Worldwide declines of fish stocks raise concerns about deleterious consequences of harvesting for stock abundances and individual life histories, and call for appropriate recovery strategies. Fishes in exploited stocks mature earlier at either larger or smaller sizes due to both genetic and plastic responses. The latter occur commonly when reduced competition for food leads to faster growth. Using a size-structured consumer-resource model, which accounts for both genetic and plastic responses, we show that fisheries-induced evolutionary changes in individual life history and stock properties can easily become irreversible. As a result of annual spawning, early maturation at small sizes and late maturation at large sizes can become alternative, evolutionarily and ecologically stable states under otherwise identical environmental conditions. Exploitation of late-maturing populations can then induce an evolutionary regime shift to smaller maturation sizes associated with stepwise, 1-year decreases in age at first reproduction. Complete and early fishing moratoria slowly reverse this process, but belated or partial closure of fisheries may accelerate or even instigate further evolution to smaller sizes at maturation. We suggest that stepwise decreases in maturation age can be used as early warnings of upcoming evolutionary changes, and should inspire timely restrictions of fisheries.

Sustainable model for fisheries
One approach to more sustainable fisheries is that of co-management, in which fishers and managers take joint responsibility for regulation. The evidence that this works is largely anecdotal, so Nicolás Gutiérrez and colleagues systematically examined 130 co-managed fisheries to find which attributes of co-management are required for success. Leadership, social cohesion, clear incentives and conservation efforts topped the list. On their evidence, the authors suggest, the co-management model could solve many of the problems facing commercial fisheries around the world.

. However, general and multidisciplinary evaluations of co-management regimes and the conditions for social, economic and ecological success within such regimes are lacking. Here we examine 130 co-managed fisheries in a wide range of countries with different degrees of development, ecosystems, fishing sectors and type of resources. We identified strong leadership as the most important attribute contributing to success, followed by individual or community quotas, social cohesion and protected areas. Less important conditions included enforcement mechanisms, long-term management policies and life history of the resources. Fisheries were most successful when at least eight co-management attributes were present, showing a strong positive relationship between the number of these attributes and success, owing to redundancy in management regulations. Our results demonstrate the critical importance of prominent community leaders and robust social capital

, combined with clear incentives through catch shares and conservation benefits derived from protected areas, for successfully managing aquatic resources and securing the livelihoods of communities depending on them. Our study offers hope that co-management, the only realistic solution for the majority of the world’s fisheries, can solve many of the problems facing global fisheries.

Food security and marine capture fisheries: characteristics, trends, drivers and future perspectives

World population is expected to grow from the present 6.8 billion people to about 9 billion by 2050. The growing need for nutritious and healthy food will increase the demand for fisheries products from marine sources, whose productivity is already highly stressed by excessive fishing pressure, growing organic pollution, toxic contamination, coastal degradation and climate change. Looking towards 2050, the question is how fisheries governance, and the national and international policy and legal frameworks within which it is nested, will ensure a sustainable harvest, maintain biodiversity and ecosystem functions, and adapt to climate change. This paper looks at global fisheries production, the state of resources, contribution to food security and governance. It describes the main changes affecting the sector, including geographical expansion, fishing capacity-building, natural variability, environmental degradation and climate change. It identifies drivers and future challenges, while suggesting how new science, policies and interventions could best address those challenges.

Inland capture fisheries

The reported annual yield from inland capture fisheries in 2008 was over 10 million tonnes, although real catches are probably considerably higher than this. Inland fisheries are extremely complex, and in many cases poorly understood. The numerous water bodies and small rivers are inhabited by a wide range of species and several types of fisher community with diversified livelihood strategies for whom inland fisheries are extremely important. Many drivers affect the fisheries, including internal fisheries management practices. There are also many drivers from outside the fishery that influence the state and functioning of the environment as well as the social and economic framework within which the fishery is pursued. The drivers affecting the various types of inland water, rivers, lakes, reservoirs and wetlands may differ, particularly with regard to ecosystem function. Many of these depend on land-use practices and demand for water which conflict with the sustainability of the fishery. Climate change is also exacerbating many of these factors. The future of inland fisheries varies between continents. In Asia and Africa the resources are very intensely exploited and there is probably little room for expansion; it is here that resources are most at risk. Inland fisheries are less heavily exploited in South and Central America, and in the North and South temperate zones inland fisheries are mostly oriented to recreation rather than food production.

Rebuilding Global Fisheries

After a long history of overexploitation, increasing efforts to restore marine ecosystems and rebuild fisheries are under way. Here, we analyze current trends from a fisheries and conservation perspective. In 5 of 10 well-studied ecosystems, the average exploitation rate has recently declined and is now at or below the rate predicted to achieve maximum sustainable yield for seven systems. Yet 63% of assessed fish stocks worldwide still require rebuilding, and even lower exploitation rates are needed to reverse the collapse of vulnerable species. Combined fisheries and conservation objectives can be achieved by merging diverse management actions, including catch restrictions, gear modification, and closed areas, depending on local context. Impacts of international fleets and the lack of alternatives to fishing complicate prospects for rebuilding fisheries in many poorer regions, highlighting the need for a global perspective on rebuilding marine resources.

Can Catch Shares Prevent Fisheries Collapse?

Recent reports suggest that most of the world's commercial fisheries could collapse within decades. Although poor fisheries governance is often implicated, evaluation of solutions remains rare. Bioeconomic theory and case studies suggest that rights-based catch shares can provide individual incentives for sustainable harvest that is less prone to collapse. To test whether catch-share fishery reforms achieve these hypothetical benefits, we have compiled a global database of fisheries institutions and catch statistics in 11,135 fisheries from 1950 to 2003. Implementation of catch shares halts, and even reverses, the global trend toward widespread collapse. Institutional change has the potential for greatly altering the future of global fisheries.

In The Liberty to Take Fish, Thomas Blake Earle offers
an incisive and nuanced history of the long American Revolution,
describing how aspirations to political freedom coupled with the
economic imperatives of commercial fishing roiled relations between
the young United States and powerful Great Britain.
The American Revolution left the United States with the \"liberty
to take fish\" from the waters of the North Atlantic. Indispensable
to the economic health of the new nation, the cod fisheries of the
Grand Banks, the Bay of Fundy, and the Gulf of St. Lawrence quickly
became symbols of American independence in an Atlantic world
dominated by Great Britain.
The fisheries issue was a near-constant concern in American
statecraft that impinged upon everything, from Anglo-American
relations, to the operation of American federalism, and even to the
nature of the marine environment. Earle explores the relationship
between the fisheries and the state through the Civil War era when
closer ties between the United States and Great Britain finally
surpassed the contentious interests of the fishing industry on the
nation's agenda.
The Liberty to Take Fish is a rich story that moves
from the staterooms of Washington and London to the decks of
fishing schooners and into the Atlantic itself to understand how
ordinary fishermen and the fish they pursued shaped and were, in
turn, shaped by those far-off political and economic forces. Earle
returns fishing to its once-central place in American history and
shows that the nation of the nineteenth century was indeed a
maritime one.
Ecosystem-based fisheries management requires a change to the selective fishing philosophy

Globally, many fish species are overexploited, and many stocks have collapsed. This crisis, along with increasing concerns over flow-on effects on ecosystems, has caused a reevaluation of traditional fisheries management practices, and a new ecosystem-based fisheries management (EBFM) paradigm has emerged. As part of this approach, selective fishing is widely encouraged in the belief that nonselective fishing has many adverse impacts. In particular, incidental bycatch is seen as wasteful and a negative feature of fishing, and methods to reduce bycatch are implemented in many fisheries. However, recent advances in fishery science and ecology suggest that a selective approach may also result in undesirable impacts both to fisheries and marine ecosystems. Selective fishing applies one or more of the \"6-S\" selections: species, stock, size, sex, season, and space. However, selective fishing alters biodiversity, which in turn changes ecosystem functioning and may affect fisheries production, hindering rather than helping achieve the goals of EBFM. We argue here that a \"balanced exploitation\" approach might alleviate many of the ecological effects of fishing by avoiding intensive removal of particular components of the ecosystem, while still supporting sustainable fisheries. This concept may require reducing exploitation rates on certain target species or groups to protect vulnerable components of the ecosystem. Benefits to society could be maintained or even increased because a greater proportion of the entire suite of harvested species is used.

Mapping Fishing Effort through AIS Data

Several research initiatives have been undertaken to map fishing effort at high spatial resolution using the Vessel Monitoring System (VMS). An alternative to the VMS is represented by the Automatic Identification System (AIS), which in the EU became compulsory in May 2014 for all fishing vessels of length above 15 meters. The aim of this paper is to assess the uptake of the AIS in the EU fishing fleet and the feasibility of producing a map of fishing effort with high spatial and temporal resolution at European scale. After analysing a large AIS dataset for the period January-August 2014 and covering most of the EU waters, we show that AIS was adopted by around 75% of EU fishing vessels above 15 meters of length. Using the Swedish fleet as a case study, we developed a method to identify fishing activity based on the analysis of individual vessels' speed profiles and produce a high resolution map of fishing effort based on AIS data. The method was validated using detailed logbook data and proved to be sufficiently accurate and computationally efficient to identify fishing grounds and effort in the case of trawlers, which represent the largest portion of the EU fishing fleet above 15 meters of length. Issues still to be addressed before extending the exercise to the entire EU fleet are the assessment of coverage levels of the AIS data for all EU waters and the identification of fishing activity in the case of vessels other than trawlers.

Feeding aquaculture in an era of finite resources

Aquaculture's pressure on forage fisheries remains hotly contested. This article reviews trends in fishmeal and fish oil use in industrial aquafeeds, showing reduced inclusion rates but greater total use associated with increased aquaculture production and demand for fish high in long-chain omega-3 oils. The ratio of wild fisheries inputs to farmed fish output has fallen to 0.63 for the aquaculture sector as a whole but remains as high as 5.0 for Atlantic salmon. Various plant- and animal-based alternatives are now used or available for industrial aquafeeds, depending on relative prices and consumer acceptance, and the outlook for single-cell organisms to replace fish oil is promising. With appropriate economic and regulatory incentives, the transition toward alternative feedstuffs could accelerate, paving the way for a consensus that aquaculture is aiding the ocean, not depleting it.
