State-Level Firearm Laws and Firearm Homicide in US Cities: Heterogenous Associations by City Characteristics
Despite well-studied associations of state firearm laws with lower state- and county-level firearm homicide, there is a shortage of studies investigating differences in the effects of distinct state firearm law categories on various cities within the same state using identical methods. We examined associations of 5 categories of state firearm laws—pertaining to buyers, dealers, domestic violence, gun type/trafficking, and possession—with city-level firearm homicide, and then tested differential associations by city characteristics. City-level panel data on firearm homicide cases of 78 major cities from 2010 to 2020 was assessed from the Centers for Disease Control and Prevention’s National Vital Statistics System. We modeled log-transformed firearm homicide rates as a function of firearm law scores, city, state, and year fixed effects, along with time-varying city-level confounders. We considered effect measure modification by poverty, unemployment, vacant housing, and income inequality. A one z-score increase in state gun type/trafficking, possession, and dealer law scores was associated with 25% (95% confidence interval [CI]:−0.37,−0.1), 19% (95% CI:−0.29,−0.07), and 17% (95% CI:−0.28, −0.4) lower firearm homicide rates, respectively. Protective associations were less pronounced in cities with high unemployment and high housing vacancy, but more pronounced in cities with high income inequality. In large US cities, state-level gun type/trafficking, possession, and dealer laws were associated with lower firearm homicide rates, but buyers and domestic violence laws were not. State firearm laws may have differential effects on firearm homicides based on city characteristics, and city-wide policies to enhance socioeconomic drivers may add benefits of firearm laws.
Firearm laws and the network of firearm movement among US states
Background The movement of firearm across state lines may decrease the effectiveness of state-level firearm laws. Yet, how state-level firearm policies affect cross-state movement have not yet been widely explored. This study aims to characterize the interstate movement of firearms and its relationship with state-level firearm policies. Methods We analyzed the network of interstate firearm movement using Bureau of Alcohol, Tobacco, Firearms, and Explosives firearm trace data (2010–2017). We constructed the network of firearm movement between 50 states. We used zero-inflated negative binomial regression to estimate the relationship between the number of a state’s firearm laws and number of states for which it was the source of 100 or more firearms, adjusting for state characteristics. We used a similar model to examine the relationship between firearm laws and the number of states for which a given state was the destination of 100 or more firearms. Results Over the 8-year period, states had an average of 26 (Standard Deviation [SD] 25.2) firearm laws. On average, a state was the source of 100 or more crime-related firearms for 2.2 (SD 2.7) states and was the destination of 100 or more crime-related firearms for 2.2 (SD 3.4) states. Greater number of firearm laws was associated with states being the source of 100 or more firearms to fewer states (Incidence Rate Ratio [IRR] 0.58 per SD, p  < 0.001) and being the destination of 100 or more firearms from more states (IRR1.73 per SD, p  < 0.001). Conclusions Restrictive state-level firearm policies are associated with less movement of firearms to other states, but with more movement of firearms from outside states. The effectiveness of state-level firearm-restricting laws is complicated by a network of interstate firearm movement.
Changes in firearm mortality following the implementation of state laws regulating firearm access and use
Although 39,000 individuals die annually from gunshots in the US, research examining the effects of laws designed to reduce these deaths has sometimes produced inconclusive or contradictory findings. We evaluated the effects on total firearm-related deaths of three classes of gun laws: child access prevention (CAP), right-to-carry (RTC), and stand your ground (SYG) laws. The analyses exploit changes in these state-level policies from 1970 to 2016, using Bayesian methods and a modeling approach that addresses several methodological limitations of prior gun policy evaluations. CAP laws showed the strongest evidence of an association with firearm-related death rate, with a probability of 0.97 that the death rate declined at 6 y after implementation. In contrast, the probability of being associated with an increase in firearm-related deaths was 0.87 for RTC laws and 0.77 for SYG laws. The joint effects of these laws indicate that the restrictive gun policy regime (having a CAP law without an RTC or SYG law) has a 0.98 probability of being associated with a reduction in firearm-related deaths relative to the permissive policy regime. This estimated effect corresponds to an 11% reduction in firearm-related deaths relative to the permissive legal regime. Our findings suggest that a small but meaningful decrease in firearm-related deaths may be associated with the implementation of more restrictive gun policies.
Strong laws aren't enough: Historic redlining, state firearm laws, and urban firearm violence in the United States
Urban firearm violence (UFV) has independently been associated with redlining and firearm laws. This study aims to examine how state firearm laws moderate urban firearm violence in census tracts historically exposed to redlining. We conducted a retrospective ecological study of UFV in census tracts exposed to historic redlining. We analyzed state firearm laws using the Giffords gun law scorecard. The primary outcome was the incidence of firearm violence per 100,000, calculated using the Gun Violence Archive database. Among 16,236 census tracts in 38 states, the incidence of firearm violence increased with the proportion of area redlined across all levels of state firearm laws with 2.7-, 3.9-, and 3.2-times higher incidence in tracts with the greatest proportion redlined relative to the lowest in strong, moderate, and weak law states. Strong firearm laws aren't enough to overcome longstanding socioeconomic disparities that drive firearm violence in historically redlined communities. •Redlined communities experience disproportionately high rates of firearm violence.•Strong firearm laws reduce the overall incidence of urban firearm violence in the US.•The detrimental effects of redlining persist in states with strong firearm laws.
Storage Practices of US Gun Owners in 2016
Objectives. To examine gun storage practices and factors influencing those practices among gun owners. Methods. We conducted a nationally representative online survey of US gun owners (n = 1444) in 2016 to assess gun storage practices and attitudes, factors influencing storage practices, and groups that might effectively communicate regarding safe storage. We generated descriptive statistics by using cross-tabulations and used logistic regression to estimate characteristics that influenced safe storage practices. Results. Forty-six percent of gun owners reported safely storing all of their guns. Factors associated with higher odds of reporting safe storage were having a child in the home (adjusted odds ratio [AOR] = 1.44; 95% confidence interval [CI] = 1.03, 2.03), only owning handguns (AOR = 1.84; 95% CI = 1.24, 2.73), and reporting that storage decisions were influenced by a gun safety course (AOR = 2.05; 95% CI = 1.54, 2.74) or discussions with family members (AOR = 1.39; 95% CI = 1.05, 1.86). Gun owners ranked law enforcement, hunting or outdoors groups, active-duty military, and the National Rifle Association as most effective in communicating safe storage practices. Conclusions. Public health campaigns to promote safe gun storage should consider partnering with groups that garner respect among gun owners for their experience with safe use of guns.
The Political Weaponization of Gun Owners
There is substantial evidence indicating that the NRA’s (National Rifle Association) political influence is closely tied to the deep political engagement of the minority of Americans who oppose strict gun control laws. This explanation of the NRA’s influence, however, raises its own questions; namely, why are gun owners so devoted to their cause, and why is the NRA so effective at mobilizing them? I marshal a wide range of evidence covering nearly nine decades to demonstrate that an important cause of the political activity of gun owners is the NRA’s long-term cultivation and dissemination of a distinct, politicized gun owner social identity, which the NRA uses to mobilize mass political action on its behalf. My findings shed new light on the ability of interest groups to develop and use resources that help them influence policy by altering the political behavior of members of the mass public.
Adolescent Health 2: Adolescence and the social determinants of health
The health of adolescents is strongly aff ected by social factors at personal, family, community, and national levels. Nations present young people with structures of opportunity as they grow up. Since health and health behaviours correspond strongly from adolescence into adult life, the way that these social determinants aff ect adolescent health are crucial to the health of the whole population and the economic development of nations. During adolescence, developmental eff ects related to puberty and brain development lead to new sets of behaviours and capacities that enable transitions in family, peer, and educational domains, and in health behaviours. These transitions modify childhood trajectories towards health and wellbeing and are modifi ed by economic and social factors within countries, leading to inequalities. We review existing data on the eff ects of social determinants on health in adolescence, and present fi ndings from country-level ecological analyses on the health of young people aged 10-24 years. The strongest determinants of adolescent health world wide are structural factors such as national wealth, income inequality, and access to education. Furthermore, safe and supportive families, safe and supportive schools, together with positive and supportive peers are crucial to helping young people develop to their full potential and attain the best health in the transition to adulthood. Improving adolescent health worldwide requires improving young people's daily life with families and peers and in schools, addressing risk and protective factors in the social environment at a population level, and focusing on factors that are protective across various health outcomes. The most eff ective interventions are probably structural changes to improve access to education and employment for young people and to reduce the risk of transport-related injury. Gun ownership and social gun culture
We assessed gun ownership rates in 2013 across the USA and the association between exposure to a social gun culture and gun ownership. We used data from a nationally representative sample of 4000 US adults, from 50 states and District of Columbia, aged >18 years to assess gun ownership and social gun culture performed in October 2013. State-level firearm policy information was obtained from the Brady Law Center and Injury Prevention and Control Center. One-third of Americans reported owning a gun, ranging from 5.2% in Delaware to 61.7% in Alaska. Gun ownership was 2.25-times greater among those reporting social gun culture (PR=2.25, 95% CI 2.02 to 2.52) than those who did not. In conclusion, we found strong association between social gun culture and gun ownership. Gun cultures may need to be considered for public health strategies that aim to change gun ownership in the USA.
Gun violence restraining orders in California, 2016–2018: case details and respondent mortality
BackgroundGun violence restraining orders (GVROs), implemented in California in 2016, temporarily prohibit individuals at high risk of violence from purchasing or possessing firearms and ammunition. We sought to describe the circumstances giving rise to GVROs issued 2016–2018, provide details about the GVRO process and quantify mortality outcomes for individuals subject to these orders (‘respondents’).MethodsFor this cross-sectional description of GVRO respondents, 2016–2018, we abstracted case details from court files and used LexisNexis to link respondents to mortality data through August 2020.ResultsWe abstracted information for 201 respondents with accessible court records. Respondents were mostly white (61.2%) and men (93.5%). Fifty-four per cent of cases involved potential harm to others alone, 15.3% involved potential harm to self alone and 25.2% involved both. Mass shooting threats occurred in 28.7% of cases. Ninety-six and one half per cent of petitioners were law enforcement officers and one-in-three cases resulted in arrest on order service. One-year orders after a hearing (following 21-day emergency/temporary orders) were issued in 53.5% of cases. Most (84.2%) respondents owned at least one firearm, and firearms were removed in 55.9% of cases. Of the 379 respondents matched by LexisNexis, 7 (1.8%) died after the GVRO was issued: one from a self-inflicted firearm injury that was itself the reason for the GVRO and the others from causes unrelated to violence.ConclusionsGVROs were used most often by law enforcement officers to prevent firearm assault/homicide and post-GVRO firearm fatalities among respondents were rare. Future studies should investigate additional respondent outcomes and potential sources of heterogeneity.
