Searching for Leadership
2008,2016
Although the subject of leadership is a hot topic, it has never attracted much attention in the public sector. Searching for Leadership is the first book to examine the evolving role and leadership of the highest-ranking public servant in Ottawa or in any of Canada's Provinces and Territories, the Secretary to Cabinet, or the Clerk.
Arguing that the leadership role of the Secretary to Cabinet must be appreciated and understood in light of modern management practices and the centralization of administrative practices, the contributors to this volume present a mixture of approaches to the position: literature reviews, structural approaches, and biographical case studies of influential Secretaries to the Cabinet. Analyzing the role of Secretaries to the Cabinet in Ottawa as well as in Alberta, Saskatchewan, Quebec, and Ontario, the contributors detail the roles, key functions and impact of these highly influential public servants, highlighting the ways in which the leadership skills of Secretaries to the Cabinet have changed and responded to change.
An important contribution to understanding Canadian governance and public management, Searching for Leadership is essential reading for scholars and students in political science, history, public administration and management, as well as public servants.

Cabinet ministers -- Canada
2005,2000
Canada's political regime is centred on the existence of a federal system of government within the institutions of Westminster parliamentary democracy. This system places a great deal of political power in the hands of cabinet ministers, and while cabinet systems of government in Canada have evolved at different speeds in different federal and provincial governments, they have, over the last two decades, increased centralization of administrative and legislative control in ever fewer hands.
This shift has been well demonstrated by scholars such as Donald J. Savoie regarding the federal system, but little examined in the context of provincial governance.Executive Styles in Canadaplaces equal emphasis on both levels, explaining how and in what way cabinet systems have conformed to or diverged from this general pattern. This unique collection is the only systematic, cross-provincial study of its kind, and is certain to be of great benefit to anyone interested in the structure of government in Canada.

Behind the Scenes
2010,2014
William Clifford Clark, federal deputy minister of finance from 1932 to 1952, had a profound impact on Canadian history. An important intellectual figure during the first half of the twentieth century, he was leader of 'The Ottawa Men,' a group of federal civil servants who shaped a new liberal vision of the nation. Robert A. Wardhaugh chronicles Clark's contributions to Canada's modern state in Behind the Scenes, which reconstructs the public life and ideas of one of Canada's most important bureaucrats. The Department of Finance sat at the centre of critical federal decisions and debates. From this axis, Clark's wide-ranging contributions to Canadian policy were nothing short of phenomenal: he was the driving force behind the creation of the Bank of Canada and he spearheaded national housing policy. Clarke also managed the economy during the Great Depression and during the Second World War and he was instrumental in forging Canada's international economic role in the postwar era.

Governmental investigations -- Canada
2014
Commissions of inquiry are a vital and ubiquitous part of the Canadian policy landscape. Established to answer the tough questions, they have been charged with examining almost every aspect of public life.
This collection brings together leading Canadian scholars working in political science, public policy, and law to explore fundamental questions about the relationship between commissions of inquiry and public policy for the first time: What role do commissions play in policy change? Would policy change have happened without them? Why do some commissions result in policy changes while others do not?
In search of answers, Commissions of Inquiry and Policy Change analyses ten landmark inquiries ranging across a variety of political, economic, social, cultural, environmental, and legal issues. Filling a significant gap in the literature, this volume will be a valuable resource for scholars and students of Canadian political science, public policy, law, and history, as well as a broader audience of readers interested in commissions of inquiry and their role in Canadian policymaking.
Elite Attitudes on the Centralization of Power in Canadian Political Executives: A Survey of Former Canadian Provincial and Federal Cabinet Ministers, 2000–2010
2013
In contemporary Canada, the idea of the powerful first minister is widely acknowledged. The recent debate has focused on Donald Savoie's thesis that the concentration of power to the centre has accelerated and ministers have effectively lost their influence on decision making in cabinet. This article identifies two research gaps. First, the study combines both the experiences of federal and provincial cabinet ministers to construct an understanding of Canadian cabinet decision making at both levels of government. Second, the research investigates the new generation of cabinet ministers; no study has yet consulted ministers of the 2000–2010 decade.
