In the Wake of Politics: The Political and Economic Construction of Fisheries Biology, 1860–1970

As an environmentally focused, applied field science, fisheries biology has recently been marked by its failed promise to enable sustainable exploitation. Fisheries biology’s origin through state support raises many questions. How did fisheries biologists get this support? Did political considerations and economic ideals fundamentally shape the science? Why has it been perceived as fundamentally conservation oriented? New evidence indicates the political basis for Thomas Henry Huxley’s contention that the deep-sea fisheries were inexhaustible; this essay shows how his influence extended to recent neoliberal resource management solutions. It also explores how fisheries biology acquired the ideal of maximum sustained yield (MSY) via Progressive Era efficiency conservation and German scientific forestry; how American Cold War foreign policy made this ideal paradigmatic of mid to late twentieth-century fisheries biology; and how emerging bioeconomics in the 1950s imposed a troublesome misunderstanding of fisheries biology’s earlier mission.

An account of the rise of sportsmen and conservation groups in Arkansas who made common cause to save the state’s wildlife resources
So Great Was the Slaughter reveals the untold story of Arkansas conservation pioneers who saved the state’s game and fish populations. As Arkansas entered the twentieth century, the national demand for meat combined with the ability to ship millions of animals to hungry cities like New Orleans, Memphis, and Chicago had driven many species, including bison and passenger pigeons, to extinction in Arkansas. Many others, including deer, bear, turkey, quail, and fish, were in danger of disappearing.
In response, an unlikely coalition of Arkansas sportsmen, hunters, and conservationists created a vision for conservation legislation, game laws, and the establishment of fish hatcheries and wildlife refuges. With support from influential outsiders like E. A. McIlhenny and the United States Biological Survey, they waged a long battle against entrenched political and commercial interests.
Buckley Foster’s meticulous research reveals how these pioneers fought to save the state’s wildlife resources from destruction and laid the foundations for sustainable, modern wildlife management in Arkansas. In the spring of 2007, National Geographic warned, \"The oceans are in deep blue trouble. From the northernmost reaches of the Greenland Sea to the swirl of the Antarctic Circle, we are gutting our seas of fish.\" There were legitimate grounds for concern. After increasing more than fourfold between 1950 and 1994, the global wild fish catch reached a plateau and stagnated despite exponential growth in the fishing industry. As numerous scientific reports showed, many fish stocks around the world collapsed, creating a genuine global overfishing crisis.Making Seafood Sustainableanalyzes the ramifications of overfishing for the United States by investigating how fishers, seafood processors, retailers, government officials, and others have worked together to respond to the crisis. Historian Mansel G. Blackford examines how these players took steps to make fishing in some American waters, especially in Alaskan waters, sustainable. Critical to these efforts, Blackford argues, has been government and industry collaboration in formulating and enforcing regulations. What can be learned from these successful experiences? Are they applicable elsewhere? What are the drawbacks?Making Seafood Sustainableaddresses these questions and suggests that sustainable seafood management can be made to work. The economic and social costs incurred in achieving sustainable resource usage are significant, but there are ways to mitigate them.
