SALVADOR TRIES TO RALLY SUPPORT FOR 1982 ELECTIONS
''Can we between now and next March create the conditions for elections that will be meaningful?'' the United States Ambassador, Deane R. Hinton, said in a recent interview. ''Difficult, but we don't despair. And we're sure going to try.'' ''There can't be an election under these conditions, and the state of siege can't be lifted now,'' Rene Fortin Magana said in an interview yesterday. Mr. Magana is president of the lawyer's federation and was a member of a ruling junta in 1960. He is now organizing what he calls a pressure group, called Democratic Action, which might participate in the elections as a party to the right of the Christian Democrats. Nevertheless, the Government is continuing its drive. On office buildings in the capital and on the villages' mud huts, whose surfaces are blotched with white paint that barely conceal spraypainted revolutionary graffiti, neatly printed blue-and-white posters are being put up. ''In 1982 your vote can make the difference,'' the posters say. ''El Salvador deserves your vote.''
