The extent of government intervention in the public health system and individual freedoms during the Covid-19 pandemic: a theoretical analysis
The concept of individual freedom has complex and multifaceted dimensions that significantly affect the limits of permissible government interventions aimed at restricting such freedoms and maintaining public health. Therefore, the boundary between individual freedom and the social obligations of the government must be carefully clarified. During the Covid-19 pandemic, the need for such clarifications clearly increased. This study intended to investigate the concept of freedom according to major theories and to observe their application in analyzing the relations between individuals and the government in the health system, particularly during public health emergencies.The findings revealed that “justice-based”, “development-based” and “accountability-based” conceptions of freedom provide a more appropriate rationale for implementation of public health restrictive measures by health authorities during infectious disease outbreaks including pandemics such as COVID-19. Even in minimal governments that are built upon a free-market system and unrestricted conception of individuals’ freedom, such public health interventions are justifiable in the light of the ‘Catastrophic Moral Horror’ where there is an extreme risk to the health of citizens.
Government Intervention, Perceived Benefit, and Bribery of Firms in Transitional China
This article examines whether (1) government intervention causes bribery (or corruption) as rent-seeking theory suggested; (2) a firm's perceived benefit partially mediates the relationship between government intervention and its bribing behavior, as rational choice/behavior theory suggested; and (3) other firms' bribing behavior moderates the relationship between government intervention and a firm's perceived benefit. Our study shows that government intervention causes bribery/corruption indeed, but it exerts its effect on bribery/corruption through the firm's perceived benefit. In other words, a firm's perceived benefit fully mediates the relationship between government intervention and its bribing behavior. We also find that other firms' bribery positively moderates the relationship between government intervention and a given firm's bribery. This study partly proves that firms are rational actors. Potential benefit encourages them to practice bribery. Besides, this research also supports the rent-seeking view of bribery/corruption, which argues that government intervention is a source of bribery/corruption. However, we have also identified that only those government interventions that will create \"rent\" can cause bribery/corruption.
\My forest, my kingdom\—Self-referentiality as a strategy in the case of small forest owners coping with government regulations
Social research that informs the implementation of natural resource policies is frequently driven by the logic of the policy system itself. A prevailing concern with achieving policy outcomes can lead, however, to lack of attention to equally important aspects, for example the challenges the policy instruments present to those they are targeting and the consequences this might have for government-citizen relationships. To help guide research into these issues we have developed a situational-interactional approach to interpretive policy analysis that seeks to examine the processes involved when people collectively make sense of government instruments. The theoretical basis is provided to a large extent by Luhmann's theory of self-referential social systems. In addition, we operationalise the concepts of interactional framing and resemiotisation to capture the active work of the citizens in sense-making processes. We then apply our situational-interactional analysis to small-scale forest ownership in Randers. Analysis of data from focus groups with forest owners reveals how interactions build on each other in the co-development of particular strategies to cope with government intervention. Finally, we discuss two future directions for research. First, the forest owners find themselves in an inescapable relationship with the government, and feel their autonomy is threatened. Government intervention, therefore, will almost necessarily lead to resistance. Second, forest groups enhance compatibility between the government system and the forest owners, but rather than narrowing the gap between the two worlds they tend to emphasise it.
Market imperfections, government imperfections, and policy mixes: policy innovations in Singapore
Proper roles for government and market in addressing policy problems may be assessed by considering the duality between market imperfections and government imperfections. The potential of government interventions or market mechanisms as core policy instruments can be eroded by fundamental deficiencies deeply rooted in either government or market as social institutions. The impacts of such deficiencies are much more extensive than postulated by the existing theories. Analysis here, based on policy innovations in land transport and health care in Singapore, suggests how policy mixes might become the norm of response for addressing policy problems found in a range of sectors. The analytical framework presented may help to distinguish among different policy mixes according to their effectiveness, but also provides some useful guiding principles for policy design.
Environmental Strategy, Institutional Force, and Innovation Capability: A Managerial Cognition Perspective
Despite the rising interest in environmental strategies, few studies have examined how managerial cognition of such strategies influences actual innovation capability development. Taking a managerial cognition perspective, this study investigates how managers' perceptions of institutional pressures relate to their focus on proactive environmental strategy, which in turn affects firms' realized innovation capability. The findings from a primary survey and three secondary datasets of publicly listed companies in China reveal that managers' perceived business and social pressures are positively associated with their focus on proactive environmental strategy, which consequently fosters innovation capability development. Moreover, state ownership and government administrative control weaken the impact of managerial focus on proactive environmental strategy on innovation capability. These findings have important implications for how managerial cognition supports environmental strategy and organizational capability building under the influence of institutional pressures and government intervention.
