Institutional Engineering and Political Accountability in Indonesia, Thailand and the Philippines

Political accountability is a crucial element of any democracy since it is a safeguard against power abuse and corruption, both urgent problems of many political systems in Southeast Asia. Based on social science theories, the author analyses from a comparative perspective the ways institutional engineering concerning different dimensions of political accountability influenced the quality of democracy in Indonesia, Thailand and the Philippines. By highlighting the successes and shortcomings, this book evaluates the degree these institutional reforms resulted in the deepening, stagnation, or regression of the respective democratization processes in these three Southeast Asian countries.

Under what conditions is a newly democratic government likely to increase transparency, accountability, and responsiveness to its citizens? What incentives might there be for bureaucrats, including those appointed by a previously authoritarian government, to carry out the wishes of an emerging democratic regime? Responsive Democracy addresses an important problem in democratic transition and consolidation: the ability of the chief executive to control the state bureaucracy. Using three well-chosen case studies—the Philippines, South Korea, and Taiwan—Jeeyang Rhee Baum explores the causes and consequences of codifying rules and procedures in a newly democratic government. In the Philippines, a president facing opposition has the option of appointing and dismissing officials at will and, therefore, has no need for administrative procedure acts. However, in South Korea and Taiwan, presidents employ such legislation to rein in recalcitrant government agencies, and, as a consequence, increase transparency, accountability, and responsiveness. Moreover, as Baum demonstrates by drawing upon surveys conducted both before and after implementation, administrative procedural reforms in South Korea and Taiwan improved public confidence in and attitudes toward democratic institutions.

The Sources of Democratic Responsiveness in Mexico

Matthew Cleary investigates the political sources of improved
government responsiveness in contemporary Mexico. He draws on
existing theoretical frameworks that explain responsiveness (the
degree to which government output matches public preferences) as a
function of electoral accountability mechanisms, direct
participatory pressure, or a combination of the two. Cleary
demonstrates that electoral competition is not the cause of
improved responsiveness among Mexican municipal governments.
Instead, he attributes responsiveness in the 1980s and 1990s to a
prior qualitative shift in participatory politics that began in the
1970s and continues to this day. The inability of electoral
competition to improve responsiveness is, Cleary argues, a function
of Mexico's political institutions. The book demonstrates the
implications of thinking broadly about the variety of strategies
that citizens use, on a daily basis, to influence the behavior of
politicians.
The Sources of Democratic Responsiveness in Mexico
exposes serious flaws in conventional understandings of electoral
competition in Mexico. Cleary's careful critique of electoral
accountability theory and his theory of participatory
responsiveness address broader theoretical and conceptual issues
that extend beyond the Mexican situation. The book will interest
students and scholars of comparative democracy, Mexican politics,
and Latin American politics.
