The impact of the oil and gas industry – paradoxically seen both as a blessing and a curse on socio-economic development – is a question at the heart of the comparative studies in this volume stretching from Northern Europe to the Caucasus, the Gulf of Guinea to Latin America. Britain’s transformation under Margaret Thatcher into a supposedly post-industrial society orientated towards consumer sovereignty was paid for with revenues from the North Sea oil industry, an industry conveniently out of sight and out of mind for many. Navigating the Future
Navigating the Future draws on long-term ethnographic fieldwork with Kubo people and their neighbours, in a remote area of Papua New Guinea, to explore how worlds are reconfigured as people become increasingly conscious of, and seek to draw into their own lives, wealth and power that had previously lain beyond their horizons. In the context of a major resource extraction project—the Papua New Guinea Liquefied Natural Gas (PNG LNG) Project–taking shape in the mountains to the north, the people in this area are actively reimagining their social world. This book describes changes in practice that result, tracing shifts in the ways people relate to the land, to each other and to outsiders, and the histories of engagement that frame those changes. Inequalities are emerging between individuals in access to paid work, between groups in potential for claiming future royalties, and between generations in access to information. As people at the village of Suabi strive to make themselves visible to the state and to petroleum companies, as legal entities entitled to receive benefits from the PNG LNG Project, they are drawing new boundaries around sets of people and around land and declaring hierarchical relationships between groups that did not exist before. They are struggling to make sense of a bureaucracy that is foreign to them, in a place where the state currently has minimal presence. A primary concern of Navigating the Future is with the processes through which these changes have emerged, as people seek to imagine—and work to bring about—a radically different future for themselves while simultaneously reimagining their own past in ways that validate those endeavours.

The impact of that footprint is especially important in the Middle East, given that region's role as an economic and geopolitical linchpin.
California’s methane super-emitters
Methane is a powerful greenhouse gas and is targeted for emissions mitigation by the US state of California and other jurisdictions worldwide 1 , 2 . Unique opportunities for mitigation are presented by point-source emitters—surface features or infrastructure components that are typically less than 10 metres in diameter and emit plumes of highly concentrated methane 3 . However, data on point-source emissions are sparse and typically lack sufficient spatial and temporal resolution to guide their mitigation and to accurately assess their magnitude 4 . Here we survey more than 272,000 infrastructure elements in California using an airborne imaging spectrometer that can rapidly map methane plumes 5 – 7 . We conduct five campaigns over several months from 2016 to 2018, spanning the oil and gas, manure-management and waste-management sectors, resulting in the detection, geolocation and quantification of emissions from 564 strong methane point sources. Our remote sensing approach enables the rapid and repeated assessment of large areas at high spatial resolution for a poorly characterized population of methane emitters that often appear intermittently and stochastically. We estimate net methane point-source emissions in California to be 0.618 teragrams per year (95 per cent confidence interval 0.523–0.725), equivalent to 34–46 per cent of the state’s methane inventory 8 for 2016. Methane ‘super-emitter’ activity occurs in every sector surveyed, with 10 per cent of point sources contributing roughly 60 per cent of point-source emissions—consistent with a study of the US Four Corners region that had a different sectoral mix 9 . The largest methane emitters in California are a subset of landfills, which exhibit persistent anomalous activity. Methane point-source emissions in California are dominated by landfills (41 per cent), followed by dairies (26 per cent) and the oil and gas sector (26 per cent). Our data have enabled the identification of the 0.2 per cent of California’s infrastructure that is responsible for these emissions. Sharing these data with collaborating infrastructure operators has led to the mitigation of anomalous methane-emission activity 10 . Emission of methane from ‘point sources’—small surface features or infrastructure components—is monitored with an airborne spectrometer, identifying possible targets for mitigation efforts.
Higher-order moments spillovers among energy, carbon and tourism markets: Time- and frequency-domain evidence
This paper uses the GJRSK model to estimate the high-order moments of energy (oil, natural gas, and coal), the carbon market, and tourism stocks. Then, it utilizes a novel TVP-VAR time-frequency connectedness approach to examine higher-order moments spillovers among them. The results show a strong connectedness among the three markets. The energy market is the emitter of volatility, skewness and kurtosis spillovers; tourism stock is the receiver; and the carbon market is the transmitter. From a time-domain perspective, the higher-order moments spillovers of the three markets are time-varying, especially during extreme periods, where the energy market’s spillover effects on tourism stocks are significantly enhanced, indicating that tourism stocks bear a greater risk at leptokurtosis and fat-tail moment. From a frequency-domain perspective, the long-term asymmetric spillovers of oil, natural gas, and tourism markets on the carbon market are more pronounced than the short-term. Moreover, the COVID-19 pandemic exacerbated the higher-moment spillovers of energy and tourism stocks on the carbon market. Meanwhile, the Russia-Ukraine conflict led to extreme risk transmission within the energy market. These findings have significant implications for cross-industry investors and green finance risk management.

Rethinking private authority
Rethinking Private Authorityexamines the role of non-state actors in global environmental politics, arguing that a fuller understanding of their role requires a new way of conceptualizing private authority. Jessica Green identifies two distinct forms of private authority--one in which states delegate authority to private actors, and another in which entrepreneurial actors generate their own rules, persuading others to adopt them. Drawing on a wealth of empirical evidence spanning a century of environmental rule making, Green shows how the delegation of authority to private actors has played a small but consistent role in multilateral environmental agreements over the past fifty years, largely in the area of treaty implementation. This contrasts with entrepreneurial authority, where most private environmental rules have been created in the past two decades. Green traces how this dynamic and fast-growing form of private authority is becoming increasingly common in areas ranging from organic food to green building practices to sustainable tourism. She persuasively argues that the configuration of state preferences and the existing institutional landscape are paramount to explaining why private authority emerges and assumes the form that it does.
