Fuels paradise : seeking energy security in Europe, Japan, and the United States
Is the quest for true energy security a fool's errand? In recent years, the efforts of nations to promote energy security have been hotly debated. Fuels Paradise examines how five major developed democracies—Britain, France, Germany, Japan, and the United States—have sought to enhance their energy security since the oil shocks of the 1970s and in response to the more diverse set of challenges of the early twenty-first century. Drawing on a vast range of primary and secondary sources, John S. Duffield explains the actions taken—and not taken—by these countries to address their energy security concerns. Throughout the book, Duffield argues that state strength and policy legacies are essential for understanding national responses to energy insecurity. In addition to identifying feasible energy policies and the constraints faced by policy makers, he evaluates the prospects for international cooperation to promote energy security and considers the implications of recent advances in the production and distribution of energy, particularly the fracking revolution. An ambitious cross-national and longitudinal study grounded in promising theories of national behavior, Fuels Paradise will contribute substantially to broader debates about the determinants of state action and public policy.
Economic Efficiency versus Energy Efficiency of Selected Crops in EU Farms
The goal of farmers operating in a market economy is to maximize profit. In view of the changing political situation, the main social interest, in addition to food security, should be energy security. Here is a refined version of that sentence: This article examines the production efficiency of selected crops grown in the EU and how well their production can ensure both the economic security of the producers, i.e., the farmers, and Europe’s energy security. In addition, it aims to determine which costs incurred in the production process have the greatest impact on productivity. The paper uses data obtained from the Cash Crop agricultural benchmarking database, covering 19 crops and 39 cost categories for each crop. The data (averaged for 2019–2021) came from 30 farms located in 11 EU member states. The DEA method and stepwise multiple regression were used. Research has shown that crops are already being grown in Europe that provide high energy efficiency in production without compromising farm performance (including oats, peas, and winter rye). Moreover, improving the involvement of certain inputs results in improved production efficiency (e.g., through spending on agricultural consulting services). In addition, crop economic efficiency, as assessed by profit with and without subsidies, was found to be strongly correlated with production efficiency. This could indicate that subsidies do not play a key role in farm efficiency within the EU. Crop productivity remains a key factor in achieving economic and energy efficiency. The significance of the findings presented in connection with the recent COVID-19 pandemic and the escalation of the armed conflict in Ukraine has led to renewed interest in EU energy security, i.e., generating as much EU energy as possible for food and non-food production.
GNOME: A Dynamic Dispatch and Investment Optimisation Model of the European Natural Gas Network and Its Suppliers
A bstract As indigenous production declines, the European gas market is becoming increasingly dependent on imports. This poses energy security questions for a number of countries, particularly in the north-east of Europe. A suite of mathematical models of the European natural gas network has been borne from these concerns and has traditionally been used to assess supply disruption scenarios. The literature reveals that most existing European gas network models are insufficiently specified to analyse changes in supply and demand dynamics, appraise proposed infrastructure investments, and assess the impacts of supply disruption scenarios over a range of time horizons. Furthermore, those that are suited to these applications are typically proprietary and therefore publicly unavailable. This offers an opportunity to present a new model. The Gas Network Optimisation Model for Europe (GNOME) is a dynamic, highly granular mixed-integer linear optimisation model of the European natural gas network and its exogenous suppliers. GNOME represents demand and supply for all EU-27 Member States except Cyprus, Luxembourg, and Malta. The UK, Norway, Switzerland, Belarus, Ukraine, and Turkey are also included. Russia, the Southern Corridor suppliers, Qatar, North Africa, Nigeria, and the Americas are modelled as supply-only regions. GNOME satisfies gas demand in each country by generating a cost-minimal mix of indigenous gas production, pipeline flows, LNG imports, and storage use. If demand cannot be met using existing infrastructure, GNOME will generate a cost-optimal investment strategy of pipeline, LNG regasification, and gas storage capacity additions. The model solves on a monthly basis, from 2025 to 2040, in 5-year steps. The capabilities of GNOME are demonstrated by tasking it to analyse the impacts of a failure to complete the upcoming Nord Stream 2 pipeline between Russia and Germany. The complete formulation of GNOME including input files, equations, and source code is provided.
Primary Energy Consumption Patterns in Selected European Countries from 1990 to 2021: A Cluster Analysis Approach
This study delves into the structure of primary energy consumption in European countries, utilizing data from the Eurostat database, and focuses on the years 1990 and 2021. Through cluster analysis, countries were categorized based on their consumption patterns, revealing significant insights into energy security. The findings indicate a discernible shift away from solid fossil fuels, with renewable energy sources witnessing the most substantial growth. Natural gas, serving as a transitional fuel, has seen a rise in consumption, while nuclear energy’s development remained relatively stagnant. Oil, despite its declining share, remains a crucial component in the European energy mix. The study also highlights the challenges and implications of over-reliance on a single energy source, emphasizing the need for a diversified energy strategy. The analysis underscores the importance of diversifying primary energy sources to ensure energy security. While renewable sources are environmentally favorable, their inherent instability necessitates backup from other energy sources. Solid fossil fuels, despite their availability, face challenges due to environmental concerns. Natural gas, while flexible, requires extensive infrastructure and is highly politicized. Nuclear energy, despite its potential as an ideal complement to renewables, faces barriers in terms of investment and public perception. Oil, though convenient, is a fossil source with associated CO2 emissions and largely needs to be imported. In conclusion, the study advocates for a well-diversified set of energy sources tailored to individual country-specific situations, emphasizing the importance of strategic planning in energy consumption to ensure long-term energy security.
