Development of an effective method of tariff formation for rural areas: the case of Russian Federation
The conducted researches have shown that the features of the housing and communal sector do not allow talking about the possibility of calculating the “optimal” tariff rate. The development of an effective method of tariff formation for rural areas is particularly acute. The use of traditional method to calculate the amount of tariffs for housing and communal services provided to the population and enterprises (called “cost plus” approach) consists in a simple summation of the cost price of a service with a premium that was set directly by a particular housing and communal enterprise within the maximum and minimum values. The authors found that none of the current pricing and tariffs’ setting methods fulfills the requirements for an effective and economically founded tariff policy in the housing and communal services sector. In this regard, the development of a new methodology that will ensure the receipt of compromise tariffs for housing and communal services is required. Compromise analysis, the main purpose of which is to obtain optimal prices, can be used as a basis of such methodology.
Problems and Risks of Control in the Housing and Communal Services Industry
The main issue of the study is the problem of increasing control and reducing risks in the housing and communal services industry. In the framework of an integrated and efficient development of the territories must meet the requirements for reforming and modernising the housing and utilities complex (HUC) in the country and ensuring ecological safety, protection of public health and of housing and utilities services for the benefit of present and future generations, and with the aim of improving the quality of life. Taking into account not only national but also international standards, the program of socio-economic development is becoming a priority for both housing and communal services and urban development of the country. The aim of the study is to develop a system of criteria to improve the stability and reliability of the housing and communal services. The system of criteria should take into account all stages of interaction from consumers of utilities to the executors of their provision and management. To effectively implement the modernization of the industry and improve competitiveness, it is necessary to determine the risks and ways to minimize them. The system of monitoring the introduction of energy-saving technologies in the housing and communal services, obtaining economic effect, which is one of the key indicators for potential buyers, needs to be improved. In sum, the proposed system of criteria can be used in the regulatory and technical regulation of housing and communal complex.
Regional Government Expenditure Efficiency Evaluation for Housing and Utilities in Russia
The article provides an assessment of the effectiveness of regional budget expenditures on public utilities and improvement as the two most costly subsections of the housing and communal services sector, which are within the competence of the constituent entities of the Russian Federation. According to calculations based on the data of 2015–2019, only 17 regions in Russia can be classified as relatively efficient. Conditionally inefficient regions have the potential to save the corresponding costs in the amount of about 200 billion rubles per year in comparable prices of 2019. Based on regression estimates, the article also confirms the importance of using public procurement as a more transparent budget tool compared to other types of spending to ensure their efficiency.
