In the name of the great work
Beginning in 1948, the Soviet Union launched a series of wildly ambitious projects to implement Joseph Stalin's vision of a total \"transformation of nature.\" Intended to increase agricultural yields dramatically, this utopian impulse quickly spread to the newly communist states of Eastern Europe, captivating political elites and war-fatigued publics alike. By the time of Stalin's death, however, these attempts at \"transformation\"-which relied upon ideologically corrupted and pseudoscientific theories-had proven a spectacular failure. This richly detailed volume follows the history of such projects in three communist states-Poland, Hungary, and Czechoslovakia-and explores their varied, but largely disastrous, consequences.
Pollution Abatement Strategies in Central and Eastern Europe
Protecting environmental quality while pursuing economic development poses a particularly difficult challenge to the countries of Central and Eastern Europe, where political and economic systems are changing rapidly following decades of environmental neglect and economic mismanagement. Advanced industrial nations also face difficult decisions about priorities and procedures for providing financial assistance to the region. In order to identify workable solutions, Pollution Abatement Strategies in Central and Eastern Europe investigates some of the leading pollution problems that these countries now face and examines the link between economic restructuring and environmental improvement. Contributors to the volume assess the changes in the region's environmental conditions likely to result from economic restructuring and the benefits that might arise from improvements. They also consider the design of effective environmental policies for economies in transition, including the need to introduce or reform basic economic, legal, and regulatory constructs. Comparisons of incentive-based versus command-and-control environmental policies suggest that, despite the difficulties in implementing them, incentive-based policy options are worth pursuing in Central and Eastern Europe.
Adapting to climate change in Eastern Europe and Central Asia
The climate is changing, and the Eastern Europe and Central Asia (ECA) region is vulnerable to the consequences. Many of the region's countries are facing warmer temperatures, a changing hydrology, and more extremes, droughts, floods, heat waves, windstorms, and forest fires. This book presents an overview of what adaptation to climate change might mean for Eastern Europe and Central Asia. It starts with a discussion of emerging best-practice adaptation planning around the world and a review of the latest climate projections. It then discusses possible actions to improve resilience organized around impacts on health, natural resources (water, biodiversity, and the coastal environment), the 'unbuilt' environment (agriculture and forestry), and the built environment (infrastructure and housing). The last chapter concludes with a discussion of two areas in great need of strengthening given the changing climate: disaster preparedness and hydro-meteorological services. This book has four key messages: a) contrary to popular perception, Eastern Europe and Central Asia face significant threats from climate change, with a number of the most serious risks already in evidence; b) vulnerability over the next 10 to 20 years is likely to be dominated by socioeconomic factors and legacy issues; c) even countries and sectors that stand to benefit from climate change are poorly positioned to do so; and d) the next decade offers a window of opportunity for ECA countries to make their development more resilient to climate change while reaping numerous co-benefits.
Growing green
In the first post-transition decade after the fall of communism, Europe and Central Asia (ECA) moved its economy from plan to market. In the second decade, the 2000s, it moved from social division to inclusion. The region has an opportunity to use the third decade, the 2010s, to move from brown to green growth making production and consumption more sustainable, increasing quality of life, and reducing impacts on the climate. Lowering climate change risks in ECA will involve many different actions that fall broadly into three areas: Some, like energy efficiency improvements, are often economically beneficial regardless of climate concerns. Others, like creating a good business environment for green enterprises, are investments that create new growth opportunities. Finally, actions like expanding wind and solar energy will have net costs for some time but are essential to tackling climate change. A simple framework helps guide climate action. The priorities are to use energy more efficiently, use cleaner energy, and manage natural resources better. Although price instruments like carbon or energy taxes tend to be most effective, climate action will also require regulations and investments such as fuel efficiency standards or research and development spending. Complementary growth, social, and environmental policies promote the broader benefits of climate action while limiting its costs. This report will show that climate action in ECA will benefit from rapid progress in three main areas: (a) large improvements in energy efficiency; (b) a shift to cleaner energy systems that will also improve local health and energy security; and (c) better management of green natural resources that will make the countries more economically productive while keeping more carbon out of the atmosphere.
Climate change adaptation in practice
Climate change adaptation is increasingly recognized as complementary part to climate change mitigation.  Climate change affects sea level, the extent of flood prone areas and precipitation patterns among many others. To adapt to these changes, the tasks of municipalities and cities are to implement policies and strategies for changes in land use and coastal management as part of their future development.  It is of vital importance to address the uncertainties of climate change scenarios when proposing adaptation measures that are socially viable and economically reasonable.  The decision making process, promoted here, is based on scientific excellence as well on an integrated communication process. This book provides a comprehensive overview of key elements required for effective analysis and assessment of climate change impacts, economic cost-benefit analysis, communication processes and creation and transfer of knowledge, governance issues and implementation of related policies. It describes the results achieved by the BaltCICA (www.baltcica.org [http://www.baltcica.org/]) project whose contributors come from the scientific and public administration communities. The regional cooperation has led to the implementation of climate change adaptation in several case studies. The BaltCICA project developed concepts, methodologies and tools for climate change adaptation that can be translated across other global regions.  Scientists and students working on the development of climate change and adaptation strategies;  public administrators in the related fields on local, regional and state level including environment, water management, civil defense; as well as professionals working with adaptation technologies, including engineering, technological solutions, urban planning agencies and construction, will value this innovative book.
