Food banking and emergency food aid: expanding the definition of local food environments and systems
If current trends in food insecurity continue then the diets of low-income people may become characterised by the inclusion of significant amounts of donated and surplus food accessed via the third-sector. These developments have yet to be integrated into macro models and concepts of the food environment. Addressing this caveat is necessary in order to both help build an evidence base to challenge policies that exacerbate the drivers of food insecurity and to inform interventions aimed at improving the diets of disadvantaged populations.
The influence of emergency food aid on the causal disaster vulnerability of Indigenous food systems
Emergency food aid is the dominant humanitarian response to food insecurity precipitated by disasters. There is a significant literature on food aid effectiveness (e.g., bolstering food security, targeting, modality selection) in various disaster contexts. Additionally, there are some studies on the potential disincentive effects on agricultural production among other unintended consequences. However, there has been no explicit research on the possible effects of emergency food aid on the causal disaster vulnerability of Indigenous food systems. This research, based within the remote Bedamuni tribe of Western Province, Papua New Guinea, addresses this gap. The Bedamuni first received emergency food aid in response to the 1997 El Niño drought, followed by the 2015/16 El Niño and February 2018 Highlands earthquake. We identify first sustained contact (1962), the subsequent establishment of a mission (1968), and the societal changes that followed as more pronounced drivers of vulnerability. However, emergency food aid exacerbates several key determinants of vulnerability such as declining self-efficacy and adaptive capacity, in addition to encouraging unsustainable food system practices. This paper argues for a more holistic understanding of causal vulnerability in food systems and renewed critique regarding the use of emergency food aid in rural Indigenous contexts.
Undeserving, Disadvantaged, Disregarded: Three Viewpoints of Charity Food Aid Recipients in Finland
Since the economic recession of the 1990s, Finland has experienced the proliferation of charity food aid as a means of helping people who are afflicted by poverty. However, so far little research has been conducted regarding the food aid recipients. This article gives discursive, demographic, and experiential insights into charity food provision and reception in Finland. Drawing on quantitative survey data, online discussion data related to news published on Finnish newspapers’ web pages, and observation and interviews with food aid recipients, this article sheds new light on Finnish food aid recipients from three perspectives. First, public perceptions about food aid often portray food recipients as dishonourable and responsible for their own poverty. Secondly, the survey data shows that the main reason for people resorting to charity food aid is deep economic disadvantage, and further, that there is an unequal accumulation of disadvantage among the food aid recipients, illustrating internal diversity. Third, observational and interview data show that from the food recipients’ perspective, the food aid system has only a limited ability to answer even their immediate food needs, and for the recipients, food aid venues can become not only socially significant, but also socially demanding and emotionally burdening places.
Charitable food aid in Finland: from a social issue to an environmental solution
Since the establishment of the first food bank in 1995, charitable food aid (CFA) has become entrenched in Finland as a seemingly irreplaceable solution to food poverty. Further, it has recently been suggested that the focus of food aid activities is shifting from food poverty and temporary hunger alleviation towards environmental sustainability through addressing food waste via organized re-distribution of expiring food from retail to charitable organizations. This potentially creates a mechanism that (1) solidifies food poverty and (2) fortifies the paradoxical situation where charitable organizations delivering food aid are dependent on food waste rather than trying to reduce it. To understand the process that has led to this shift, a longitudinal media data analysis on the evolution of the discussion and the interpretations on CFA is presented. By conducting an inductive frame analysis, the paper answers three key questions: How was CFA framed by and through the media in Finland between 1995 and 2016? Has any single frame dominated the discussion at any given point? Finally, what are the characteristics of the frame that focuses on food surplus redistribution? The results suggest that when the practices are framed as potential receivers and redistributors of surplus, perception of CFA is mainly favourable and the root causes for food insecurity are not addressed. Thus, by focusing on environmental sustainability, food aid practices—hitherto depoliticized as a poverty problem—have gained policy relevance in the discursive space of the circular economy; perhaps at the cost of poverty policy and with unintended consequences.
Not by Bread Alone
What Muscovites get in a soup kitchen run by the Christian Church of Moscow is something far more subtle and complex-if no less necessary and nourishing-than the food that feeds their hunger. InNot by Bread Alone,the first full-length ethnographic study of poverty and social welfare in the postsocialist world, Melissa L. Caldwell focuses on the everyday operations and civil transactions at CCM soup kitchens to reveal the new realities, the enduring features, and the intriguing subtext of social support in Russia today. In an international food aid community, Caldwell explores how Muscovites employ a number of improvisational tactics to satisfy their material needs. She shows how the relationships that develop among members of this community-elderly Muscovite recipients, Russian aid workers, African student volunteers, and North American and European donors and volunteers-provide forms of social support that are highly valued and ultimately far more important than material resources. InNot by Bread Alonewe see how the soup kitchens become sites of social stability and refuge for all who interact there-not just those with limited financial means-and how Muscovites articulate definitions of hunger and poverty that depend far more on the extent of one's social contacts than on material factors. By rethinking the ways in which relationships between social and economic practices are theorized-by identifying social relations and social status as Russia's true economic currency-this book challenges prevailing ideas about the role of the state, the nature of poverty and welfare, the feasibility of Western-style reforms, and the primacy of social connections in the daily lives of ordinary people in post-Soviet Russia.

US Food Aid and Civil Conflict
We study the effect of US food aid on conflict in recipient countries. Our analysis exploits time variation in food aid shipments due to changes in US wheat production and cross-sectional variation in a country's tendency to receive any US food aid. According to our estimates, an increase in US food aid increases the incidence and duration of civil conflicts, but has no robust effect on interstate conflicts or the onset of civil conflicts. We also provide suggestive evidence that the effects are most pronounced in countries with a recent history of civil conflict.
On an empty stomach : two hundred years of hunger relief
On an Empty Stomach examines the practical techniques humanitarians have used to manage and measure starvation, from Victorian \"scientific\" soup kitchens to space-age, high-protein foods. Tracing the evolution of these techniques since the start of the nineteenth century, Tom Scott-Smith argues that humanitarianism is not a simple story of progress and improvement, but rather is profoundly shaped by sociopolitical conditions. Aid is often presented as an apolitical and technical project, but the way humanitarians conceive and tackle human needs has always been deeply influenced by culture, politics, and society. Txhese influences extend down to the most detailed mechanisms for measuring malnutrition and providing sustenance. As Scott-Smith shows, over the past century, the humanitarian approach to hunger has redefined food as nutrients and hunger as a medical condition. Aid has become more individualized, medicalized, and rationalized, shaped by modernism in bureaucracy, commerce, and food technology. On an Empty Stomach focuses on the gains and losses that result, examining the complex compromises that arise between efficiency of distribution and quality of care. Scott-Smith concludes that humanitarian groups have developed an approach to the empty stomach that is dependent on compact, commercially produced devices and is often paternalistic and culturally insensitive.
A mixed methods study exploring food insecurity and diet quality in households accessing food clubs in England
Background Food clubs are a higher-agency food aid intervention that charge a small fee for a set number of items. Some incorporate longer-term solutions such as budgeting support and cooking skills. These are in place in England to help address inadequate reliable access to affordable, nutritious food. We used a convergent parallel mixed methods design to describe the food insecurity households accessing food clubs experience and to assess diet quality and wellbeing at the start and after at least three months of using food clubs in the South of England. Methods Participants accessing food clubs in Wessex from March 31 to November 3, 2022 were recruited after providing informed consent. They completed a survey at recruitment that collected data on diet and health. Food security was assessed using the modified six-item US Department of Agriculture (USDA) food security survey module, and wellbeing using the short form Warwick-Edinburgh Mental Wellbeing Scale (WEMWBS). Follow-up surveys were conducted after participants used the clubs for at least three months. Participants were invited to take part in a semi-structured interview. Results Of the 90 participants recruited at baseline, 52% were aged 35–54 years, 74% were female, 81% were of White ethnicity, and 71% reported having at least one dependent child. Food security status was calculated in 69 participants who answered all six questions of the USDA module, with 42% reporting low and 43% very low food security. Among participants with follow-up ( n  = 52), low food security was 41% and very low food security was 18% at follow-up. Eleven participants were interviewed. Two themes explored impact and experiences of food club. Impact illustrated how participants consumed a more varied diet, experienced less financial pressure, and improved health, wellbeing and social interaction. Experiences of food clubs explored limitations of time and food range at clubs, developing a sense of community and overcoming stigma. Conclusion This study is the first in the UK to explore potential diet, food security and wellbeing impacts of food clubs. Ongoing impact evaluation will enable optimisation of interventions for the populations they serve, such as inviting other organisations/groups to attend/be available for members.
Workings of the State
In this article we analyze local distribution practices within an EU food aid program in Romania. We show that an understanding of this program's implementation can contribute to our understanding of how the state works in present-day Romania and, more generally, to the anthropology of the state. We examine the ways in which local-level bureaucrats gain discretion and exercise it when implementing the program. By securing greater control over a scarce transnational resource, local officials are able to shape national policy according to local distributive models. The described distribution process is conducive to community building, although in very different ways in the two rural settings being studied. We argue for a relational analysis of the workings of the state that explores the embeddedness of local actors and their participation in historically shaped power relations.
