Instead of addressing the problems, they get rid of the person who tells them the bad news.'' ''She has been asked to leave the current job she's in,'' said Jack Deacy, a spokesman for the agency. He said she was offered lower-paying jobs than the $35,000-a-year position she now has. 'Have Done My Job' Mrs. Stake said she would not accept a demotion ''because I have done my job, which is to find deficiencies in city programs.'' Of the charge that she was too emotional, she said, ''Shouldn't we be emotional about children dying?''

On Friday, soldiers turned out for a final review by Lieut. Gen. James R. Hall, the Fourth Army's commander. The review marked the retirement of General Hall, who in the ceremonies received the Distinguished Service Medal, the Army's highest peacetime award.

Officials Laud Pilot's Efforts in Crash

''It's tragic,'' said Brig. Gen. Joel T. Hall of Nellis Air Force Base in Nevada, the home base of the pilot, Maj. Bruce L. Teagarden. ''I understand the anguish, but he did the best he could. Air Force policy is to minimize the loss of life in a crash and as best we can determine that's what he did.'' ''It happened after a pilot rather courageously tried to bring in a crippled jet under adverse weather conditions with a clear attempt to try to avoid loss of life and property and simply was not able to do so.'' Mr. [T. Allan McArtor] said. ''When he popped out of the overcast, which was only 800 feet, he saw that he was in a populated area and ejected at the very last minute.'' General Hall said the trip was not entirely personal. ''He was on a normal training mission, which they are required to do,'' General Hall said. ''He was intending to stop and go to the funeral of a friend.''
