Exploring the Equity and Spatial Evidence of Educational Facilities in Hangzhou, China

Inequity in education is a serious social problem in developing countries. This study aims to explore an integrated model and evaluate the spatial equity of primary school facilities based on GIS technology in terms of three perspectives including accessibility, facility quality and supply–demand relationship. In this study, an integrated equity evaluation was established. Then an ideal spatial distribution of schools was described, and the equity of primary schools in Hangzhou’s urban central area was measured. Meanwhile, the relationships among the equity of primary schools and urban population change, urban land expansion, housing price distribution and urban spatial structure were analyzed. The results revealed the spatial inequity of primary schools in Hangzhou. Specifically, (1) the high-quality educational outcome significantly related to student–teacher ratio, per capita financial expenditure for education, and land cost. (2) The accessibility of primary schools did not match the population suburbanization. (3) Inequality in the quality of education worsened social stratification since the quality of primary schools affected regional housing prices. (4) The population flow based on the quality of educational facilities influenced the supply–demand relationship of educational facilities. Our study is believed to deepen the understanding of spatial equity in education based on the urban spatial structure in urban planning. It offers new insights for educational facility planning.

An MIAPP-NALT system is an order picking system in which cases are picked at multiple in-the-aisle pick positions (MIAPP) and storage and retrieval operations are performed by a narrow aisle lift truck (NALT). In this paper, the operation of such a system involving three classes of stock keeping units with random demands for storage and retrieval operations is modeled as an M/G/1 queue, where “customers” are storage and retrieval requests, the “server” is the NALT, and retrieval requests have non-preemptive priority over storage requests. Our goal is to explore a methodology and solution method to obtain the optimal layout design of a class-based MIAPP-NALT system with stochastic demands and priority service. To this end, an operation time model of the system is developed and the first two moments for the operation time are derived. To overcome the challenge in finding the desired optimal layout, a near-optimal layout obtained via a heuristic approach is obtained at first and is improved afterwards. Based on the optimal layout, some valuable queueing results demonstrate the benefit of using a priority-based discipline. Moreover, some useful insights regarding the selection of dedicated versus random storage policies are obtained.

Facility Reliability Issues in Network p-Median Problems: Strategic Centralization and Co-Location Effects

In this paper, we analyze a facility location model where facilities may be subject to disruptions, causing customers to seek service from the operating facilities. We generalize the classical p -median problem on a network to explicitly include the failure probabilities, and analyze structural and algorithmic aspects of the resulting model. The optimal location patterns are seen to be strongly dependent on the probability of facility failure, with facilities becoming more centralized, or even co-located, as the failure probability grows. Several exact and heuristic solution approaches are developed. Results of numerical experiments are reported.

A scatter search algorithm for the single row facility layout problem

The single row facility layout problem (SRFLP) is the problem of arranging facilities with given lengths on a line, with the objective of minimizing the weighted sum of the distances between all pairs of facilities. The problem is NP-hard and research has focused on heuristics to solve large instances of the problem. In this paper we present a scatter search algorithm to solve large size SRFLP instances. Our computational experiments show that the scatter search algorithm is an algorithm of choice when solving large size SRFLP instances within limited time.

Spatial Distribution and Accessibility Measurements for Elderly Day Care Centers in China’s Urban Built-up Area: The Case of Tianjin Nankai District

The elderly community day care model is an emergent solution to the aging problem influenced by the Eastern perspective of family in China. Due to the structural problem of spatial disorder in most of China’s urban built-up areas, the planning and construction of elderly day care centers (EDCCs) is facing great challenges. This study aims to comprehensively compare the spatial distribution and accessibility measurement methods for elderly residents and EDCCs in typical Chinese urban built-up areas based on the accessibility theory and spatial analysis methods from the community living circle perspective. The results show that different spatial distribution analysis methods have their own emphases and limitations, requiring comprehensive application in practice. The potential model method is most suitable for the accessibility measurement in this scenario. The threshold setting of service distance for the urban built-up areas public service facilities in the current Chinese standard needs to be further optimized. The existing EDCCs suffer from serious quantity deficiencies and misplaced supplies in the region. These findings can reveal the EDCCs distribution characteristics of typical Chinese urban built-up areas and provide new insights for urban planners and policy makers who are assessing the equity and efficiency of public service facilities.
