In the Hegemon's Shadow
The relationship between established powers and emerging powers is one of the most important topics in world politics. Nevertheless, few studies have investigated how the leading state in the international system responds to rising powers in peripheral regions-actors that are not yet and might never become great powers but that are still increasing their strength, extending their influence, and trying to reorder their corner of the world. In the Hegemon's Shadow fills this gap. Evan Braden Montgomery draws on different strands of realist theory to develop a novel framework that explains why leading states have accommodated some rising regional powers but opposed others. Montgomery examines the interaction between two factors: the type of local order that a leading state prefers and the type of local power shift that appears to be taking place. The first captures a leading state's main interest in a peripheral region and serves as the baseline for its evaluation of any changes in the status quo. Would the leading state like to see a balance of power rather than a preponderance of power, does it favor primacy over parity instead, or is it impartial between these alternatives? The second indicates how a local power shift is likely to unfold. In particular, which regional order is an emerging power trying to create and does a leading state expect it to succeed? Montgomery tests his arguments by analyzing Great Britain's efforts to manage the rise of Egypt, the Confederacy, and Japan during the nineteenth century and the United States' efforts to manage the emergence of India and Iraq during the twentieth century. The Long Détente
The present volume presents a collection of pieces of evidence, which—taken together—lead to an argument that goes against the grain of the established Cold War narrative. The argument is that a “long détente” existed between East and West from the 1950s to the 1980s, that it existed and lasted for good (economic, national security, societal) reasons, and that it had a profound impact on the eventual outcome of the conflict between East and West and the quintessentially peaceful framework in which this “endgame” was played.By offering new, Euro-centered narratives that include both West and East European perspectives, the combined contributions of this volume point to critical inconsistencies and inherent problems in the traditional U.S.-dominated narrative of the “Victory in the Cold War.” Yet, rather than aiming at replacing this understanding entirely, the argument of a “long détente” demonstrates that this superpower narrative can, and needs to be, augmented with the plentitude of European experiences and perceptions. After all, it was Europe—its peoples, societies, and states—that stood both at the ideological and military frontline of the conflict between East and West, and it was here that the struggle between liberalism and communism was eventually decided.
Safe passage : the transition from British to American hegemony
History records only one peaceful transition of hegemonic power: the passage from British to American dominance of the international order. What made that transition uniquely cooperative and nonviolent? Does it offer lessons to guide policy as the United States faces its own challengers to the order it has enforced since the 1940s? To answer these questions, Kori Schake explores nine points of crisis or tension between Britain and the United States, from the Monroe Doctrine in 1823 to the establishment of the unequal \"special relationship\" during World War II. Over this period, Safe Passage shows, the United States gradually changed the rules that Britain had established at its imperial height. It was able to do so peacefully because, during the crucial years, Britain and the United States came to look alike to each other and different from other nations. Britain followed America's lead in becoming more democratic, while the United States, because of its conquest of the American West, developed an imperial cast of mind. Until the end of World War II, both countries paid more attention to their cumulative power relative to other states in the order than to their individual power relative to each other. The factors that made the Anglo-American transition peaceful, notably the convergence in their domestic ideologies, are unlikely to apply in future transitions, Schake concludes. We are much more likely to see high-stake standoffs among competing powers attempting to shape the international order to reflect the starkly different ideologies that prevail at home.-- Provided by publisher
When Right Makes Might
Why do great powers accommodate the rise of some challengers but contain and confront others, even at the risk of war? When Right Makes Might proposes that the ways in which a rising power legitimizes its expansionist aims significantly shapes great power responses. Stacie E. Goddard theorizes that when faced with a new challenger, great powers will attempt to divine the challenger's intentions: does it pose a revolutionary threat to the system or can it be incorporated into the existing international order? Goddard departs from conventional theories of international relations by arguing that great powers come to understand a contender's intentions not only through objective capabilities or costly signals but by observing how a rising power justifies its behavior to its audience. To understand the dynamics of rising powers, then, we must take seriously the role of legitimacy in international relations. A rising power's ability to expand depends as much on its claims to right as it does on its growing might. As a result, When Right Makes Might poses significant questions for academics and policymakers alike. Underpinning her argument on the oft-ignored significance of public self-presentation, Goddard suggests that academics (and others) should recognize talk's critical role in the formation of grand strategy. Unlike rationalist and realist theories that suggest rhetoric is mere window-dressing for power, When Right Makes Might argues that rhetoric fundamentally shapes the contours of grand strategy. Legitimacy is not marginal to international relations; it is essential to the practice of power politics, and rhetoric is central to that practice.

Aspirational power : Brazil on the long road to global influence

Knowing the Adversary
States are more likely to engage in risky and destabilizing actions such as military buildups and preemptive strikes if they believe their adversaries pose a tangible threat. Yet despite the crucial importance of this issue, we don't know enough about how states and their leaders draw inferences about their adversaries' long-term intentions.Knowing the Adversarydraws on a wealth of historical archival evidence to shed new light on how world leaders and intelligence organizations actually make these assessments. Keren Yarhi-Milo examines three cases: Britain's assessments of Nazi Germany's intentions in the 1930s, America's assessments of the Soviet Union's intentions during the Carter administration, and the Reagan administration's assessments of Soviet intentions near the end of the Cold War. She advances a new theoretical framework-called selective attention-that emphasizes organizational dynamics, personal diplomatic interactions, and cognitive and affective factors. Yarhi-Milo finds that decision makers don't pay as much attention to those aspects of state behavior that major theories of international politics claim they do. Instead, they tend to determine the intentions of adversaries on the basis of preexisting beliefs, theories, and personal impressions. Yarhi-Milo also shows how intelligence organizations rely on very different indicators than decision makers, focusing more on changes in the military capabilities of adversaries. Knowing the Adversaryprovides a clearer picture of the historical validity of existing theories, and broadens our understanding of the important role that diplomacy plays in international security.
