Like other advocates, [Lowell Handler], 43, a photojournalist, teacher and communications coordinator for the Queens Independent Living Center in Jamaica, agrees that much has been achieved since the law was passed in 1990 with the goals of equal opportunity, full participation, independent living and economic self-sufficiency for all people with disabilities. A juried exhibition of works by 42 artists with disabilities, which runs through Aug. 17 at 26 Federal Plaza in Manhattan, is among the commemoration activities. Photographs by Handler, who is on the faculty of the Photography Department at the New School University and the School of Visual Arts, are included in the show. Handler is the author of the hardcover book, \"Twitch and Shout: A Touretter's Tale,\" which was published by Penguin in 1998. He's touting, \"The Tic Code,\" a new movie featuring Gregory Hines, that opened Friday. \"It ties in with the whole thing.

Now, after years of medication, [Lowell Handler] is the narrator of a documentary about TS called \"Twitch and Shout,\" produced and directed by Laurel Chiten, another Touretter. As the title suggests, people with TS frequently have a well developed sense of humor about their condition. Neurologist Oliver Sacks, author of \"The Man Who Mistook his Wife for a Hat,\" wrote a piece about Handler and other Touretters for Life magazine in 1988 - Handler took the photos - in which Sacks marveled at their \"odd, elfin humor, antic imitations and outlandish kinds of play.\" Like most Touretters, Handler finds that his symptoms decrease the more he concentrates. This explains why Handler rarely twitches when he has a camera in his hands. Or why the Denver Nuggets' Mahmoud Abdul-Rauf (formerly Chris Jackson), who has acknowledged his condition, is one of the top free-throw shooters in the NBA.
