Discursive Configurations About the Francophone World and the French Language in Colombian Written Press

The notion of francophonie still raises many questions in various fields, such as the didactic, economic, political, and media fields, among others, making it difficult to understand the concept. In this article, we analyze the ways in which the discursive contours of the francophone issue and its representation in the discourse of the Colombian print media are defined, based on a corpus of 35 journalistic articles. To this end, we combined textometric analyses obtained with the Iramuteq® software with linguistic discourse analysis tools, in order to propose an interpretative hypothesis. On this basis, we were able to demonstrate that, in the Colombian print media, the issue of francophonie is mainly elaborated on the basis of its relationship to the French language and, more concretely, on the basis of its pragmatic aim, which configures a discursive register of education and work. In addition, there is a quest linked to the desire for social mobility, where language takes on the role of auxiliary, even in the absence of cultural, social, political or historical dimensions. From this point of view, its learning and its use are reduced to a rather technical and individual subject without considering its complex character also constituting the social.

The neoliberalization of Canada’s immigration and immigrant integration policies has impacted how Francophone communities in English dominated provinces outside of Québec can develop and thrive. This article examines the challenges faced by Francophone community organizations in the Greater Toronto Area (GTA) in their efforts to successfully integrate Francophone immigrants. The GTA’s Francophone voluntary sector has been affected by a “community government” mindset, which limits its ability to support the integration of Francophone newcomers into the local French-speaking community. We use public documents and interviews with representatives of key Francophone community organizations to document these challenges. Évolution temporelle, répartition sectorielle et distribution spatiale du mouvement coopératif en Ontario : état des lieux et pistes de recherche

Cet article analyse la distribution temporelle, sectorielle et spatiale du mouvement coopératif en Ontario (Canada), à l’exclusion des caisses d’épargne. À partir des données d’incorporation de 1 792 coopératives fondées en Ontario depuis 1913 et encore actives, il met en évidence quatre périodes (1913–1973, 1974–1994, 1995–2012 et 2013 2021) qui se distinguent par le rythme de formation des coopératives, leur secteur d’activité et leur répartition sur le territoire. Plus spécifiquement, l’analyse montre que le mouvement coopératif ontarien que l’on connaît aujourd’hui s’est surtout développé après les Trente Glorieuses. On dénombre ainsi 1 608 incorporations de coopératives (soit près de 90 % des coopératives qui ont survécu) entre 1976 et 2021. Aussi, les données révèlent une plus forte spécialisation sectorielle et une dispersion spatiale du mouvement coopératif ontarien pendant les périodes de fortes incorporations, et, par contraste, une diversification sectorielle et une concentration spatiale pendant les périodes d’incorporations plus faibles. Par ailleurs, les coopératives en Ontario sont principalement actives dans les secteurs du logement, des services et des garderies. Ces différentes observations offrent des perspectives intéressantes pour appréhender l’évolution du mouvement coopératif en Ontario et comprendre les facteurs qui soutiennent son développement ainsi que ceux qui lui nuisent.

Institutional Governance of the Francophonie after 50 Years of Existence, between Geopolitical Interest and the Challenges of Economic Development/Strategy

Economy is a priority for the International Organization of Francophonie (OIF), whose objective is to build, together with its member states and governments, associate members and observers, a new model of economic growth in the Francophone space adjusted to the current context of globalization. The actions currently carried out by OIF in the economic sector are based on the priorities of the Economic Strategy adopted by the heads of Francophone states and governments at the Summit of the Francophonie held in Dakar in 2014, even though the organization is built around the affiliation to the French language and the promotion of the diversity of Francophone cultures. By adopting an economic strategy, the Francophone states and governments committed to defend the joint interests of the Francophone space and impose a common reform vision, particularly in the field of trade, access to financing sources and for a more efficient valorisation of innovation and creativity in the service of sustainable development. From this perspective, OIF supports entrepreneurship as a priority, an effort considered essential for a truly inclusive and long-lasting growth, giving particular attention to economic initiatives carried out by young people and women, as part of the gender equality and youth policy. The main objective is to support and strengthen the business environment from an institutional, financial and regulatory perspective. Moreover, the organization has the capacity to gather together expert networks, to facilitate the exchange of expertise, best practices and prediction analyses in the entrepreneurial field, being a truly supportive relay of contacts between professional networks. By its uniqueness and specificity in the current multilateral landscape, OIF is characterized by its capacity to act simultaneously on three essential levels: 1. states and governments; 2. national institutions and civil society; 3. non-governmental organizations and the private sector. The added value of OIF is to take on the role of a facilitator in relation to the national Francophone administrations, acting for the identification and implementation of innovative economic models that generate an inclusive sustainable development. On the background of an international reflection, started at the end of last year, in the context of its 50-year anniversary, regarding OIF directions and governance, this paper revels the main challenges and trends of economic development in the Francophone countries, in a period marked by the disturbance of geopolitical balances, the exacerbation of certain outbreaks of security and economic crises. As part of this effort of evaluation of the institutional governance of the Francophonie and OIF's place on the current multilateralism scene, answers are sought to a series of questions, that concern the academic and research environment, as well as the national administrations that invest politically and financially in the Francophonie cause: Do the current priorities of the Institutional Francophonie and the current structure of the organization meet the economic development needs and expectations of the Francophone populations that they represent? What would be the added value of the Francophonie in terms of sustainable development, the strengthening of the Francophone economic space, the support for education and Francophone culture or in the field of settling international conflicts? What would be the priority intervention axes?_

Depuis les travaux fondateurs sur l'enseignement explicite
datant des années 1970, de nombreuses méta-analyses ont montré
l'efficacité de cette approche qui mise sur un enseignement direct
ainsi que sur la clarification et le découpage des stratégies à
enseigner, surtout auprès des élèves en difficulté. Couvrant même
les comportements à développer pour favoriser l'apprentissage,
cette approche est entre autres employée dans l'enseignement de la
lecture, de l'écriture, des mathématiques et des sciences.
Le milieu scolaire s'est emparé de la méthode de l'enseignement
explicite et l'a proposée aux enseignants en offrant des assises
théoriques souvent inégales. Ce flou a provoqué bien des
incompréhensions chez les pédagogues. De quoi parlent au juste les
chercheurs qui ont tenté de théoriser l'enseignement explicite, une
méthode d'enseignement totalement absente du Programme de formation
de l'école québécoise en 2000 et introduite depuis dans des
documents pédagogiques officiels comme le Référentiel en lecture ou
en écriture pour les 10-15 ans du ministère de l'Éducation ? C'est
ce que ce livre entend démystifier.
Le présent ouvrage brosse un portrait de l'enseignement
explicite et de ses utilisations dans la francophonie. Il fait le
point sur différents travaux de recherche et interroge les
fondements théoriques de ce modèle d'enseignement afin de juger de
son efficacité, ses défis et ses limites.

My experience as Editor-in-Chief of the journal Recherche et Applications en Marketing (RAM) is that of a pioneer with the specific challenges and constraints of the years 1987 to 1990 of scientific publishing: to publish in a brand-new French-language journal original and relevant research submitted by a community of researchers not necessarily yet familiar with this activity; to manage a review process based on the highest international standards, in the specific technical context of this time.

Les lexèmes morphologiquement construits dans le français du Sénégal : héritage et hybridation lexicale

Cette étude est une contribution sur le français en francophonie. Elle s’intéresse aux schémas morphologiques qui sous-tendent la formation des lexèmes du français du Sénégal. Elle s’appuie sur la base lexicale Les mots du patrimoine : le Sénégal. Après avoir présenté le contexte sociolinguistique du Sénégal, le cadre de l’étude et l’état des travaux sur la question, elle rappelle la méthodologie utilisée et les principes théoriques auxquels elle se rattache. La description des lexèmes morphologiquement construits du corpus révèle (i) d’une part que les procédés et les règles morphologiques utilisés sont conformes à ceux en œuvre en français standard et (ii) d’autre part, qu’on découvre une certaine innovation dans la création lexicale qui s’inspire des langues en présence, notamment le wolof, première langue véhiculaire du pays.

Développement de la Francophonie en Ukraine en temps de guerre : innovation, résilience institutionnelle et nouvelles dynamiques de coopération initiées par l’AUF

Cet article analyse l’évolution contemporaine de la francophonie en Ukraine dans le contexte de la guerre à grande échelle, en mettant l’accent sur les nouvelles stratégies de coordination institutionnelle, les réseaux universitaires et les technologies éducatives innovantes. L’étude repose sur l’expérience du développement de la Francophonie en Ukraine par l’Agence universitaire de la Francophonie (AUF) en collaboration avec les universités ukrainiennes membres de l’AUF aussi bien que sur les résultats du travail de la première année de la mission de la Référente scientifique AUF en Ukraine, instaurée en Ukraine en 2025. Le Plan AUF spécial Ukraine, le séminaire en conception et rédaction des projets internationaux pour les représentants de universités ukrainiennes-membres de l’AUF à Suceava (Roumanie), la signature d’un Mémorandum interuniversitaire pour le soutien de la Francophonie en Ukraine, l’Appel à mobilité estudiantine professionnelle, le projet franco-ukrainien « Réhabilitologues-2024-2025», le début d’un grand projet à l’échelle nationale « Académie des leaders ukrainiens francophones » (ALUF), l’expérience pratique du développement de la Francophonie dans le contexte de la guerre, les données issues des rapports de l’UNESCO, l’analyse de la transformation numérique dans le domaine de l’enseignement supérieur en Ukraine permettent d’analyser des initiatives lancées et une expérience acquise, d’élargir la perspective francophone en Ukraine et d’inscrire l’expérience ukrainienne dans le contexte plus large de l’innovation francophone. L’article démontre que, malgré la guerre, les destructions d’infrastructures, la mobilité limitée et la dispersion du personnel académique, la Francophonie en Ukraine connaît un renouveau grâce à la créativité et l’innovation éducative, aux réseaux collaboratifs et à la digitalisation et surtout grâce à la volonté de l’AUF de soutenir l’Ukraine en ce moment tragique de son histoire et grâce à la force des chercheurs francophones ukrainiens capables d’ouvrir les nouveaux horizons de collaboration francophone dans la situation de crise.

Paradoxes of Language Policy in Morocco: Deconstructing the Ideology of Language Alternation and the Resurgence of French in STEM Instruction

Language-in-education policies often serve hidden political and economic agendas, and thus language policy research must examine policies beyond official state discourse. This article critically analyzes Morocco’s Language Alternation Policy (LAP), introduced in 2019, using the historical–structural approach. It examines the broader historical context and structural factors that shape the adoption and implementation of LAP. While the official policy discourse frames LAP as an egalitarian reform aimed at promoting balanced multilingualism by alternating instructional media in science education, its de facto implementation reveals a stark contradiction. The ideological underpinnings of LAP are the resurgence of French as the exclusive medium of instruction in science and technology classrooms. This policy undercuts a decades-long Arabization of science and the promotion of the Amazigh language, as well as denying Moroccans the potential advantages of learning English. The disparity between official policy discourse and implementation reveals the influence of France’s neocolonial agenda, exercised through Francophonie, international clientelism, and financial patronage. Through implementing LAP to align with France’s interests in Morocco, French-trained political actors undermine the country’s decolonization efforts and preserve the long-standing socioeconomic privileges of the francophone elite. We analyze how LAP functions ideologically to resolidify France’s cultural and linguistic hegemony and reinforce pre- and post-independence linguistic and social inequalities.
