FROM BREAD AND ROSES TO #METOO
A central assumption in industrial relations theory is that conflict is rooted in an enduring difference between the interests of labor and management. In recent years, the reality of work has changed for many, and scholarship has called attention to overlooked dimensions of conflict that depart from this assumption. The authors account for these developments with the concepts of multiplicity and distance. Multiplicity means that a broad range of actors bring diverse goals, tied to identities and values in addition to interests, to the employment relationship. The competing and fluid motivations that stem from these goals alter how actors individually and collectively name conflict. Distance reflects a growing rift between those who control work and those who labor, rooted in prevailing organizational forms and practices and the transformation of institutions. Distance alters actors’ interdependence and their perceived and actual power in addressing conflict. From these observations, the authors derive propositions suggesting directions for research and theory regarding conflict and the institutions through which actors balance goals.

Assembled in Japan investigates one of the great success stories of the twentieth century: the rise of the Japanese electronics industry. Contrary to mainstream interpretation, Simon Partner discovers that behind the meteoric rise of Sony, Matsushita, Toshiba, and other electrical goods companies was neither the iron hand of Japan's Ministry of International Trade and Industry nor a government-sponsored export-led growth policy, but rather an explosion of domestic consumer demand that began in the 1950s. This powerful consumer boom differed fundamentally from the one under way at the same time in the United States in that it began from widespread poverty and comparatively miserable living conditions. Beginning with a discussion of the prewar origins of the consumer engine that was to take off under the American Occupation, Partner quickly turns his sights on the business leaders, inventors, laborers, and ordinary citizens who participated in the broadly successful effort to create new markets for expensive, unfamiliar new products. Throughout, the author relates these pressure-cooker years in Japan to the key themes of twentieth-century experience worldwide: the role of technology in promoting social change, the rise of mass consumer societies, and the construction of gender in advanced industrial economies.
Surviving on the Brink: New Zealand Workers, Unions and Employment Relations, 1991–2008
New Zealand's Fourth Labour Government (1984-90) implemented a remarkably rapid process of economic privatisation, decentralisation and deregulation. However, it was only under the National Party Government (1990-99) that this process was extended comprehensively to employment relations, with its Employment Contracts Act 1991 (ECA). The ECA had devastating impacts on union membership, collective bargaining and employment conditions. The election of a Labour-led government in 1999, followed by its Employment Relations Act 2000 (ERA), promised a less hostile climate for workers and unions. This paper examines employment relations in New Zealand under these two legislative regimes, from 1991 to 2008. First, it evaluates how the ECA's largely decentralised, deregulated environment transformed employment relations and how workers, unions and employers responded to it. Second, it assesses how the ERA contributed to a cultural change that encouraged workers, unions and employers to develop more strategic approaches to employment relations. It illustrates how this change, coupled with the introduction of important statutory entitlements for all workers, helped to prevent any resurgence of the right-wing politics that fuelled the ECA.
Ethnic minorities and industrial change in Europe and North America
Western industrial societies have undergone a massive transformation since the 1980s, and this is particularly noticeable in the older cities whose economies were based on labour intensive industry. In the period following World War II racial and ethnic minorities, who migrated from overseas or from the rural areas within the same country, formed a pool of low-paid labour upon which the prosperity of the industrial city depended. With the subsequent reorganisation of these economics, industrial production shifted overseas, while the new technological industries expanded locally, requiring fewer, and better skilled workers. The consequence for those seemingly excluded from the prosperity of the post-industrial age has been disastrous. In this collection of essays, edited by Malcolm Cross, leading authorities compare the situation of racial minorities in the post-industrial cities of Europe and North America, and examine ways in which their position can be ameliorated. The authors ask whether it is true that racial discrimination is no longer the main problem to be overcome in combating racial inequality, and consider whether racial minorities should remigrate in search of work, or concentrate their efforts in developing the kind of skills required by the new technology. They suggest that failure to find a solution that ensures greater equality for racial minorities may inevitably lead to a ghetto society where cities are the focus of unrest and urban rioting.

Liberal Protectionism
What does organized trade portend for the future of the post-World War II trading order? Are we seeing a transition from liberalism to protectionism? These questions are central to Vinod K. Aggarwal's penetrating analysis of conflict and cooperation in trade among developed and less developed countries. In his examination of the evolution of organized trade, Aggarwal specifically analyses international regimes in textile and apparel trade. The author uses an original theoretical approach to investigate international regimes. Why are regimes desirable? Aggarwal shows how such accords can protect broader arrangements, allow countries to control one another's behavior, and minimize information and organization costs in negotiations. Several factors account for the form of regimes. The strength of regimes is enhanced by an asymmetry of international power. A hegemon is more willing and able to maintain a regime. Both the nature and scope of regimes are determined by the relative degree of trade competition and cognitive consensus among actors. As trade competition increases, and actors decide to link related issues, regimes become more protectionist in their goals and wider in their coverage. Aggarwal's theory successfully accounts for the transformation of international regimes in textile trade, demonstrating the importance of systematically incorporating international level factors into our theories. His empirical work is based on extensive archival research and interviews with key negotiators. Aggarwal concludes that the pattern of international cooperation which evolved in textile trade provides a portrait of the future for trade in other industrial sectors. He finds the trend of arrangements in textile trade disturbing and argues that organized trade will not prevent-and may in fact promote a slide from liberalism to protectionism. Regimes originally developed to counter protectionism may evolve into systems of organized protection that encourage neither efficiency nor equity. A lucid analysis of recent historical developments in textile trade, this study sheds light on the movement toward increasing protection in other sectors of trade as well. It is a significant work that will prove valuable to those who study international trade and regimes.
