Contemporary Violence: Postmodern War in Kosovo and Chechnya draws on several years of field research, as well as interpretive IR theory and analysis of empirical source material so as to shed light on contemporary violence. Drawing on interpretive approaches to International Relations, the book argues that founding events and multiple contexts informed the narratives deployed by different members of each movement, illustrating why elements within the Kosovo Liberation Army and the armed forces of the Chechen republic of Ichkeria favoured regional and local strategies of war in the Balkans and the North Caucasus. The book draws on post-positivist analysis and empirical research so as unravel the relationship between narratives, stories and hermeneutic accounts of International Relations; regional politics and trans-local identity; globalisation and visual aspects of contemporary security; criminality and emotionality; which together illustrate the dynamics within the armed resistance movements in Kosovo and the North Caucasus and the road to war in 1999.The book is a major addition to a small field of genuinely readable studies of IR theory. The book will be of interest to academics, researchers, students, area studies experts and policy-makers seeking to understand the formation of the armed resistance movements in Kosovo and Chechnya. Amongst other things, the book will be of interest to students and scholars of International Relations, Political Studies, Area Studies, as well as those within Cultural and Historical and Sociological Studies.

In August 1981, the Professional Air Traffic Controllers Organization (PATCO) called an illegal strike. The new president, Ronald Reagan, fired the strikers, establishing a reputation for both decisiveness and hostility to organized labor. As this book states, the strike was the culmination of two decades of escalating conflict between controllers and the government that stemmed from the high-pressure nature of the job and the controllers' inability to negotiate with their employer over vital issues. PATCO's fall not only ushered in a long period of labor decline; it also served as a harbinger of the campaign against public sector unions that now roils American politics. The book sets the strike within a vivid panorama of the rise of the world's busiest air traffic control system. It begins with an arresting account of the 1960 midair collision over New York that cost 134 lives and exposed the weaknesses of an overburdened system. Through the stories of controllers like Mike Rock and Jack Maher, who were galvanized into action by that disaster and went on to found PATCO, it describes the efforts of those who sought to make the airways safer and fought to win a secure place in the American middle class. It climaxes with the story of Reagan and the controllers, who surprisingly endorsed the Republican on the promise that he would address their grievances. That brief, fateful alliance triggered devastating miscalculations that changed America, forging patterns that still govern the nation's labor politics.
Problems of Forecasting the Sustainability of Russian Cities in Modern Conditions

Abstract—The paper analyzes the problems of predicting urban resistance to shocks. The methodological problems of forecasting are described: the vagueness and versatility of the concept of shock resistance, the unknown nature of the shock and the state of the system at the time of its onset, the complexity of cause-and-effect relationships in the system of urban economics and urban management, the unpredictability of the ability to adapt to shock, the human factor, the lack of consensus on the final goal urban shock resistance, lack and/or delay of data. In Russian conditions, these problems are compounded by the lack of up-to-date, high-quality information about the reaction to stress, about the most pressing problems that require immediate solutions. The author’s approach to predicting shock resistance was proposed and tested, including expert interviews with representatives of the city administration and their questionnaire survey. As the survey results showed, Russian cities have a fairly high adaptive capacity to stress, and one of the most important reasons for resilience is the human factor, the ability of the municipal administration to quickly respond to emerging problems.

Airline travel is more affordable than ever and likely safer than ever too. Within half a day, a passenger can be on the other side of the world. However, medical care in-flight has been an issue for those with medical conditions and for those who fall sick during a journey. While airlines have the advice of multiple recognized organizations on needs and standards of care, in-flight emergencies occur at various levels. An emergency medical kit (EMK) together with trained cabin crew can be very effective at resolving the minor problems that arise and reducing the risk of escalation. On occasion, an overhead plea may be announced for additional medical expertise. Having the right content in a medical kit is more important in modern day travel, coupled with advances in equipment and passenger expectations. The authors address current issues of illness and other relevant conditions and suggest a content enhancement for an onboard EMK.

Hintergrund
Neben dem pharmazeutischen Unternehmer sind auch der Anwender, Ärztinnen und Ärzte, Apothekerinnen und Apotheker sowie Patientinnen und Patienten und deren Angehörige aufgerufen, den Verdacht auf potenzielle Nebenwirkungen an die Behörden zu melden. Weniger die Pflicht zur Meldung als die Mithilfe bei der sicheren Arzneimittelanwendung sollte die Ärzteschaft antreiben, mögliche Nebenwirkungen zu melden.
Methodik
Meldungen von potenziellen Nebenwirkungen aus der Ärzteschaft an die Arzneimittelkommission der deutschen Ärzteschaft (AkdÄ) werden aufgearbeitet, und es wird geprüft, ob sich daraus neue Sicherheitsrisiken, die von den Bundesoberbehörden (BfArM und PEI) bzw. der EU (Assessment des PRAC) bewertet wurden, ergeben. Die resultierenden Änderungen in der Zulassung von Medikamenten, die für Kinder und Jugendliche wichtig sind, werden zusammengestellt.
Ergebnisse
Dimenhydrinat bzw. Diphenhydramin darf nicht bei Fieber und nicht bei Gastroenteritis gegeben werden. Die Indikation bei Kindern unter 3 Jahren ist streng zu stellen, und die maximale Dosis beträgt 5 mg/kgKG und Tag. Phosphathaltige Klistiere dürfen erst ab 12 Jahren verschieben werden, ebenso Codein. Die Verschreibung von Metoclopramid ist nur bei Chemotherapie und postoperativ als „second line“ möglich. Für Doxylamin besteht für Kinder und Jugendliche nun eine Verschreibungspflicht.
Diskussion
Die Änderung der Zulassung infolge von Spontanmeldungen möglicher Nebenwirkungen und von wissenschaftlichen Fallberichten ist ein wichtiger Beitrag zur Arzneimittelsicherheit bei Kindern. Diese für die Verordnung wichtige Information muss der Ärzteschaft bekannt gemacht und umgesetzt werden.

Plessy's Legacy: The Government's Role in the Development and Perpetuation of Segregated Neighborhoods

Plessy v. Ferguson provided the foundation for a system of segregation and exclusion that adversely affected African Americans throughout the twentieth century. Segregation was perpetuated by federal policies. During the 1940s and 1950s, the federal government facilitated the construction of suburban communities with Veterans Administration– and Federal Housing Authority–insured mortgages. These agencies invented redlining and required lending institutions to insert racially restrictive covenants in deeds for properties they insured. In the 1950s and 1960s, the federal government facilitated the construction of the interstate highway system. The freeways were frequently constructed through African American neighborhoods, displacing the residents. Urban renewal programs caused the destruction of African American communities across the nation. This long and tragic history of structural racism continues to adversely affect the well-being of African American families.

Evolution of the Political Landscape of Moscow as Capital

Political landscape includes a wide range of tangible and intangible phenomena. The appearance of a capital is not only the political history of the state imprinted in buildings and monuments, but also a reflection of the ideas of the national elite about its social support, development prospects, the outside world, and diverse social ideas about space. Material objects, which shape urban environment, representative buildings of federal and regional authorities, monuments, and memorials play a special symbolic role as the dominant categories of the matrix of new representations. The objective of the present study is to trace the stages of evolution of the most important material elements of political landscape with a case study of monuments and buildings of government institutions in Moscow. The features of the modern distribution of government buildings and monuments in the city have been considered. The historical hyperconcentration of government buildings in or near the center of the capital has been confirmed. Two large areas of their high concentration have been identified: in the area of Lubyanka, Kitai-gorod, Staraya and Novaya squares and within the Moscow City business complex. Despite the transfer of a number of federal institutions outside the center, no noticeable spatial decentralization of the administrative functions of the capital has yet occurred. The geography of the monuments follows the general patterns of the capital’s layout. Their location reveals the radial-ring and sectoral structures of the city, as well as the specialization of individual districts. The undisputed dominant features of the landscape are monuments dedicated to the heroes and events of WWII (more than 40% of the total number of monuments), which constitute one of the pillars of modern Russian identity. The significance of many of the capital’s monuments is based on a powerful long-standing discourse. Despite the erection of monuments to rehabilitated public and political figures, victims of new wars and terrorist attacks, as well as monuments with Orthodox themes, the monument landscape of the capital has not changed radically during the post-Soviet period.

ibib 2.0: Das neue Informations- und Bibliotheksportal des Bundes

Das grunderneuerte Informations- und Bibliotheksportal des Bundes (ibib) bietet einen komfortablen Online-Zugang zu Katalogen und Informationsangeboten von derzeit 21 Bibliotheken der obersten und oberen Bundesbehörden. Herzstück des neu entwickelten Portals ist ein übergreifender Zentralindex, der aus den bibliografischen Datenbeständen aller angeschlossenen Bibliotheken einmal pro Tag erzeugt wird. Gegenüber der früheren Portalversion haben sich die Antwortzeiten bei Katalogrecherchen hierdurch signifikant verkürzt. Überdies tragen funktionale Erweiterungen wie das Anlegen persönlicher Suchprofile oder Web-2.0-typische Kommentarfunktionen zu einer höheren Effizienz im Informations- und Wissensmanagement der beteiligten Bundesbehörden bei. Technologisch basiert das neue ibib auf der innovativen Open-Source-Plattform VuFind, die in Zukunft insbesondere auch eine einfache und kostengünstige Integration weiterer Bibliotheksmanagementsysteme und anderer Datenquellen ermöglicht.
The thoroughly revised “Informations- und Bibliotheksportal des Bundes” (ibib) offers a comfortable online access to catalogues and information offers of presently 21 libraries of the supreme federal authorities. The heart of the newly developed portal is an all-embracing central index which is generated once a day from the bibliographical data bases of all linked libraries. Because of this, response times in catalogue searches are now significantly shorter compared with the former portal version. Moreover, functional expansions like compiling personal search profiles or web 2.0-typical commentary functions contribute to a higher efficiency in the information and knowledge management of the involved federal authorities. Technologically, the new ibib is based on the innovative open source platform VuFind which in future will also enable a simple and low-cost integration of further library management systems and other data sources.
