''So often you hear of people saying, 'Oh well, there's insurance, so we don't need to worry,' '' said Peter W. Gillies , the state's insurance commissioner. Mr. Gillies recently presented Mr. [Frank S. Raffa] with the first annual Insurance Commissioner's Award for property, preservation and safety. ''It's a soft-sell operation,'' he said. Candidates the fund helps will be judged by their ''progressive'' stand on issues that have become publicly linked with Mr. [Toby Moffett]. He cited ''the ability to be a real advocate on toxic wastes and utility matters, and the treatment of the very poorest people in the state.'' ''I'm not trying to buy anything here,'' Mr. Moffett said. ''The most altruistic explanation is that I did run for Senate and built a semblance of a state network. I have a responsibility, not to try to dictate what happens, but to use whatever influence I have to help elect moderate and liberal Democrats.''
