Machines as the Measure of Men

Over the past five centuries, advances in Western understanding of and control over the material world have strongly influenced European responses to non-Western peoples and cultures. InMachines as the Measure of Men, Michael Adas explores the ways in which European perceptions of their scientific and technological superiority shaped their interactions with people overseas. Adopting a broad, comparative perspective, he analyzes European responses to the cultures of sub-Saharan Africa, India, and China, cultures that they judged to represent lower levels of material mastery and social organization.
Beginning with the early decades of overseas expansion in the sixteenth century, Adas traces the impact of scientific and technological advances on European attitudes toward Asians and Africans and on their policies for dealing with colonized societies. He concentrates on British and French thinking in the nineteenth century, when, he maintains, scientific and technological measures of human worth played a critical role in shaping arguments for the notion of racial supremacy and the \"civilizing mission\" ideology which were used to justify Europe's domination of the globe. Finally, he examines the reasons why many Europeans grew dissatisfied with and even rejected this gauge of human worth after World War I, and explains why it has remained important to Americans.
Showing how the scientific and industrial revolutions contributed to the development of European imperialist ideologies,Machines as the Measure of Menhighlights the cultural factors that have nurtured disdain for non-Western accomplishments and value systems. It also indicates how these attitudes, in shaping policies that restricted the diffusion of scientific knowledge, have perpetuated themselves, and contributed significantly to chronic underdevelopment throughout the developing world. An account of conflicts within engineering in the 1960s that helped shape our dominant contemporary understanding of technological change as the driver of history.
In the late 1960s an eclectic group of engineers joined the antiwar and civil rights activists of the time in agitating for change. The engineers were fighting to remake their profession, challenging their fellow engineers to embrace a more humane vision of technology. In Engineers for Change, Matthew Wisnioski offers an account of this conflict within engineering, linking it to deep-seated assumptions about technology and American life.
The postwar period in America saw a near-utopian belief in technology's beneficence. Beginning in the mid-1960s, however, society—influenced by the antitechnology writings of such thinkers as Jacques Ellul and Lewis Mumford—began to view technology in a more negative light. Engineers themselves were seen as conformist organization men propping up the military-industrial complex. A dissident minority of engineers offered critiques of their profession that appropriated concepts from technology's critics. These dissidents were criticized in turn by conservatives who regarded them as countercultural Luddites. And yet, as Wisnioski shows, the radical minority spurred the professional elite to promote a new understanding of technology as a rapidly accelerating force that our institutions are ill-equipped to handle. The negative consequences of technology spring from its very nature—and not from engineering's failures. “Sociotechnologists” were recruited to help society adjust to its technology. Wisnioski argues that in responding to the challenges posed by critics within their profession, engineers in the 1960s helped shape our dominant contemporary understanding of technological change as the driver of history.

Electrifying Mexico

Many visitors to Mexico City’s 1886 Electricity Exposition were amazed by their experience of the event, which included magnetic devices, electronic printers, and a banquet of light. It was both technological spectacle and political messaging, for speeches at the event lauded President Porfirio Díaz and bound such progress to his vision of a modern order.Diana J. Montaño explores the role of electricity in Mexico’s economic and political evolution, as the coal-deficient country pioneered large-scale hydroelectricity and sought to face the world as a scientifically enlightened “empire of peace.” She is especially concerned with electrification at the social level. Ordinary electricity users were also agents and sites of change. Montaño documents inventions and adaptations that served local needs while fostering new ideas of time and space, body and self, the national and the foreign. Electricity also colored issues of gender, race, and class in ways specific to Mexico. Complicating historical discourses in which Latin Americans merely use technologies developed elsewhere, Electrifying Mexico emphasizes a particular national culture of scientific progress and its contributions to a uniquely Mexican modernist political subjectivity.

Much human adaptation depends on the gradual accumulation of culturally transmitted knowledge and technology. Recent models of this process predict that large, well-connected populations will have more diverse and complex tool kits than small, isolated populations. While several examples of the loss of technology in small populations are consistent with this prediction, it found no support in two systematic quantitative tests. Both studies were based on data from continental populations in which contact rates were not available, and therefore these studies do not provide a test of the models. Here, we show that in Oceania, around the time of early European contact, islands with small populations had less complicated marine foraging technology. This finding suggests that explanations of existing cultural variation based on optimality models alone are incomplete because demography plays an important role in generating cumulative cultural adaptation. It also indicates that hominin populations with similar cognitive abilities may leave very different archaeological records, a conclusion that has important implications for our understanding of the origin of anatomically modern humans and their evolved psychology.
