Pluralising China as method: Between exceptionalism and universalism

To not only celebrate the launch of this double special issue, but also to shine a spotlight on the variety of China as Method epistemological approaches shared by the special issue’s editors and authors, the Chinese University of Hong Kong’s Hong Kong Institute of Asia Pacific Studies, the University of Amsterdam’s Media Studies Department, and Global Media and China, co-organised a hybrid symposium to generate intellectual exchanges on such a de-westernising mode of knowledge production. While the research articles in this double special issue extensively examine ‘distinct’ characteristics of China, in this introduction, we reflect on if we are essentialising China. We do not want to apply a universalist logic that exists in theories by and from the Global North to be ‘experimented on’ in the Global South; yet, we also seek to move away from ‘China exceptionalism’ and express the stance that China can only be understood in its positionality to other areas (and modes of knowledge production) of the world. Thus, this special issue seeks to further deconstruct China as Method, challenge the existing power imbalance, and pluralise knowledge production.

Power and Willpower in the American Future

To argue against the widely proclaimed idea of American decline might seem a lonely task. After all, the problems are real and serious. Yet if we take a longer view, much of the discourse about decline appears exaggerated, hyperbolic and ahistorical. Why? First, because of the deep underlying strengths of the United States. These include not only size, population, demography and resources, but also the scale and importance of its economy and financial markets, its scientific research and technology, its competitiveness, its military power and its attractiveness to talented immigrants. Second, there is the weight of history and of American exceptionalism. Throughout its history, the United States has repeatedly faced and eventually overcome daunting challenges and crises. Contrary to a prevailing pessimism, there is nothing inevitable about American decline. Ultimately, the ability to avoid serious decline is less a question of material factors than of policy, leadership and political will.

The Green Revolution is often seen as epitomising the dawn of scientific and technological advancement and modernity in the agricultural sector across developing countries, a process that unfolded from the 1940s through to the 1980s. Despite the time that has elapsed, this episode of the past continues to resonate today, and still shapes the institutions and practices of agricultural science and technology. In Brazil, China, and India, narratives of science-led agricultural transformations portray that period in glorifying terms—entailing pressing national imperatives, unprecedented achievements, and heroic individuals or organizations. These “epic narratives” draw on the past to produce meaning and empower the actors that deploy them. Epic narratives are reproduced over time and perpetuate a conviction about the heroic power of science and technology in agricultural development. By crafting history and cultivating a sense of scientific nationalism, exceptionalism, and heritage, these epic narratives sustain power-knowledge relations in agricultural science and technology, which are underpinned by a hegemonic modernization paradigm. Unravelling the processes of assemblage and reproduction of epic narratives helps us make sense of how science and technology actors draw on their subjective representations of the past to assert their position in the field at present. This includes making claims about their credentials to envision and deliver sustainable solutions for agriculture into the future.

US–China policy amid a persistent strategy: is conflict over Taiwan inevitable?

PurposeThis research aims to examine the US–China policy shift from Obama to Biden emphasizing the centrality of Taiwan question in the geostrategic competition with Beijing and its prospect if the US strategy remains unchanged.Design/methodology/approachA conceptual framework is outlined, illustrating how the US grand strategy is driven by the ideological foundation of Exceptionalism. The paper highlights the associated US policy changes that evolved from Obama to Trump and then Biden to advance Washington's strategic interests in its rivalry with China over Taiwan.FindingsBiden's policy led to an escalating geopolitical competition with Beijing over Taiwan to maintain US supremacy. The Biden administration is more stringent than the previous administrations on the Taiwan question and there is the conviction that the USA must not back down on Taiwan because the alternative will be a retraction of US world primacy to Beijing. With Washington's persistent hegemonic strategy, the US–China confrontation over Taiwan seems inevitable.Originality/valueThe research highlights how the Biden administration managed a perpetuated Ukraine crisis and forged unprecedented high-level ties with Taiwan, indicating the administration's determination to exacerbate contentions with Beijing over Taiwan rather than de-escalate.

Values Change and Support for Democracy in East Asia
The Asian values thesis describes the cultural exceptionalism and alternative political development of East Asia. This study used four rounds of Asian Barometer Survey (ABS) datasets (spanning 2001–2016) to empirically examine the effects of Asian values on citizens’ support for democracy in four East Asian societies—mainland China, Japan, South Korea, and Taiwan—based on the theoretical distinction between the private and political spheres in which Asian values operate. The analysis produced three major findings. First, no remarkable gap exists between the citizens of China and those of other East Asian societies in terms of Asian values in the private sphere. However, Asian values in the political sphere are prevalent in China, while citizens in the other three societies have abandoned them. Second, supporting democracy is not incompatible with accepting the family and social ethics implied by Asian values, whereas Asian values in the political sphere have significantly negative associations with preference for democracy. Third, although most citizens in East Asia support democracy, the strongly positive evaluation of its suitability for local societies observed at the beginning of the twenty-first century has weakened in the region over the last 20 years.

Chinese Volley Fire and Metanarratives of World History

Volley fire with gunpowder weapons is often seen by modern scholars as one of the important innovations which allowed Europe to politically dominate other cultures and societies. Many historiographical theories, of the kind Lyotard termed metarécits , “metanarratives,” have attempted to explain this phenomenon. Recently, compelling evidence has emerged that other civilizations also practiced the technique, most notably China. This article brings together existing and new evidence that volley fire with firearms was developed and practiced in China long before it appeared in Europe and challenges several of the grand narratives of European exceptionalism. This new evidence shows that the volley fire technique arose in China primarily as a reaction to domestic and foreign (semi-)nomadic cavalry threats, belying geographically deterministic accounts, which suggest that sophisticated infantry tactics with firearms would not arise in states bordering the steppe. This article will also challenge the claim that volley fire in Europe benefitted from its emergence in a competitive system of states undergoing a tradition-challenging Renaissance. I call for a reconsideration of the innovative potential of Eurasian land empires bordering the steppe, and stress the importance of studying political contingencies and cultures of innovation in shaping world history.

Power and Profit at Sea: The Rise of the West in the Making of the International System

The making of the international system from c. 1500 reflected distinctively maritime dynamics, especially “gunboat diplomacy,” or the use of naval force for commercial gain. Comparisons between civilizations and across time show, first, that gunboat diplomacy was peculiarly European and, second, that it evolved through stages. For the majority of the modern era, violence was central to the commercial strategies of European state, private, and hybrid actors alike in the wider world. In contrast, large and small non-Western polities almost never sought to advance mercantile aims through naval coercion. European exceptionalism reflected a structural trade deficit, regional systemic dynamics favoring armed trade, and mercantilist beliefs. Changes in international norms later restricted the practice of gunboat diplomacy to states, as private navies became illegitimate. More generally, a maritime perspective suggests the need for a reappraisal of fundamental conceptual divisions and shows how the capital- and technology-intensive nature of naval war allowed relatively small European powers to be global players. It also explains how European expansion and the creation of the first global international system was built on dominance at sea centuries before Europeans’ general military superiority on land.

Just Not in the Neighbourhood: China's Views on the Application of the Responsibility to Protect in the DPRK

Much has been written about China's active engagement and progressive approach to the “responsibility to protect,” a norm that reframes state sovereignty not as a right but as a responsibility. China's response to the “Report of the UN Commission of Inquiry on human rights in the Democratic People's Republic of Korea (DPRK),” which invokes the norm, however, challenges existing literature. China flatly refuses to uphold the responsibility to protect in the case of the DPRK, despite using previously supported standards to invoke the norm elsewhere and the report's dozens of consensual recommendations. This article is the first to systematically investigate how China has responded to the report. It shows that China's responses are shaped by its exceptionalism and concerns that the responsibility to protect could lead to regime change. I conclude with implications for the broader question of China's engagement with international norms in its near abroad. In my discussion, I draw on interviews with Korean and Chinese foreign policy elites, UN and US officials and DPRK human rights advocates, as well as primary and secondary documents.

Sino-speak: Chinese Exceptionalism and the Politics of History

This article examines how recent books by academics and public intellectuals are reshaping the discourse of the rise of China. While earlier trends argued that China was being socialized into the norms of international society, many texts now proclaim that due to its unique civilization, China will follow its own path to modernity. Such books thus look to the past—China's imperial history—for clues to not only China's future, but also the world's future. This discourse, which could be called “Sino-speak,” presents an essentialized Chinese civilization that is culturally determined to rule Asia, if not the world. The article notes that nuanced readings of China's historical relations with its East Asian neighbors provide a critical entry into a more sophisticated analysis of popular declarations of “Chinese exceptionalism.” But it concludes that this critical analysis is largely overwhelmed by the wave of Sino-speak.
