Fuels paradise : seeking energy security in Europe, Japan, and the United States

Is the quest for true energy security a fool's errand?
In recent years, the efforts of nations to promote energy security have been hotly debated. Fuels Paradise examines how five major developed democracies—Britain, France, Germany, Japan, and the United States—have sought to enhance their energy security since the oil shocks of the 1970s and in response to the more diverse set of challenges of the early twenty-first century. Drawing on a vast range of primary and secondary sources, John S. Duffield explains the actions taken—and not taken—by these countries to address their energy security concerns.
Throughout the book, Duffield argues that state strength and policy legacies are essential for understanding national responses to energy insecurity. In addition to identifying feasible energy policies and the constraints faced by policy makers, he evaluates the prospects for international cooperation to promote energy security and considers the implications of recent advances in the production and distribution of energy, particularly the fracking revolution.
An ambitious cross-national and longitudinal study grounded in promising theories of national behavior, Fuels Paradise will contribute substantially to broader debates about the determinants of state action and public policy.

Energy Security in Japan

For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.
Water Security in a Changing Environment: Concept, Challenges and Solutions

Water is of vital and critical importance to ecosystems and human societies. The effects of human activities on land and water are now large and extensive. These reflect physical changes to the environment. Global change such as urbanization, population growth, socioeconomic change, evolving energy needs, and climate change have put unprecedented pressure on water resources systems. It is argued that achieving water security throughout the world is the key to sustainable development. Studies on holistic view with persistently changing dimensions is in its infancy. This study focuses on narrative review work for giving a comprehensive insight on the concept of water security, its evolution with recent environmental changes (e.g., urbanization, socioeconomic, etc.) and various implications. Finally, it presents different sustainable solutions to achieve water security. Broadly, water security evolves from ensuring reliable access of enough safe water for every person (at an affordable price where market mechanisms are involved) to lead a healthy and productive life, including that of future generations. The constraints on water availability and water quality threaten secured access to water resources for different uses. Despite recent progress in developing new strategies, practices and technologies for water resource management, their dissemination and implementation has been limited. A comprehensive sustainable approach to address water security challenges requires connecting social, economic, and environmental systems at multiple scales. This paper captures the persistently changing dimensions and new paradigms of water security providing a holistic view including a wide range of sustainable solutions to address the water challenges.

The demand for primary energy resources has increased significantly due to the rapid growth of the global economy and increasing greenhouse gas (GHG) emissions. Therefore, improving energy efficiency levels is essential for global energy, energy security, and environmental sustainability. In the context of the Asia-Pacific region, the study of energy efficiency among different countries can play a role in better energy utilization. These countries also provide a policy for the Asia-Pacific region to improve its energy utilization. This study’s primary focus is to investigate the optimal efficiency score of 15 areas of the Asia-Pacific region, and the analysis is based on super-efficiency (radical) and super slacks-based measure (SBM) data in a nonparametric DEA model. Three areas in the Asia-Pacific are selected for energy efficiency measures: South Asia, East Asia, and Australasia. The results suggest that Bangladesh, Pakistan, China, Singapore, New Zealand, the Philippines, Japan, India, Indonesia, Malaysia, Thailand, and Vietnam obtain the most efficient score of 1 in both DEA models throughout the study period. Australia and Sri Lanka receive a low score during all study periods, while Hong Kong does not have data for all study years. The results of the study will help improve energy performance, cost-effectiveness, and environmental sustainability, increasing the competitiveness and scalability of efficient energy sources.

Australia’s Energy Security and Statecraft in an Era of Strategic Competition

Previously published studies on Australia’s energy security did not examine the country’s domestic energy security situation in tandem with its international energy statecraft. This paper fills this research gap. In order to provide a robust analysis of a country’s strategic options in the energy sector, it is paramount to balance domestic and international dimensions, along with internal and external factors. The paper utilizes the strengths, weaknesses, opportunities, and threats (SWOT) method to review Australia’s strategic options by balancing the inward-looking, domestic risk minimization dimension (energy security), with the outward-looking, international power projection dimension (energy statecraft). The paper also applies the 4A framework (availability, accessibility, affordability, and acceptance) to assess Australia’s energy security performance. On the one hand, the results demonstrate that Australia has many strengths and opportunities as a reliable and stable energy supplier, endowed with traditional and renewable energy resources, and critical minerals. On the other hand, numerous internal weaknesses and external threats may affect Australia’s strategic options in the future. The most pressing issue is the historical lack of strategic government intervention in the energy market, which has, paradoxically, resulted in domestic energy accessibility and affordability crisis. The market-based approach is also the main reason why Australia has not transformed its energy resources into capabilities to be used as instruments of statecraft. The paper uses the SWOT analysis and the 4A assessment as the basis for discussion on how Australia can transform its energy sector weaknesses and threats into strengths and opportunities, to benefit the national interest.

Secure Hydrogen Production Analysis and Prediction Based on Blockchain Service Framework for Intelligent Power Management System

The rapid adoption of hydrogen as an eco-friendly energy source has necessitated the development of intelligent power management systems capable of efficiently utilizing hydrogen resources. However, guaranteeing the security and integrity of hydrogen-related data has become a significant challenge. This paper proposes a pioneering approach to ensure secure hydrogen data analysis by integrating blockchain technology, enhancing trust, transparency, and privacy in handling hydrogen-related information. Combining blockchain with intelligent power management systems makes the efficient utilization of hydrogen resources feasible. Using smart contracts and distributed ledger technology facilitates secure data analysis (SDA), real-time monitoring, prediction, and optimization of hydrogen-based power systems. The effectiveness and performance of the proposed approach are demonstrated through comprehensive case studies and simulations. Notably, our prediction models, including ABiLSTM, ALSTM, and ARNN, consistently delivered high accuracy with MAE values of approximately 0.154, 0.151, and 0.151, respectively, enhancing the security and efficiency of hydrogen consumption forecasts. The blockchain-based solution offers enhanced security, integrity, and privacy for hydrogen data analysis, thus advancing clean and sustainable energy systems. Additionally, the research identifies existing challenges and outlines future directions for further enhancing the proposed system. This study adds to the growing body of research on blockchain applications in the energy sector, specifically on secure hydrogen data analysis and intelligent power management systems.

The Potential of Collaboration between India and Japan in the Hydrogen Sector

With growing concern about risks related to energy security around the world, the development of hydrogen cooperation between India and Japan has become very important to ensure the economic security of the two countries and to deepen economic cooperation. This report covers both public and private initiatives in the hydrogen area in both countries and visualizes the high potential and potential areas where both countries could cooperate in the hydrogen area, as well as the challenges that are necessary for cooperation. The following four factors are strong incentives for India and Japan to deepen cooperation in the hydrogen field: (1) India has a high potential hydrogen supply capacity, (2) India is very active in implementing hydrogen in society, (3) Japan is already conducting R&D in areas of high interest to India and (4) Japan will need to import hydrogen from other countries in the future. The issues of (1) cost visualization, including transportation costs, (2) harmonization of regulations, (3) harmonization of promotion measures between the two countries, (4) definition of “green hydrogen,” and (5) protection of intellectual property are main challenges to be overcome. Thus, disclosures of necessary data for cost visualization of hydrogen transportation, further inter-governmental cooperations between India and Japan, and facilitation of the discussions on hydrogen among various stakes are key actions for materializing various joint hydrogen projects between both countries.
