Impact of transnational land acquisitions on local food security and dietary diversity

Foreign investors have acquired approximately 90 million hectares of land for agriculture over the past two decades. The effects of these investments on local food security remain unknown. While additional cropland and intensified agriculture could potentially increase crop production, preferential targeting of prime agricultural land and transitions toward export-bound crops might affect local access to nutritious foods. We test these hypotheses in a global systematic analysis of the food security implications of existing land concessions. We combine agricultural, remote sensing, and household survey data (available in 11 sub-Saharan African countries) with georeferenced information on 160 land acquisitions in 39 countries. We find that the intended changes in cultivated crop types generally imply transitions toward energy-rich, but nutrient-poor, crops that are predominantly destined for export markets. Specific impacts on food production and access vary substantially across regions. Deals likely have little effect on food security in eastern Europe and Latin America, where they predominantly occur within agricultural areas with current export-oriented crops, and where agriculture would have both expanded and intensified regardless of the land deals. This contrasts with Asia and sub-Saharan Africa, where deals are associated with both an expansion and intensification (in Asia) of crop production. Deals in these regions also shift production away from local staples and coincide with a gradually decreasing dietary diversity among the surveyed households in sub-Saharan Africa. Together, these findings point to a paradox, where land deals can simultaneously increase crop production and threaten local food security.

BACKGROUND: Food contact articles (FCAs) are manufactured from food contact materials (FCMs) that include plastics, paper, metal, glass, and printing inks. Chemicals can migrate from FCAs into food during storage, processing, and transportation. Food contact materials' safety is evaluated using chemical risk assessment (RA). Several challenges to the RA of FCAs exist. OBJECTIVES: We review regulatory requirements for RA of FCMs in the United States and Europe, identify gaps in RA, and highlight opportunities for improving the protection of public health. We intend to initiate a discussion in the wider scientific community to enhance the safety of food contact articles. DISCUSSION: Based on our evaluation of the evidence, we conclude that current regulations are insufficient for addressing chemical exposures from FCAs. RA currently focuses on monomers and additives used in the manufacture of products, but it does not cover all substances formed in the production processes. Several factors hamper effective RA for many FCMs, including a lack of information on chemical identity, inadequate assessment of hazardous properties, and missing exposure data. Companies make decisions about the safety of some food contact chemicals (FCCs) without review by public authorities. Some chemical migration limits cannot be enforced because analytical standards are unavailable. CONCLUSION: We think that exposures to hazardous substances migrating from FCAs require more attention. We recommend a) limiting the number and types of chemicals authorized for manufacture and b) developing novel approaches for assessing the safety of chemicals in FCAs, including unidentified chemicals that form during or after production.

Food waste reduction and food poverty alleviation: a system dynamics conceptual model

The contradictions between food poverty affecting a large section of the global population and the everyday wastage of food, particularly in high income countries, have raised significant academic and public attention. All actors in the food chain have a role to play in food waste prevention and reduction, including farmers, food manufacturers and processors, caterers and retailers and ultimately consumers. Food surplus redistribution is considered by many as a partial solution to food waste reduction and food poverty mitigation, while others criticize charitable initiatives as inadequate responses, that inhibit governments from responsibly protecting the citizens right to food. This paper frames food assistance as “hybrid systems”, situating at the intersection of territorial food, public welfare and third sector voluntary systems. Based on available literature and reflections on previous research examining food banks in Italy, we develop a system dynamics conceptual mapping. The aim is to model a set of relations and dynamic mechanisms associated with variables relevant to food waste generation, food recovery for social purposes and food poverty alleviation. The analysis of feedback interactions highlights the (actual and potential) vulnerabilities of food assistance systems that occur when addressing food poverty by reducing food surplus. In summary, as the awareness on food poverty and food surplus arises, incentives to food recovery and redistribution strengthen the role of (voluntary) food assistance actors, increasing their exposure to drivers of change, such as retailers’ standards for food surplus prevention. This paper contributes to the current academic debate on charitable food assistance, with insights for policy makers and other systems’ actors.

Human Salmonellosis: A Continuous Global Threat in the Farm-to-Fork Food Safety Continuum

Salmonella is one of the most common zoonotic foodborne pathogens and a worldwide public health threat. Salmonella enterica is the most pathogenic among Salmonella species, comprising over 2500 serovars. It causes typhoid fever and gastroenteritis, and the serovars responsible for the later disease are known as non-typhoidal Salmonella (NTS). Salmonella transmission to humans happens along the farm-to-fork continuum via contaminated animal- and plant-derived foods, including poultry, eggs, fish, pork, beef, vegetables, fruits, nuts, and flour. Several virulence factors have been recognized to play a vital role in attaching, invading, and evading the host defense system. These factors include capsule, adhesion proteins, flagella, plasmids, and type III secretion systems that are encoded on the Salmonella pathogenicity islands. The increased global prevalence of NTS serovars in recent years indicates that the control approaches centered on alleviating the food animals’ contamination along the food chain have been unsuccessful. Moreover, the emergence of antibiotic-resistant Salmonella variants suggests a potential food safety crisis. This review summarizes the current state of the knowledge on the nomenclature, microbiological features, virulence factors, and the mechanism of antimicrobial resistance of Salmonella. Furthermore, it provides insights into the pathogenesis and epidemiology of Salmonella infections. The recent outbreaks of salmonellosis reported in different clinical settings and geographical regions, including Africa, the Middle East and North Africa, Latin America, Europe, and the USA in the farm-to-fork continuum, are also highlighted.

Despite world food production keeping pace with population growth because of the Green Revolution, the United Nations (UN) State of Food Security and Nutrition in the World 2022 Report indicates that the number of people affected by hunger has increased to 828 million with 29.3% of the global population food insecure, and 22% of children under five years of age stunted. Many more have low-quality, unhealthy diets and micronutrient deficiencies leading to obesity, diabetes, and other diet-related non-communicable diseases. Additionally, current agro-food systems significantly impact the environment and the climate, including soil and water resources. Frequent natural disasters resulting from climate change, pandemics, and conflicts weaken food systems and exacerbate food insecurity worldwide. In this review, we outline the current knowledge in alternative agricultural practices for achieving sustainability as well as policies and practices that need to be implemented for an equitable distribution of resources and food for achieving several goals in the UN 2030 Agenda for Sustainable Development. According to the UN Intergovernmental Panel on Climate Change, animal husbandry, particularly ruminant meat and dairy, accounts for a significant proportion of agricultural greenhouse gas (GHG) emissions and land use but contributes only 18% of food energy. In contrast, plant-based foods, particularly perennial crops, have the lowest environmental impacts. Therefore, expanding the cultivation of perennials, particularly herbaceous perennials, to replace annual crops, fostering climate-smart food choices, implementing policies and subsidies favoring efficient production systems with low environmental impact, empowering women, and adopting modern biotechnological and digital solutions can help to transform global agro-food systems toward sustainability. There is growing evidence that food security and adequate nutrition for the global population can be achieved using climate-smart, sustainable agricultural practices, while reducing negative environmental impacts of agriculture, including GHG emissions.

Sustainable Agri-Food Systems: Environment, Economy, Society, and Policy

Agri-food systems (AFS) have been central in the debate on sustainable development. Despite this growing interest in AFS, comprehensive analyses of the scholarly literature are hard to find. Therefore, the present systematic review delineated the contours of this growing research strand and analyzed how it relates to sustainability. A search performed on the Web of Science in January 2020 yielded 1389 documents, and 1289 were selected and underwent bibliometric and topical analyses. The topical analysis was informed by the SAFA (Sustainability Assessment of Food and Agriculture systems) approach of FAO and structured along four dimensions viz. environment, economy, society and culture, and policy and governance. The review shows an increasing interest in AFS with an exponential increase in publications number. However, the study field is north-biased and dominated by researchers and organizations from developed countries. Moreover, the analysis suggests that while environmental aspects are sufficiently addressed, social, economic, and political ones are generally overlooked. The paper ends by providing directions for future research and listing some topics to be integrated into a comprehensive, multidisciplinary agenda addressing the multifaceted (un)sustainability of AFS. It makes the case for adopting a holistic, 4-P (planet, people, profit, policy) approach in agri-food system studies.

THE RISE OF DOMESTIC OUTSOURCING AND THE EVOLUTION OF THE GERMAN WAGE STRUCTURE

The nature of the relationship between employers and employees has been changing over the past three decades, with firms increasingly relying on contractors, temp agencies, and franchises rather than hiring employees directly. We investigate the impact of this transformation on the wage structure by following jobs that are moved outside the boundary of lead employers to contracting firms. We develop a new method for identifying outsourcing of food, cleaning, security, and logistics services in administrative data using the universe of social security records in Germany. We document a dramatic growth of domestic outsourcing in Germany since the early 1990s. Event-study analyses show that wages in outsourced jobs fall by approximately 10–15% relative to similar jobs that are not outsourced. We find evidence that the wage losses associated with outsourcing stem from a loss of firm-specific rents, suggesting that labor cost savings are an important reason firms choose to contract out these services. Finally, we tie the increase in outsourcing activity to broader changes in the German wage structure, in particular showing that outsourcing of cleaning, security, and logistics services alone accounts for around 9% of the increase in German wage inequality since the 1980s.

Legal Aspects of Microalgae in the European Food Sector

The interest in microalgae as food in Europe is growing due to its remarkable features that can foster a sustainable economy. The lack of tradition on their use among Europeans is changing and a demand for more sustainable products is increasing. The legal framework from the microalgae stakeholders’ point of view has been consistently identified as a bottleneck, regardless of its nutritional value and potential to provide added-value metabolites. Microalgae-based products have been mostly consumed as food supplements, which are characterized by some general uncertainty with regards to food security of products sourced from non-European countries. The novel foods regulation is a landmark in Europe’s food law defining the conditions in which a new type of food can be commercialized. Currently, a more simplified and centralized version is in place, and around eleven microalgae-based products are on the market; however, more than half are represented by Schizochytrium sp. derived products (DHA-rich oil). Microalgae have immense potential as a sustainable food source; nonetheless, there is limited experience in assessing the safety of these microorganisms, considering the uncertainty around undesirable substances present in the way they are produced and their diverse metabolites. Here, we overview the regulatory use of microalgae as food in Europe with a focus on market introduction, highlighting the administrative procedures and scientific requirements to assess food safety. We also discuss the implications of the Transparency regulation related to microalgae as novel foods and provide considerations for a more solid interaction between academia and industry.

The urban food question is forcing itself up the political agenda in the Global North because of a new food equation that spells the end of the 'cheap food' era, fuelling nutritional poverty in the cities of Europe and North America. This article explores the rise of the urban food question in the Global North through the multiple prisms of theory, policy and political practice. First, it explores the theoretical ways in which the food system is being framed in urban planning, urban political ecology and community food security. Second, it charts the rise of new urban foodscapes associated with urban agriculture and public health. Finally, it identifies a new urban food politics and asks if this constitutes a new social movement.
