Human disturbance increases trophic niche overlap in terrestrial carnivore communities

Animal foraging and competition are defined by the partitioning of three primary niche axes: space, time, and resources. Human disturbance is rapidly altering the spatial and temporal niches of animals, but the impact of humans on resource consumption and partitioning—arguably the most important niche axis—is poorly understood. We assessed resource consumption and trophic niche partitioning as a function of human disturbance at the individual, population, and community levels using stable isotope analysis of 684 carnivores from seven communities in North America. We detected significant responses to human disturbance at all three levels of biological organization: individual carnivores consumed more human food subsidies in disturbed landscapes, leading to significant increases in trophic niche width and trophic niche overlap among species ranging from mesocarnivores to apex predators. Trophic niche partitioning is the primary mechanism regulating coexistence in many communities, and our results indicate that humans fundamentally alter resource niches and competitive interactions among terrestrial consumers. Among carnivores, niche overlap can trigger interspecific competition and intraguild predation, while the consumption of human foods significantly increases human–carnivore conflict. Our results suggest that human disturbances, especially in the form of food subsidies, may threaten carnivores by increasing the probability of both interspecific competition and human–carnivore conflict. Ultimately, these findings illustrate a potential decoupling of predator–prey dynamics, with impacts likely cascading to populations, communities, and ecosystems.

Experiences and perceived outcomes of a grocery gift card programme for households at risk of food insecurity

This study explored programme recipients' and deliverers' experiences and perceived outcomes of accessing or facilitating a grocery gift card (GGC) programme from I Can for Kids (iCAN), a community-based programme that provides GGC to low-income families with children.
This qualitative descriptive study used Freedman et al's framework of nutritious food access to guide data generation and analysis. Semi-structured interviews were conducted between August and November 2020. Data were analysed using directed content analysis with a deductive-inductive approach.
Fifty-four participants were purposively recruited, including thirty-seven programme recipients who accessed iCAN's GGC programme and seventeen programme deliverers who facilitated it.

Three themes were generated from the data. First, iCAN's GGC programme promoted a sense of autonomy and dignity among programme recipients as they appreciated receiving financial support, the flexibility and convenience of using GGC, and the freedom to select foods they desired. Recipients perceived these benefits improved their social and emotional well-being. Second, recipients reported that the use of GGC improved their households' dietary patterns and food skills. Third, both participant groups identified programmatic strengths and limitations.
Programme recipients reported that iCAN's GGC programme provided them with dignified access to nutritious food and improved their households' finances, dietary patterns, and social and emotional well-being. Increasing the number of GGC provided to households on each occasion, establishing clear and consistent criteria for distributing GGC to recipients, and increasing potential donors' awareness of iCAN's GGC programme may augment the amount of support iCAN could provide to households.

Effectiveness of Food Subsidies in Raising Healthy Food Consumption

This paper provides evidence on the effectiveness of one of the most common policies to improve nutrition among the poor, that is, a food subsidy. We study the case of subsidies on pulses in select Indian states and their impact on consumption and ultimately nutrition (protein intake). As a natural experiment, we use the introduction of pulses into India’s Public Distribution System (PDS) where the variations in prices were brought about by the inclusion of pulses in the PDS in some states and not in others. Our difference in difference (DID) estimates show that change in the consumption of pulses because of their inclusion in the PDS, though statistically significant, was of a small order. The impact was not large enough to bring about any sizable difference in consumption of pulses or the total protein intake. The results withstand several robustness checks including randomized inference and triple differencing based on location and other consumer characteristics.

AIM: Anthropogenic food subsidies are increasingly present in ecosystems, but their impacts remain poorly understood. Big game hunting is a growing activity that annually subsidizes ecosystems with tonnes of carrion world‐wide. By feeding on carrion, scavengers support key ecosystem functions and services, becoming key vectors to transfer the impacts of human‐mediated food subsidies across ecosystems. We characterize and compare the structure of vertebrate communities feeding on these subsidies, namely big game hunting remains, at a global scale. LOCATION: Global. METHODS: We collected data from a countrywide field study in Spain and broadened it up to nine regions in four continents by reviewing scientific literature. We analysed the structure of the scavenger communities considering species composition, richness and scavenging frequency. RESULTS: Seventy‐nine vertebrate species, 19% globally threatened, scavenged food subsidies from big game hunting world‐wide. Scavenger richness (2.0–11.0% of vertebrates/region) positively correlated with total vertebrate richness. Although scavenger communities at hunting remains varied among regions, we describe a general structural pattern. Birds and mammals dominate consumption, with birds scavenging twice more frequently than mammals – but more mammal species scavenge compared to birds. Generalists dominate scavenging globally, especially where the presence of obligate scavengers (vultures) and apex predators (e.g. wolves, hyenas, eagles) is low. MAIN CONCLUSIONS: Anthropogenic food from hunting subsidizes many vertebrate species from different trophic levels and conservation status and thus is expected to affect from populations to ecosystems. Obligate scavengers and apex predators seem to play a key role structuring the scavenger community through top‐down mechanisms. The general structure of scavenger communities we describe here provides a benchmark for comparisons of subsidized and non‐subsidized communities. More data on the spatio‐temporal availability of anthropogenic food subsidies and their consumption by scavengers world‐wide are needed to efficiently preserve biodiversity, and the associated ecological functions and services, in increasingly subsidized ecosystems.

The Healthy Start scheme in England “is a lifeline for families but many are missing out”: a rapid qualitative analysis

Background
Healthy Start (HS) is a government scheme in England, Wales and Northern Ireland that offers a financial payment card and free vitamins to families experiencing low income. Pregnant women and families with children < 4 years can use the HS card to buy fruit, vegetables, cow’s milk, infant formula and pulses. HS was fully digitalised in March 2022. While digitalisation has improved the user experience for many families, in the context of the cost-of-living crisis and increasing dietary inequalities, it is important to understand why HS is not reaching more families. This study aimed to (i) assess the perceptions and experiences of HS from stakeholders across the system including those who promote, implement and are eligible for HS, and (ii) identify recommendations to improve the scheme’s effectiveness and uptake.
Methods
The study design was a post-implementation rapid qualitative evaluation using stakeholder interviews. Data were collected between January and June 2023 via semi‐structured interviews (50% online; 50% in person) with 112 stakeholders, including parents (
n
= 59), non‐government organisations (
n
= 13), retailers (
n
= 11) and health and community professionals (
n
= 29) at national and local levels. Findings were confirmed by a sub-sample of participants.
Results
Six core themes cut across stakeholders’ perceptions and experiences, and stakeholders collectively outlined seven recommendations they felt could be acted upon to maximise uptake and efficiency of HS, with actions at both national and local levels. A novel finding from this study is that raising awareness about HS alone is unlikely to result automatically or universally in higher uptake rate. Recommendations include: continuing to provide this scheme that is universally valued; the need for many families to be provided with a helping hand to successfully complete the application; reframing of the scheme as a child’s right to food and development to ensure inclusivity; improved leadership, coordination and accountability at both national and local levels.
Conclusions
HS provides benefits for child development and family wellbeing. The study’s recommendations should be actioned by national and local governments to enable all families eligible for the scheme to benefit from this nutritional safety net.

‘My coupons are like gold’: experiences and perceived outcomes of low-income adults participating in the British Columbia Farmers’ Market Nutrition Coupon Program

The British Columbia Farmers' Market Nutrition Coupon Program (FMNCP) provides low-income households with coupons valued at $21/week for 16 weeks to purchase healthy foods in farmers' markets. Our objective was to explore FMNCP participants' experiences of accessing nutritious foods, and perceived programme outcomes.
The current study used qualitative description methodology. Semi-structured interviews were conducted with FMNCP participants during the 2019 farmers' market season. Directed content analysis was used to analyse the data, whereby the five domains of Freedman et al.'s framework of nutritious food access provided the basis for an initial coding scheme. Data that did not fit within the framework's domains were coded inductively.

Twenty-eight adults who were participating in the FMNCP.
Three themes emerged: autonomy and dignity, social connections and community building, and environmental and programmatic constraints. Firstly, the programme promoted a sense of autonomy and dignity through financial support, increased access to high-quality produce, food-related education and skill development and mitigating stigma and shame. Secondly, shopping in farmers' markets increased social connections and fostered a sense of community. Finally, participants experienced limited food variety in rural farmers' markets, lack of transportation and challenges with redeeming coupons.
Participation in the FMNCP facilitated access to nutritious foods and enhanced participants' diet quality, well-being and health. Strategies such as increasing the amount and duration of subsidies and expanding programmes may help improve participants' experiences and outcomes of farmers' market food subsidy programmes.

Perennial biomass cropping and use: Shaping the policy ecosystem in European countries

Demand for sustainably produced biomass is expected to increase with the need to provide renewable commodities, improve resource security and reduce greenhouse gas emissions in line with COP26 commitments. Studies have demonstrated additional environmental benefits of using perennial biomass crops (PBCs), when produced appropriately, as a feedstock for the growing bioeconomy, including utilisation for bioenergy (with or without carbon capture and storage). PBCs can potentially contribute to Common Agricultural Policy (CAP) (2023–27) objectives provided they are carefully integrated into farming systems and landscapes. Despite significant research and development (R&D) investment over decades in herbaceous and coppiced woody PBCs, deployment has largely stagnated due to social, economic and policy uncertainties. This paper identifies the challenges in creating policies that are acceptable to all actors. Development will need to be informed by measurement, reporting and verification (MRV) of greenhouse gas emissions reductions and other environmental, economic and social metrics. It discusses interlinked issues that must be considered in the expansion of PBC production: (i) available land; (ii) yield potential; (iii) integration into farming systems; (iv) R&D requirements; (v) utilisation options; and (vi) market systems and the socio‐economic environment. It makes policy recommendations that would enable greater PBC deployment: (1) incentivise farmers and land managers through specific policy measures, including carbon pricing, to allocate their less productive and less profitable land for uses which deliver demonstrable greenhouse gas reductions; (2) enable greenhouse gas mitigation markets to develop and offer secure contracts for commercial developers of verifiable low‐carbon bioenergy and bioproducts; (3) support innovation in biomass utilisation value chains; and (4) continue long‐term, strategic R&D and education for positive environmental, economic and social sustainability impacts. Food subsidy programs and the health and nutritional status of disadvantaged families in high income countries: a systematic review

Background
Less healthy diets are common in high income countries, although proportionally higher in those of low socio-economic status. Food subsidy programs are one strategy to promote healthy nutrition and to reduce socio-economic inequalities in health. This review summarises the evidence for the health and nutritional impacts of food subsidy programs among disadvantaged families from high income countries.
Methods
Relevant studies reporting dietary intake or health outcomes were identified through systematic searching of electronic databases. Cochrane Public Health Group guidelines informed study selection and interpretation. A narrative synthesis was undertaken due to the limited number of studies and heterogeneity of study design and outcomes.
Results
Fourteen studies were included, with most reporting on the Special Supplemental Nutrition Program for Women, Infants and Children in the USA. Food subsidy program participants, mostly pregnant or postnatal women, were shown to have 10–20% increased intake of targeted foods or nutrients. Evidence for the effectiveness of these programs for men or children was lacking. The main health outcome observed was a small but clinically relevant increase in mean birthweight (23–29g) in the two higher quality WIC studies.
Conclusions
Limited high quality evidence of the impacts of food subsidy programs on the health and nutrition of adults and children in high income countries was identified. The improved intake of targeted nutrients and foods, such as fruit and vegetables, could potentially reduce the rate of non-communicable diseases in adults, if the changes in diet are sustained. Associated improvements in perinatal outcomes were limited and most evident in women who smoked during pregnancy. Thus, food subsidy programs for pregnant women and children should aim to focus on improving nutritional status in the longer term. Further prospective studies and economic analyses are needed to confirm the health benefits and justify the investment in food subsidy programs.

Background
Government nutritional welfare support from the English ‘Healthy Start’ scheme is targeted at low-income pregnant women and preschool children, but take-up of its free food vouchers is much better than its free vitamin vouchers. While universal implementation probably requires a more extensive scheme to be cost-effective, the everyday experience of different ways of receiving or facilitating Healthy Start, especially via children’s centres, also requires further evidence. This study therefore aimed to explore (in the context of low take-up levels) perceptions of mothers, health professionals, and commissioners about Healthy Start vitamin and food voucher take-up and compare experiences in a targeted and a universal implementation-area for those vitamins.
Methods
Informed by quantitative analysis of take-up data, qualitative analysis focused on 42 semi-structured interviews with potentially eligible mothers and healthcare staff (and commissioners), purposively sampled via children’s centres in a similarly deprived universal and a targeted implementation-area of North West England.
Results
While good food voucher take-up appeared to relate to clear presentation, messaging, practicality, and monetary (albeit low) value, poor vitamin take-up appeared to relate to overcomplicated procedures and overreliance on underfunded centres, organizational goodwill, and families’ resilience.
Conclusion
Higher ‘universal’ vitamin take-up may well have reflected fewer barriers when it became everyone’s business to be vitamin-aware.
Substantive
Healthy Start reform in England (not just cosmetic tinkering) is long overdue. Our study highlights that ‘policy, politics, and problem’ should be aligned to reach considerable unmet need.

Can food vouchers improve nutrition and reduce health inequalities in low-income mothers and young children: a multi-method evaluation of the experiences of beneficiaries and practitioners of the Healthy Start programme in England

Background
Good nutrition is important during pregnancy, breastfeeding and early life to optimise the health of women and children. It is difficult for low-income families to prioritise spending on healthy food. Healthy Start is a targeted United Kingdom (UK) food subsidy programme that gives vouchers for fruit, vegetables, milk, and vitamins to low-income families. This paper reports an evaluation of Healthy Start from the perspectives of women and health practitioners.
Methods
The multi-method study conducted in England in 2011/2012 included focus group discussions with 49 health practitioners, an online consultation with 620 health and social care practitioners, service managers, commissioners, and user and advocacy groups, and qualitative participatory workshops with 85 low-income women. Additional focus group discussions and telephone interviews included the views of 25 women who did not speak English and three women from Traveller communities.
Results
Women reported that Healthy Start vouchers increased the quantity and range of fruit and vegetables they used and improved the quality of family diets, and established good habits for the future. Barriers to registration included complex eligibility criteria, inappropriate targeting of information about the programme by health practitioners and a general low level of awareness among families. Access to the programme was particularly challenging for women who did not speak English, had low literacy levels, were in low paid work or had fluctuating incomes. The potential impact was undermined by the rising price of food relative to voucher value. Access to registered retailers was problematic in rural areas, and there was low registration among smaller shops and market stalls, especially those serving culturally diverse communities.
Conclusions
Our evaluation of the Healthy Start programme in England suggests that a food subsidy programme can provide an important nutritional safety net and potentially improve nutrition for pregnant women and young children living on low incomes. Factors that could compromise this impact include erosion of voucher value relative to the rising cost of food, lack of access to registered retailers and barriers to registering for the programme. Addressing these issues could inform the design and implementation of food subsidy programmes in high income countries.
