The path to sustained growth : England's transition from an organic economy to an industrial revolution

Low-carbon Transitions and the Reconfiguration of Urban Infrastructure

Over the past decade, a growing body of research has examined the role of cities in addressing climate change and the institutional and political challenges which they encounter. For the most part, in these accounts, the infrastructure networks, their material fabric, everyday practices and political economies, have remained unexamined. In this paper, it is argued that this is a critical omission and an approach is developed for understanding how urban responses to climate change both configure and are configured by infrastructure networks. Central to any such analysis is the conception of how and why (urban) infrastructure networks undergo change. Focusing on urban energy networks and on the case of London, the paper argues for an analysis of the 'urban infrastructure regimes' and 'experiments' through which climate change is governed. It is found that climate change experiments serve as a means through which dominant actors articulate and test new 'low-carbon' logics for urban infrastructure development. It is argued that experiments work by establishing new circuits, configuring actors in new sets of relations and through these means realising the potential for addressing climate change in the city. At the same time, experiments become sites of conflict, a means through which new forms of urban circulation can be confined and marginalised, leaving dominant energy regimes (relatively) intact.

The Intermediary Organisation of Low Carbon Cities

Making a low carbon economic future for the UK has been declared a key priority by both the previous Labour government and also the current coalition government. Yet there is a large gap between the symbolic representations of a low carbon future and their material manifestations in low carbon technologies and infrastructure in particular places. This paper addresses this gap through focusing on the organisation of urban low carbon transition activity. There is often significant capacity to act in reconfiguring urban energy systems that remains latent due to a missing organisational context for its co-ordination according to a mutually defined rationale or vision. This paper develops a conceptual framework to demonstrate and understand different modes of urban energy intermediation. Examples are used of intermediary organisation in London and Manchester to understand the strengths and partiality of each mode of intermediation and the necessity to integrate these different aspects of urban intermediary governance.

Creating New Paths? Offshore Wind, Policy Activism, and Peripheral Region Development

This article extends economic geography research on path creation by developing a conceptual framework that moves beyond existing firm-centric accounts and connects to a wider array of actors and multiscalar institutional contexts that mediate the emergence and development of growth paths. As part of a broader understanding of social and institutional agency, the approach specifically redresses the apparent neglect of the multiple roles of the state and public policy interventions in research on path creation. The framework is used to interpret more than 30 years of path-creation activities that have placed the peripheral region of North East England at the forefront of the United Kingdom's burgeoning offshore wind sector. The empirical findings reveal how a variety of path-creation mechanisms have served to shape, and be shaped by, successive causal episodes of complex and geographically situated social agency. Emerging from an episode of entrepreneurial activity, the path's creation was subsequently catalyzed by a decade of strategic and contextual regional policy intervention before a radical restructuring of economic development governance in the United Kingdom created a policy vacuum for the path's development. The analysis of the policy-on, policy-off episodes illustrates the potential agency of evolutionary inspired policy interventions in supporting mechanisms of path creation and reveals a varied set of implications for the cohesion and embeddedness of the path's development.

The Rise and Fall of Energy Democracy: 5 Cases of Collaborative Governance in Energy Systems

A wide range of actors are seeking to democratize energy systems. In the collaborative governance process of energy system transitions to net zero, however, many energy democracy concepts are watered down or abandoned entirely. Using five renewable energy case studies, we first explore the diversity of energy democratizing system challengers and bottom-up actors. Secondly, we analyze the role of conflict and challenges arising from the subsequent collaborative governance process and identify what appear to be blind spots in the CG literature. Our case studies on Berlin (GER), Jena (GER), Kalmar (SWE), Minneapolis (US) and Southeast England (UK) include different types of policy processes and actors. They suggest that actors championing energy democracy principles play an important role in opening participation in the early stages of collaborative energy transition governance. As collaborative governance progresses, participation tends to be increasingly restricted. We conclude that collaborative processes by themselves are insufficient in maintaining energy democracy principles in the energy transition. These require institutional embedding of participative facilitation and consensus building. The Kalmar case study as our only successful example of energy democracy suggests that a more intermediated and service-oriented approach to energy provision can create a business case for democratizing energy provision through collaborative governance.

Yield and spatial supply of bioenergy poplar and willow short-rotation coppice in the UK

Limited information on likely supply and spatial yield of bioenergy crops exists for the UK. Here, productivities are reported of poplar (Populus spp.) and willow (Salix spp.) grown as short-rotation coppice (SRC), using data from a large 49-site yield trial network. A partial least-squares regression technique was used to upscale actual field trial observations across England and Wales. Spatial productivity was then assessed under different land-use scenarios. Mean modelled yields ranged between 4.9 and 10.7 oven-dry tonnes (odt) ha⁻¹ yr⁻¹. Yields were generally higher in willow than in poplar, reflecting the susceptibility of older poplar genotypes to rust and their tendency for single stem dominance. Replacing 10% of arable land, 20% of improved grassland and 100% of set-aside grassland in England and Wales with the three most productive genotypes would yield 13 Modt of biomass annually (supplying 7% of UK electricity production or 48% of UK combined heat and power (CHP) production). Results show existing SRC genotypes have the immediate potential to be an important component of a mixed portfolio of renewables and that, in future, as new and improved genotypes become available, higher yields could extend this potential further.

Supply, Demand and the Value of Green Buildings

Attention to 'sustainability' and energy efficiency rating schemes in the commercial property sector has increased rapidly during the past decade. In the UK, commercial properties have been certified under the BREEAM rating scheme since 1999, offering fertile ground to investigate the economic dynamics of 'green' certification in the commercial property market. This paper documents that, over the 2000–09 period, the expanding supply of green buildings within a given London neighbourhood had a positive impact on average rents and prices, but reduced rents and prices for environmentally certified real estate. The results suggest that there is a gentrification effect from green buildings. However, each additional \"green\" building decreases the marginal effect of certification in the rental and transaction markets by 2 per cent and 5 per cent respectively. In addition, controlling for lease contract features, like contract length and the rent-free period, modifies the impact of environmental certification on rental prices.

Microgeneration technologies offer the potential for distributed energy supply and consumption resulting in reduced reliance on centralised generation. Adoption of microgeneration for use in community settings is usually understood as having a beneficial contribution to sustainable development. This is particularly relevant in urban environments which present specific challenges relating to the heterogeneity of building and land use. Small-scale installations in buildings also appear to offer technological flexibility at the 'human' level, necessary for local participation in shaping the direction of sustainable development. This paper reports on a project concerned with identifying on-site energy generation projects in Greater London. A database was compiled comprising renewable and energy efficient microgeneration installations in multi-occupancy buildings. The relationships between each project and its associated organisations are mapped as a social network, which illustrates the heterogeneity of technologies and actors involved, as well as the flows of funding and expertise. The structure of the resulting networks indicates a lack of participation by social or not-for-profit groups who are traditionally identified as community level actors. The findings indicate that large institutional actors on the supply side may become regarded as renewable energy experts. Hence, there is a need to consider how the concept of community level actors in urban microgeneration projects is applicable to local government and commercial organisations.

Community Energy Companies in the UK: A Potential Model for Sustainable Development in “Local” Energy?

The rise of renewable energy sources (RES) comes with a shift in attention from government and market energy governance to local community initiatives and self-regulation. Although this shift is generally welcome at domestic and EU level, the regulatory dimension, at both levels, is nevertheless not adapted to this multi-actor market since prosumers are not empowered and energy justice is far from achieved. The rise, in the UK, of Community Interest Companies (consumers and local actors’ collectives) in the energy sector provides an interesting perspective as it allows a whole system’s view. Research was conducted with six energy community organizations in the South West of England in order to evaluate their role and identity and assess whether this exemplar of “the rise of a social sphere in regulation” could be used as a model for a more sustainable social approach to the governance of economic relations. Findings illustrate that such organizations undoubtedly play an important role in the renewable energy sector and they also help to alleviate some aspects of “energy injustice”. Yet, the failure to recognize, in terms of energy policy, at domestic and EU level, the importance of such actors undermines their role. The need to embed and support such organizations in policy is necessary if one is to succeed to put justice at the core of the changing energy landscape.

The potential benefits of gaining body muscle for cardiovascular disease (CVD) susceptibility, and how these compare with the potential harms of gaining body fat, are unknown. We compared associations of early life changes in body lean mass and handgrip strength versus body fat mass with atherogenic traits measured in young adulthood.
Data were from 3,227 offspring of the Avon Longitudinal Study of Parents and Children (39% male; recruited in 1991-1992). Limb lean and total fat mass indices (kg/m2) were measured using dual-energy X-ray absorptiometry scans performed at age 10, 13, 18, and 25 y (across clinics occurring from 2001-2003 to 2015-2017). Handgrip strength was measured at 12 and 25 y, expressed as maximum grip (kg or lb/in2) and relative grip (maximum grip/weight in kilograms). Linear regression models were used to examine associations of change in standardised measures of these exposures across different stages of body development with 228 cardiometabolic traits measured at age 25 y including blood pressure, fasting insulin, and metabolomics-derived apolipoprotein B lipids. SD-unit gain in limb lean mass index from 10 to 25 y was positively associated with atherogenic traits including very-low-density lipoprotein (VLDL) triglycerides. This pattern was limited to lean gain in legs, whereas lean gain in arms was inversely associated with traits including VLDL triglycerides, insulin, and glycoprotein acetyls, and was also positively associated with creatinine (a muscle product and positive control). Furthermore, this pattern for arm lean mass index was specific to SD-unit gains occurring between 13 and 18 y, e.g., -0.13 SD (95% CI -0.22, -0.04) for VLDL triglycerides. Changes in maximum and relative grip from 12 to 25 y were both positively associated with creatinine, but only change in relative grip was also inversely associated with atherogenic traits, e.g., -0.12 SD (95% CI -0.18, -0.06) for VLDL triglycerides per SD-unit gain. Change in fat mass index from 10 to 25 y was more strongly associated with atherogenic traits including VLDL triglycerides, at 0.45 SD (95% CI 0.39, 0.52); these estimates were directionally consistent across sub-periods, with larger effect sizes with more recent gains. Associations of lean, grip, and fat measures with traits were more pronounced among males. Study limitations include potential residual confounding of observational estimates, including by ectopic fat within muscle, and the absence of grip measures in adolescence for estimates of grip change over sub-periods.
In this study, we found that muscle strengthening, as indicated by grip strength gain, was weakly associated with lower atherogenic trait levels in young adulthood, at a smaller magnitude than unfavourable associations of fat mass gain. Associations of muscle mass gain with such traits appear to be smaller and limited to gains occurring in adolescence. These results suggest that body muscle is less robustly associated with markers of CVD susceptibility than body fat and may therefore be a lower-priority intervention target.
