory case study are presented that assess success factors and impacts of mobile business applications. Preliminary empirical evidence for the applicabilit y of the framework was obtained for a mobile electronic procurement system implemented at a Fortune 100 company. For different user groups, the relationships between the characteristics of technology and tasks, usage, and organizational impacts were analyzed. The results indicate a need for simple but highly functional mobile applications that complement existing information systems. The study provides a basis for further research to improve the design and management of business applications based on emerging technologies.
