\"The Commonwealth Fund's Scorecard claims the U.S. health care system performs poorly compared to other nations,\" said [David Hogberg], \"but it is the Scorecard itself that is performing poorly. The measures it uses to condemn the American system - infant mortality, life expectancy at age 60, and mortality amenable to health care - tell us little about the effectiveness of a health care system.\" \"Infant mortality is measured too inconsistently across nations to be a reliable indicator,\" said Hogberg. \"Nations use different definitions of 'infant mortality.' Some nations' infant mortality statistics do not register many infants who die during the first twenty-four hours after birth. Switzerland, for example, doesn't count as 'living' any infant born under 30 cm long, while the U.S. does. Italy has at least three different definitions for infant deaths in different regions of the nation. Many, but not all, nations tabulate births that occur while their citizens are living or traveling abroad as if their own health systems were tending to care, which they clearly are not. Overall, infant mortality is measured far too inconsistently to make cross-national comparisons useful.\" bx

What benefits a person wants should be between the individual and the health insurance provider,\" said Hogberg, \"not at the whim of a government commission.\"

Vern Hogberg passed honor, values on to sons
Hogberg took his vocation as an educator seriously. He taught at Arlington, Garfield and Franklin elementary schools and served as principal at Logan, Regal and Sheridan. As the son of Swedish immigrants, Hogberg was very proud of his heritage and had a Swedish flag in the rear window of his car. Hogberg's sons learned to drink coffee the Swedish way, by pouring coffee into a saucer and sucking it through a sugar cube. They also enjoyed palt, a Swedish potato dumpling. \"We had contests to see who could eat the most,\" said [John Hogberg].

If liberals get their way -- raising the taxable Social Security income cap to up to $150,000 -- Mr. [Peter Ferrara] says those wage earners could pay as much as $7,000 more in annual taxes. It's a killer for small businesses and the self-employed. Simply put, liberals are lying about Social Security reform. It's a shameless act of self-preservation aimed at perpetuating the Dependent Society. It is a moral bankruptcy that liberals are trusting the general public's ignorance will shield. And thus far, sadly and tragically, the liars are winning. Liberals at the forefront of the Social Security \"reform\" movement and those pushing for negotiated \"lower\" Medicare prescription drug prices are lying to justify their existence. It is a trickery that is a treachery that must not be allowed to prevail.

David Hogberg's Aug. 8 letter responds to my criticism of Rep. Bass's approach to health-care reform. Hogberg states that measures such as infant mortality are an unreliable index of the effectiveness of the health-care system. He says that on measures like cancer treatment and five-year survival rates after heart attack, the United States performs at or near the top.

Unfortunately, Eric Mart is using statistics - life expectancy and infant mortality -that tell us next to nothing about the effectiveness of a health care system. Research shows that life expectancy is determined by factors such as gross domestic product per capita, literacy, diet and sanitation. Factors such as health care spending or doctors per capita have no effect.
